HLWW School District 2687 Board Minutes

The June 10, 2013 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:01 p.m. by Chairman Schaible. After the pledge of allegiance, roll was taken with the following members present: Schaible, Kocher, Smith, Weibel, Tintes, Wiech, and Heuer. Also present were Superintendent Brad Sellner, Principals Jennifer Olson and Jim Schimelpfenig, and Board Secretary Marilyn Greeley.
(Item IV) Chairman Schaible requested the following additions to the consent agenda: employment recommendation of Andrew Rosevold as the middle school music teacher; 12 week family leave request for Angela Pittman; and a resignation from George Montgomery as the head football coach. Weibel motioned to approve the consent agenda with the additions; Wiech seconded; passed unanimously.
(Item V) Charles Bush asked the school board to reconsider eliminating the extra-curricular fees for students, and asked it to be placed on the agenda for future discussion. Bush indicated the board members seem to be more focused on their IPads at the meetings, and wanted to know what they are seeing that the public is not seeing. Schaible and Sellner responded they board is looking at an electronic copy of the board packet which was implemented several years ago as a cost savings measure.
George Montgomery, high school history teacher, spoke about his resignation as the head football coach.
(Item VI) Wiech motioned to approve the consent agenda which included the May 13, 2013 Regular Board Meeting minutes, May 28, 2013 Work Session Meeting minutes, June bills, June enrollment, the resignation of Russell Koopmeiners as a 2 hr. high school custodian effective June 4, 2013 and Gary Whitcomb as a 1⁄2 a regular AM route driver effective June 6, 2013, and George Montgomery as the head football coach, the employment of Lacy Detlefsen as the Athletic Secretary at the high school effective July 2013 replacing Mary Robinson who retired; Nicole Schahn as PE/DAPE at Winsted Elementary for the 2013-14 school year (additional position approved with the 2013-14 budget), and rehire Amber Gunderson as DCD/SPED Teacher at the high school for the 2013-14 school year, Andrew Rosevold as the middle school music teacher effective the 2013-14 school year, and 12 week family leave for Angela Pittman beginning September 25, 2013, Resource Training & Solutions Communicator, and the following recognitions:
The School Board recognizes the teachers, staff and students for a wonderful and successful school year.
The School Board recognizes the spring coaching staff for their willingness and adjustments made due to the challenging spring weather. Thank you everyone for your dedication to the school district and its athletic programs.
The School Board recognizes Marisa Fieke for representing HLWW at the State track meet. Congratulations Marisa on a successful season.
The School Board recognizes Josh Westling in his organization and presentation of Field Day at each of the elementary buildings. Field day was well attended, despite the rescheduling due to weather, and everyone had a great time participating in the events. Thank you for continued creativity and passion to provide fun, healthy activities for students.
The School Board recognizes Carrie Bayerl, Nikki Kutz, Mindy Specken and Cindy Munn for supervising the morning AR lab sessions at the elementary buildings on a weekly basis. Thank you for your donation of time to allow students to work towards their quarterly and yearly AR goals.
The School Board recognizes Jamie Meuleners for the donation of a Cricket machine to the Winsted Elementary School. Thank you for providing a tool to enhance student learning in a creative way!
The School Board recognizes Irene Woitalla and the numerous volunteers who provided an amazing learning experience for fourth grade students. Your continued support, countless hours and patience to share a life-long pastime with our kids is second to none.
The School Board recognizes Centra Sota Cooperative-Cokato for donating time, fertilizer and spray for the FFA Crop Plot. Centra Sota comes out once or twice to spray and fertilize. Thank you for your continued support of the district and the FFA Program
Weibel seconded; passed unanimously.
(Item VII, Subd. A) Heuer motioned to approve RAM Mutual as the districts workers compensation carrier; Smith seconded; passed unanimously.
(Item VII, Subd. B) Item tabled until Karrie Taylor arrives.
(Item VII, Subd. C) Wiech motioned to approve the treasurer’s report; Tintes seconded; passed unanimously.
(Item VII, Subd. D) Heuer reviewed the updated budget assumptions for 2013-14 which included a reduction to kindergarten enrollment, adjusting the state aid formula, compensatory revenue increase, adjusted severance costs, health insurance decreases, built in savings due to business manager reconfiguration, and changing payroll position from contracted to full time district employee.
Heuer motioned to approve the updated budget as presented; Wiech seconded; passed unanimously.
(Item VII, Subd. E) Wiech reported the Building Committee will be meeting tomorrow to discuss what we will bring forward to the board.
(Item VII, Subd. B) Special Education Coordinator, Karrie Taylor, gave a presentation about special education in our district.
(Item VII, Subd. F) Schaible reported the budget committee met with all three construction management firms and recommend authorizing the committee to negotiate with Kraus Anderson.
Weibel motioned to approve Kraus Anderson and authorize the budget committee to negotiate a contract with them; Wiech seconded; those in favor: Kocher, Smith, Weibel, Wiech, Heuer and Schaible; Tintes abstained; passed by majority.
(Item VII, Subd. G) Wiech motioned to implement the five domains of coaching; Heuer seconded; Tintes asked to table it until it can be reviewed more; Weibel was also opposed, Smith asked if people need more time we should take it.
Schaible recommended tabling this until July.
(Item VII, Subd. H) Heuer motioned to approve the District and School Parent Involvement Plans; Kocher seconded; passed unanimously.
(Item VII, Subd. I) The administration recommends requesting quotes for waste removal/recycling, fuel, snow plowing and commodities (milk and bread).
(Item VII, Subd. J) The Policy Committee recommends the review of the following policies: 206-Visitor Comment Guidelines; and 516-Student Medication. The board recommends updating policy 206 to reflect a time limit for visitor comments by individual person or by a group of five minutes.
(Item VII, Subd. K) Superintendent Sellner reported Morcon Construction will be installing the secure entrance at the high school site over the summer; this was already approved in the budget.
(Item VIII, Subd. A) Principal Schimelpfenig gave a report.
Principal Olson gave a report.
Heuer stated Principal Mix e-mailed his report.
(Item VIII, Subd. B) Each board member gave a brief committee update.
(Item VIII, Subd. C) Superintendent Sellner gave a report.
Schaible requested the board members keep June 24th open for the work session, we hope to have a presentation by the construction management firm Kraus Anderson.
