HLWW School District 2687 Board Minutes

BOARD OF EDUCATION REGULAR MEETING
Monday, September 12, 2016
HLWW HS Media Center
The September 12, 2016 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:01pm. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Diers, Bravinder and Detlefsen; absent: Bush. Also present were Superintendent Brad Sellner, and Board Secretary Marilyn Greeley.
(Item IV) Wiech indicated there is an addition to the agenda, we will change Item H to Approve Snow Removal Estimates, and move the other items to I and J.
Heuer motioned to approve the agenda with the addition and changes; Detlefsen seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Diers reported there is no name listed in policy 522-Student Sex Nondiscrimination, on who students should go to. Superintendent Sellner reported is has been the Title IX Coordinator, Terri Collins.
Diers motioned to approve the consent agenda which included the August 8, 2016 regular board meeting minutes, August 29, 2016 work session minutes, September bills, building project bills, September enrollment, the medical leave for Joe Kadlec as a van driver effective August 23, 2016; and the resignations of Tanya Remer as an Elementary Teacher at Winsted Elementary effective immediately; Amy Parks as a Food Service worker effective August 22, 2016; Brian Harju as a custodian effective August 24, 2016; Gail Uecker as a van driver effective August 15, 2016; Dulce Palomares as a middle school para and bus driver effective August 9, 2016, the following employment recommendations: Jessica Pavlenco as an Elementary Teacher at Winsted Elementary effective the 2016-17 school year-replacing Tanya Remer; Clare Bjork as SAC Assistant and additional hours as needed effective August 31, 2016 replacing Amanda Scheer; and Lori Murphy change in position to the two hour food service assistant replacing Amy Parks effective 2016-17 school year; and Kayla Maher as a 7 & 8th grade Volleyball Coach, communications: Board & Administrator for School Board and two articles from Charlie Bush, the second reading of the following policies: 410-Family & Medical Leave; 413-Harassment & Violence; 414-Mandated Reporting of Child Neglect or Physical or Sexual Abuse; 415-Mandated Reporting of Maltreatment of Vulnerable Adults; 506-Student Discipline; 514-Bullying Prohibition; 522- Student Sex Nondiscrimination; 524-Internet Acceptable Use & Safety; 616-School District System Accountability; and 806-Crisis Management, and the following recognitions:
The School Board recognizes HLWW students recently crowned in local city celebrations: Emma Stender and Hannah Scherping as ambassadors during the Winsted Summer Festival coronation. Congratulations to both of you, and good luck in the future.
The School Board recognizes the Winsted Lions Club for donating $300 to the Trap Shooting Team. Thank you for your donation and continued support of the school district.
Bravinder seconded; passed unanimously.
(Item VII, Subd. A) Superintendent Sellner provided an update of the status of negotiations and mediation with SEIU, which is representing the School District’s transportation employees.
(Item VII, Subd. B) Greg Baufield, of Northland Securities, gave a presentation about middle school bond refinancing.
(Item VII, Subd. C) Donna Wilson, SMS Financial Consultant, reviewed the treasurer’s report. Superintendent indicated we do not need approval of the treasurers report since there is nothing new to report.
(Item VII, Subd. D) Donna Wilson, SMS Consultant, recommended certifying the maximum at this time, as we have typically done in the past. Superintendent Sellner asked to levy the maximum at this time which allows the district flexibility, and we will finalize the amount in December.
Detlefsen motioned to approve the maximum certification of the proposed 2016 payable 2017 Property Levy; Heuer seconded; passed unanimously.
(Item VII, Subd. E) Diers motioned to approve the Community Education Director, ECFE Coordinator, Preschool Teachers, and SAC Staff contracts; Bravinder seconded; passed unanimously.
(Item VII, Subd. F) Heuer motioned to approve the additional special ed para position at Humphrey Elementary; Bravinder seconded; passed unanimously.
(Item VII, Subd. G) The consensus of the school board was to keep the building reps the same and update it at the January organizational meeting.
(Item VII, Subd. H) Superintendent Sellner and the Budget Committee reviewed the snow removal estimates and recommended the following: 4.O Services for the High School and Humphrey Elementary sites, Jon’s Lawn Care & Snow Removal for the MAWSECO site, and Winsted Elementary we are still working on clarification with a couple of the vendors.
Heuer motioned to approve 4.O Services for the High School and Humphrey Elementary sites, Jon’s Lawn Care & Snow Removal for the MAWSECO site, and allow the Superintendent to decide which vendor best meets the needs for the Winsted Elementary site; Detlefsen seconded; passed unanimously.
(Item VII, Subd. I) Wiech asked for approval of the superintendent goals, which were presented at the last meeting.
Diers motioned to approve the Superintendent goals; Heuer seconded; passed unanimously.
(Item VII, Subd. J) Detlefsen motioned to approve the following items for the September Work Session;
• Present Assessment/Testing 2016 results and updates Worlds Best Work Force Plan
• FFA Parliamentary Procedure presentation
• Review and discuss the Northland Security Proposal
• Bravinder requested more information on the Ramp Up to Readiness program at the high school.
Bravinder seconded; passed unanimously.
(Item VIII, Subd. A) Superintendent Sellner gave a report.
(Item VIII, Subd. B) Wiech indicated the School Board Committee Reports are attached for you to review.
