Board of Education Regular Meeting

The October 10, 2016 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 p.m.. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principal Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Heuer motioned to approve the agenda; Diers seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Wiech asked if anyone had any questions about the consent agenda. Bush asked why there are so many resignations under item D. Sellner cited the reasons for most were they are going to drive for 4.O.
Heuer motioned to approve the consent agenda which included the September 12, 2016 Regular Board Meeting minutes, September 26, 2016 Work Session Meeting minutes, October bills, building project bills, enrollment, childcare leave for Regina Magedanz as a middle school special ed teacher effective approximately December 5, 2016 thru February 20, 2017; FMLA leave from Melanie Lawrence from September 9, 2016-October 24, 2016; and the following resignations: Marcus Halverson as Asst. Wrestling Coach effective immediately; Greg Lammers as a Bus Driver effective September 30, 2016; Loren Butterfass as a Bus Driver effective October 10, 2016; Stephanie Brown as a Van Driver effective the start of the 2016-17 school year; and the following drivers effective October 14, 2016-Kari Berg, Jacqueline Kitts, David Kelly, Alan Montgomery, GraceMary Westling, Jeanne Boeson, Dale Burau, Ado Poel, Mary Edmonson, Tim Edmonson, Rachelle Mackedanz, Richard Sonstegard, Dan Athman, Jami Berg, and Valerie Watts, the following employment recommendations: Martin Neswick as an evening custodian effective September 19, 2016 replacing Bryan Harju; Ariel Kocher as a Para at Humphrey Elementary effective September 26, 2016 (new position approved at the September 12, 2016 meeting); K’iah Smith as a Middle School Para effective October 3, 2016 replacing Dulce Palomares; and Ben Anderson as the Asst. Wrestling Coach effective the Winter of 2016; and the following lane changes: James Carr from BA20 to BA30; Tony Kley from BA30 to MA; Carol Meyerson from BA20 to BA30; Wade Moravec from MA10 to MA20; Ashley Roemer from BA20 to BA30; Regina Magedanz from BA30 to MA; Amy Ohlemacher-Lonetti from BA30 to MA; and Alexandra Thrasher from BA10 to BA20, approval of the winter coaching staff, the following communications: Resource Training & Solutions Communicator, Teaching Today-Back to School 2016, and the following recognitions:
The School Board recognizes the following support staff honored recently at the 6th annual Educational Support Staff recognition event: Amy Carlson, Dan Boeson, Mary Nelson, and Jeanne Boeson. This event sponsored by Resource Training and Solutions, honors educational support staff who are an integral part of our school district. We congratulate you on this accomplishment, and thank you for your commitment to students of this district.
The School Board recognizes the following students who were crowned the 2016-17 homecoming royalty. Prince: Matt Montgomery, Princess: Ivy Feisenmeier, King: Sam Gatz, and Queen: Hannah Paulson. Congratulations to everyone.
The School Board recognizes the River of Life Church for their donation of recess and flexible seating donations at Winsted and Humphrey Elementary. Thank you for your generosity and support of the school district.
The School Board recognizes the Howard Lake Presbyterian Church for their efforts to start students out prepped and prepared with their donation of school supplies to the elementary buildings. Thank you for your generosity and support of the school district.
The School Board recognizes Board Member Charlie Bush for taking time out of his day to volunteer in the kitchen at Humphrey Elementary to assist in serving while we were short staffed. Thank you for your time and support of the school district.
The School Board recognizes Gracie Mallak on setting a new school record in the Cross Country meet at Mora with a time of 19:41. Congratulations and keep up the good work.
The School Board recognizes Camden Schank on her 1,000 kill at the Volleyball game against Belgrade-Brooten-Elrosa School District. Congratulations and keep up the good work.
Diers seconded; Lasiuk abstained; passed by majority.
(Item VII, Subd. A) Heuer motioned to approve the property and casualty insurance with Continental Western with the $5,000 property deductible and no umbrella; Lasiuk seconded; passed unanimously.
(Item VII, Subd. B) Gary Olson, from Ehlers, reviewed bond refinancing information. Diers asked what your recommendation is. Olson said Ehlers recommends waiting. Sellner asked for direction from the board between now and the work session. Heuer indicated it is too early and recommends waiting.
Sellner asked Wiech if we can go back it item V-due to Jan Kittok, a state senate candidate running for office.
(Item V) Jan Kittok introduced herself as a candidate running for a state senate office and reviewed her background.
(Item VII, Subd. C) Detlefsen motioned to approve the treasurer’s report; Heuer seconded; passed unanimously.
(Item VII, Subd. D) Superintendent Sellner and Elementary Principal Jennifer Olson reviewed the space needs at Humphrey Elementary for 2017. The consensus of the board was to gather information about portables and construction at Humphrey Elementary.
(Item VII, Subd. E) Detlefsen motioned to approve the Custodial contract for 2016-18; Lasiuk seconded; passed unanimously.
(Item VII, Subd. F) Superintendent Sellner indicated the teacher seniority list is under review and will be brought to the November meeting for approval.
(Item VII, Subd. G) Diers motioned to approve the student overnight trips to Deep Portage, and the National FFA Convention; Bravinder seconded; passed unanimously.
(Item VII, Subd. H) The Policy Committee recommends the first reading of the following policies: 101-Legal Status of School Dist.; 101.1-Name of School District; 102-Equal Educational Opportunity; 103-Complaints-Students, Employees, Parents, Other Person; 104-School District Mission Statement; 207-Public Hearings; 208- Development, Adoption, and Implementation of Policies; 212-School Board Member Development; 214-Out-of-State Travel by School Board Members; 306-Administrator Code of Ethics; 612.1-Development of Parental Involvement Policies for Title I Programs; and 620-Credit for Learning.
(Item VII, Subd. I) Bravinder motioned to approve the following items for the October Work Session:
• Discuss early entrance outline for kindergarten
• Discuss full time, part time, hourly and salaried employees
• Discuss Food Service staffing hours
Detlefsen seconded; Heuer opposed; passed by majority.
(Item VIII, Subd. A) Superintendent Sellner gave a report.
Superintendent Sellner presented Paul Bravinder with a Leadership Development certificate on behalf of the Minnesota School Board Association.
(Item VIII, Subd. B) Wiech indicated the Board Committee reports are attached.
