BOARD OF EDUCATION SPECIAL MEETING
Monday, April 25, 2016
HLWW HS Media Center
The April 25, 2016 Special School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:05 p.m.. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Heuer, Bush, Diers, and Kocher; absent: Bravinder. Also present were Superintendent Brad Sellner, Principals Jim Schimelpfenig, and Jennifer Olson, and Dean of Students/Testing Coordinator Kelli Westling, and Board Secretary Marilyn Greeley.
(Item IV) Wiech indicated there is an additional resignation from Troy Guentzel. Heuer motioned to approve the agenda with the addition; Diers seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item IV) Wiech reminded the board there is an additional resignation.
Heuer motioned to approve the consent agenda which included the following employment recommendations: Brooke Decker as a 5th Grade Teacher effective the 2016-17 school year; Brooke Decker as Head Volleyball Coach effective the fall of 2016; James Carr as Head Boys Basketball Coach effective the fall of 2016; and Ryan Tri as a High School Social Studies Teacher effective the 2016-17 school year; and the resignation of Troy Guentzel as a high school Physical Education and Health Teacher effective the end of the 2015-16 school year; Kocher seconded; passed unanimously.
(Item VII, Subd. A) Diers motioned to adopt the resolution to canvass the April 19, 2016 Special Election; Wiech read the resolution to canvass the school board election results; Heuer seconded; those in favor: Bush, Heuer, Kocher, Diers, and Wiech; opposed: none; absent: Bravinder; passed unanimously.
(Item VII, Subd. B) Heuer motioned to adopt the resolution authorizing issuance of certificates of election; Wiech read the resolution authorizing issuance of certificates of election; Kocher seconded; those in favor: Diers, Bush, Heuer, Kocher and Wiech; opposed: none; absent: Bravinder
(Item VII, Subd. C) Wiech read and administered the oath of office to newly elected school board member Lacy Detlefsen.
(Item VII, Subd. D) Superintendent Sellner indicated due to the action items already on the agenda the Buildings and Grounds Committee recommends approving the following items: the purchase of a lawn and snow removal machine for $13,500 from Midwest Machinery; and additional fencing from Century Fence for $17,480.
Diers motioned to approve the buildings and grounds items-Midwest Machinery’s quote for $13,500, and Century Fence’s quote for $17,480; Kocher seconded; passed unanimously.
(Item VII, Subd. E) Superintendent Sellner reviewed the information regarding the consideration of invitation for quotes and specifications for transportation.
Heuer motioned to approve the consideration of invitation for quotations & specifications for transportation: Diers seconded; passed unanimously.
Heuer motioned to adjourn at 6:22 p.m.; Kocher seconded; passed unanimously.

BOARD OF EDUCATION WORK SESSION MEETING

The April 25, 2016 School Board Work Session meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:22 p.m. by Chairperson Wiech. The pledge of allegiance was already done at the start of the special meeting. Roll was taken with the following members present: Wiech, Kocher, Heuer, Bush, Diers, and Detlefsen; absent: Bravinder. Also present were Superintendent Brad Sellner, Principals Jim Schimelpfenig, and Jennifer Olson, Dean of Students/Testing Coordinator Kelli Westling, and Board Secretary Marilyn Greeley.
(Item IV) Heuer motioned to approve the agenda; Diers seconded; passed unanimously.
(Item V, Subd. A) Dan Athman & Terri Collins, Co-chairs of the Ramp Up to Readiness Committee, and George Montgomery the senior class advisor, gave an update on the Ramp Up to Readiness program.
(Item V, Subd. B) Wiech reported Kelli Westling, Dean of Students/Testing Coordinator, is here to answer questions regarding MCA testing. Bush asked if there are many parents who opt out of MCA testing. Westling reported, up until this year there were none. Diers asked what MCA stands for. Westling responded, Minnesota Comprehensive Assessment. Bush said he is opposed to MCA testing. Westling indicated it is a tool for the district to use. Westling also reported we do not advertise parents can opt out, however if they call we do talk about it. Detlefsen indicated as a parent she enjoys seeing how her students are doing.
(Item V, Subd. C) Superintendent Sellner gave an update on the solar project and asked the board if there was anything else they wanted to know about the project. Bush indicated there isn’t a huge savings. Diers indicated there was a county wide moratorium on solar panels. Sellner said we will look into the moratorium and a potential agreement.
(Item V, Subd. D) The board discussed displaying trophies. The consensus of the board was to have Bush put together criteria regarding displaying trophies and send it to the board as a committee report to be reviewed.
(Item V, Subd. E) Sellner reported the board requested a compensation chart from MSBA and auditor requirements regarding meeting per diems. Heuer indicated everyone should be responsible for their own work. Bush recommended the board chair, be paid $100 and to raise the meeting per diems and require members to attend six appearances a year. The board members did not agree. The conclusion was to have members continue to use My Time to log their time, for those willing to use the computer; and paper documentation for those not using the computer system.

(Item VI, Subd. D) Wiech reminded Bush to have his information regarding trophies to the district office by the first of the month so it is able to be included within the committee reports section in the board packet for members to review.
