|BOARD OF EDUCATION REGULAR MEETING

The November 9, 2015 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 p.m.. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Heuer, Bush, Diers, Bravinder and Kocher. Also present were Superintendent Brad Sellner, Principals Jason Mix, and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Wiech requested changing the agenda order, moving Item J to Item C, and Item F to Item D, and the rest to follow.
Bravinder motioned to approve the agenda with the changes; Heuer seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Bravinder motioned to approve the consent agenda which included the October 12, 2015 Regular Board Meeting, October 27, 2015 Work Session Meeting, November bills, enrollment, the additional leave request for Sue Winge thru December 1, 2015; FMLA leave request for Kelsi Hogg from approximately January 4, 2016 thru March 11, 2016; the resignation of Sara Varner as a 7th Grade Volleyball Coach (name correction from last month’s agenda), the second reading and approval of the following policies: 505-Distribution of Nonschool-Sponsored Materials, 512-School Sponsored Student Publications & Activities, 513-Student Promotion, Retention, and Program Design, 517-Student Recruiting, 518-DNR-DNI Orders, 519-Interviews of Students by Outside Agencies, 520-Student Surveys, 528-Student Parental, Family, and Marital Status Nondiscrimination, 529-Staff Notification of Violent Behavior by Students, and 903-Visitors to School District Buildings and Sites, the following communications: Elementary Laker News, Teaching today-Fall 2015, a thank you from Lauren Painschab-FFA, and the following recognitions:
The School Board recognizes the HLWW Football team and coaches on a great season, and being the Section 4AA Champions. Congratulations to everyone on a successful season.
The School Board recognizes the HLWW Volleyball team on two big wins this past week in the Section 5AA playoffs! The team has now advanced to play Concordia Academy on Wednesday, November 4, 2015 at 7:00 p.m. at Concordia Academy. Good luck!
The School Board recognizes the HLWW Cross Country team on a great season. Congratulations to Connor Schank and Loren Stueven for advancing to the State Cross Country meet which will be held at St. Olaf College on Saturday November 7, 2015.
The School Board recognizes HLWW FFA Food Science Technology Team for being the 2015 National Champions. The following team members also placed individually at Nationals: Maddie Weninger 3rd, Keith Lent 14th, and Lauren Painschab 33rd. Congratulations to HLWW FFA and the Food Science Technology Team.
The School Board recognizes HLWW FFA Nursery Landscaping Team for placing 4th at National’s. The following team members also placed individually at Nationals: Amanda Olson 5th, Zach Uter 8th, Chase Lange 21st, and Brennen Barth 50th. Congratulations to HLWW FFA and the Nursery Landscaping Team.
The School Board recognizes HLWW FFA Knowledge Team for placing 3rd at Nationals. The following team members also placed individually at Nationals: Savanna Weber 4th, Jordyn Tutenhagen tied for 6th, Jenna Benson tied for 9th, and Kaylee Sherod 11th. Congratulations to HLWW FFA and the Knowledge Team.
Diers seconded; passed unanimously.
(Item VII, Subd. A) Diers motioned to approve the 2014-15 audit as presented; Heuer seconded; passed unanimously.
(Item VII, Subd. B) Heuer motioned to approve the property and casualty insurance with Continental Western with the $5,000 property deductible, increased property values to the 4% inflation guard, along with adding the Computer Fraud and Funds Transfer Fraud coverage as quoted, with no umbrella; Kocher seconded; passed unanimously.
(Item VII, Subd. C) Diers motioned to approve public use of the indoor track as recommended by school administration starting December 1st including the proposed fee structure; Heuer seconded; passed unanimously.
Diers motioned to approve the addition of a Facilities Supervisor position and hiring of Bobby Lade as the Facilities Supervisor starting November 16, 2015; Heuer seconded; passed unanimously.
Bravinder motioned to approve public use of fitness center concept with proposed fee structure as recommended by school administration starting January 4th; Diers seconded; those in favor: Heuer, Bravinder, Diers, Kocher and Wiech; opposed: Bush; passed by majority.
(Item VII, Subd. D) Heuer motioned to approve the World’s Best Work Force Summary; Kocher seconded; passed unanimously.
(Item VII, Subd. E) Heuer motioned to approve the treasurer’s report; Diers seconded; passed unanimously.
(Item VII, Subd. F) Donna Wilson, SMS Financial Consultant, reviewed the information on the 2015 pay 2016 proposed levy.
(Item VII, Subd. G) Heuer motioned to approve the teacher seniority list; Diers seconded; passed unanimously.
(Item VII, Subd. H) Diers motioned to approve the student overnight trip to Costa Rica, State FFA Convention, and FFA SDSU Little International Event; Heuer seconded; passed unanimously.
(Item VII, Subd. L) The Policy Committee recommends the first reading of the following policies: 602-Organization of School Calendar and day, 603-Curriculum Development, 604-Instructional Curriculum, 605-Alternative Programs, 608-Instructional Services-Special Ed, 609-Religion, 613-Graduation Requirements, 614-School District Testing Plan & Procedure, 615-Basic Standards Testing, Accommodations, Modification & Exemptions for IEP, Section 504, and LEP Students.
(Item VII, Subd. I) Heuer motioned to adopt the resolution establishing dates for filing affidavits of candidacy; Kocher seconded; those in favor: Kocher, Diers, Bravinder, Bush, Heuer, and Wiech; opposed: none; passed unanimously.
(Item VII, Subd. J) Diers motioned to opt out of the survey; Bravinder asked if we have done the survey before. Sellner responded yes every three years and when we get the results back it is a huge report. Mix responded we are doing site specific surveys and are using that information for site based goals. Bravinder asked if the middle school does any surveys. Sellner responded they have the Olweus Bullying prevention program. Heuer seconded; passed unanimously.
(Item VII, Subd. K) Superintendent Sellner discussed the following three potential positions to consider implementing after winter break: a custodian at the middle/high school, adding time to a current district special education teacher, and a fifth grade teacher. Sellner reported as you remember we reduced a two hour evening custodial position last year and repurposed it to the MAWSECO site-we are working with Hillyard analyzing staff and square footage, we have also had increased special education needs, and we currently have 96 fifth grade students split between three teachers.
Heuer motioned to precede with the fifth grade positions now; Diers seconded; passed unanimously.
