HLWW School District 2687 Board Minutes

The October 14, 2013 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD#2687 was called to order at 6:03pm by Chairman Schaible. After the pledge of allegiance, roll was taken with the following members present: Schaible, Wiech, Tintes, Weibel, Smith and Kocher; Heuer was absent. Also present were Superintendent Brad Sellner, Principals Jason Mix, Jim Schimelpfenig, and Jennifer Olson; SMS Financial Consultant Donna Wilson and Board Secretary Marilyn Greeley.
(Item IV) Schaible reported there is an addition to the consent agenda. A six week leave request for Nicole Schultz.
Wiech motioned to approve the agenda with the addition; Smith seconded; passed unanimously.
(Item V) Charlie Bush commented the school board work sessions were not accessible for discussion. Schaible responded we are always willing and welcome anyone to come to the meetings to talk.
(Item VI) Schaible reported there is an addition to the consent agenda, a six week leave request for Nicole Schultz beginning approximately January 16, 2014. Sellner reminded the board the winter coaching staff is based upon prior year student participation, and we are still looking into a spotter for the gymnastics program. Tintes asked if the open position for 7th grade girls basketball will be brought to the board once filled. Sellner said yes it would be a part of the consent agenda once it is filled.
Wiech motioned to approve the consent agenda which included the September 9, 2013 regular Board meeting minutes, October Bills, Enrollment, the 12 week leave of absence request for Seena Glessing starting approximately December 5, 2013; a 4-6 week medical leave for Colleen Marketon starting October 2, 2013; and a six week leave request for Nicole Schultz beginning approximately January 16, 2014, the employment of Gervase Kappel for the 2hr. custodial position starting September 30, 2013 replacing Russell Koopmeiners; Kristin Vogelpohl as a 3.5 hr. para at Winsted Elementary; and Lori Murphy as a part time food service assistant (approx. 1 hr. per day) at Humphrey Elementary starting September 16, 2013, lane changes effective September 20, 2013 for the following: Britta Barth from MA to MA15, Leah Jenzen from BA to BA15, Melanie Lawrence from BA15 to BA30, Bernice Pehl from BA30 to BA45, and Nicole Warren from BA45 to MA, the Winter Coaching Staff, the following communications: a thank you from Vawn Krzmarzick, Resource Training & Solutions Communicator, and the Elementary Laker News, and the following recognitions:
The School Board recognizes Connor Schank for being named CMC Player of the week. Connor placed 3rd at the Waconia meet, 1st at the EVW-K meet and 4th at the Milaca meet. Connor also set a new school record with a time of 16:30. Congratulations Connor, and keep up the good work.
The School Board recognizes the following students who were crowned the 2013-14 homecoming royalty. Prince: Blake Klinkner, Princess: Erin Kittock, King: Ryan Gailey, and Queen: Kyla Mauk. Congratulations to everyone.
The School Board recognizes Dan Zahler of Zahler Photography for donating the Middle School Banner and posters for this year. Thank you for your donation Dan.
The School Board recognizes Betty Zachmann for donating school supplies to the elementary buildings and art materials to the elementary and high school buildings. Thank you for your donations.
The School Board recognizes Doty Mosford for donating office supplies, treats, and classroom materials to the district. Thank you for your donations.
The School Board recognizes Claude and Joe Sherod for sharing Native American history with Winsted Elementary 4th graders and the gift of experiencing of a teepee. Thank you for donating your time and sharing history with our students.
The School Board recognizes Winsted Elementary for being awarded as a 2013 National Blue Ribbon School, and will be recognized at the 31st anniversary of the National Blue ribbon School awards ceremony in Washington DC. Congratulations to the administration, staff and students.
The School Board recognizes the following support staff honored recently at the 3rd annual Educational Support Staff recognition event: Julie Stifter, Kathleen Messer, Eldora Miller, and Laurie Olson. This event sponsored by Resource Training and Solutions, honors educational support staff who are an integral part of our school district. We congratulate you on this accomplishment, and thank you for your commitment to students of this district.
Tintes seconded; passed unanimously.
(Item VII, Subd. A) Elementary Principal Jennifer Olson reviewed information about the Winsted Elementary Blue Ribbon Schools Award.
(Item VII, Subd. B) Wiech motioned to accept the liability Insurance without the umbrella policy; Tintes seconded; passed unanimously.
(Item VII, Subd. C) Wiech motioned to approve the treasurer’s report; Smith seconded; passed unanimously.
(Item VII, Subd. D) Superintendent Sellner reviewed phase three of the budget considerations. The consensus of the board was to move forward on getting estimates on a secured entrance at Humphrey Elementary.
Cheerleading Advisor Katie Heber gave an update. The Board agreed to have Winter Cheerleading as a Community Ed program.
(Item VII, Subd. E) Superintendent Sellner gave an update on the proposed levy certification which the maximum was approved at the September 9, 2013 meeting.
(Item VII, Subd. F) Wiech motioned to approve the posing of the seniority list; Tintes seconded; passed unanimously.
(Item VII, Subd. G) Tintes motioned to approve the annual Assurance of Compliance report; Smith seconded; passed unanimously.
(Item VII, Subd. H) Weibel motioned to adopt the resolution for the district application to the MN State High School League Foundation; Smith seconded; those in favor: Weibel, Smith, Kocher, Tintes, Wiech, and Schaible; opposed: none; passed unanimously.
(Item VII, Subd. I) Superintendent Sellner reported the Building Referendum Committee is having an open house on October 21st from 6-8pm; the Board members will be there, and also our financial advisors Ehlers, Kraus Anderson, our construction management firm, SGN/Wendell our architects, Mr. Schimelpfenig and himself.
Charlie Bush asked the board if they saw the letter to the editor in today’s paper. Sellner indicated there was no mail delivery today, so we had not received a copy of the paper year.
(Item VII, Subd. J) Superintendent Sellner indicated we have talked about athletic fees, gate fees, activity fees, family and student passes, both of which were reduced, and we eliminated the senior citizen pass fees. Superintendent Sellner reported he compared our elementary school supply list to three area schools, are we are lowest in two of five grade levels, and in the middle on the other three.
(Item VII, Subd. K) Superintendent Sellner reviewed information about classroom space needs. Sellner reviewed some possible options for consideration for one year as opposed to adding portable classrooms. The portable classrooms have to be added as a pair (2), and must be connected to the building. Sellner also said if the building project does not pass we will need portable classrooms at the elementary sites next year.
(Item VII, Subd. L) The Policy Committee recommends the first reading of the following policies: 305-Policy Implementation, 425-Staff Development, 508-Extended School Year for Students with IEP’s, 511-Student Fundraising, 525-Violence Prevention, 530-Immunization Requirements, 534-Food Service Policy/Procedures, 601-School District Curriculum & Instruction Goals, 606-Textbooks and Instructional Materials, 607-Organization of Grade Levels.
