The November 14, 2016 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:01 p.m. by Vice Chairperson Bravinder. After the pledge of allegiance, roll was taken with the following members present: Bravinder, Lasiuk, Heuer, Bush, Diers, and Detlefsen; absent: Wiech. Also present were Superintendent Brad Sellner, Principal Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Heuer motioned to approve the agenda; Diers seconded; passed unanimously.
(Item V) Char Hillmyer stated if Mr. Boeson isn’t employed by the district; why does he still have a key? Superintendent Sellner responded he has not had a chance to meet with him yet to get it back.
Bush asked Hillmyer if the drivers have had a meeting with 4.O. Hillmyer responded we have not had any meeting with them yet. Sellner reported we should not be discussing this at a public meeting. Bush continued to ask Hillmyer questions. Diers said Bush was out of order. Bravinder indicated this is not a topic to discuss at a public meeting.
(Item VI) Diers asked what the definition of gender for policy 102. Sellner said he has the definition and would get it before the end of the meeting.
Diers motioned to approve the consent agenda which included the October 10, 2016 regular board meeting minutes, October 24, 2016 work session meeting minutes, November bills, Building Project bills, enrollment, a medical leave from Jody Duske, High School Para, effective November 2, 2016 for six weeks; and the resignations of Barb Fasching as an ECFE Para effective September 12, 2016; and Julie Stifter as the MARSS Coordinator effective June 30, 2017, communications: Elementary Laker News, Teaching Today Fall 2016 Volume 1, articles from Mr. Bush, the second reading and approval of the following policies: 101-Legal Status of School Dist.; 101.1-Name of School District; 102-Equal Educational Opportunity; 103-Complaints-Students, Employees, Parents, Other Person; 104-School District Mission Statement; 207-Public Hearings; 208- Development, Adoption, and Implementation of Policies; 212-School Board Member Development; 214-Out-of-State Travel by School Board Members; 306-Administrator Code of Ethics; 612.1-Development of Parental Involvement Policies for Title I Programs; and 620-Credit for Learning, and the following recognitions:
The School Board recognizes 4.O School Services for their donation of $150 in support of American Education Week November 14-18, 2016. Thank you for your donation and support of the school district.
The School Board recognizes Diane Odenbrett for donating a Kimball Swinger 300 electric organ to the music department. Thank you for your donation.
The School Board recognizes Lissa Gatz for her donation of $1575 to the sports and fine arts programs of the district. Thank you Lissa for your donation and support of the district.
The School Board recognizes the Girls Cross Country team, Erin Brabec, Gwen Helgeson, Amber Lamphere, Gracie Mallak, Danielle Wood, Brooke Baumann, and Katelyn Routhier, for placing second at the section meet and advancing to the State meet November 5, 2016. The team placed sixth at the state meet. Congratulations to everyone on a great season!
The School Board recognizes Noah Bundrock for placing fourth at the section meet and advancing to the State meet November 5, 2016. Noah placed 53rd out of 176 runners. Congratulations Noah on a great season!
The School Board recognizes the teachers honored recently at the 25th annual Leadership in Educational Excellence (LEEA) banquet: James Carr, Laura Heuer, and Stefanie Thorsen. This annual event sponsored by Resource Training and Solutions, honors educators for their dedication to teaching and inspiring students. We congratulate you on this accomplishment, and thank you for your commitment to students of this district.
The School Board recognizes HLWW FFA students who competed at the National FFA Convention the end of October. The Floriculture team placed second in the nation, and several HLWW teams placed at the competition as well. Congratulations to everyone who competed at the National Convention representing HLWW Schools.
The School Board recognizes HLWW Cross Country Coach Wade Moravec on being named Section Head Coach of the year and Ashley Roemer Assistant Coach of the year! Congratulations!
Detlefsen seconded; passed unanimously.
(Item VII, Subd A) Nancy Schulzetenberg, KDV Audit Manager, presented the 2015-16 audit.
Heuer motioned to approve the 2015-16 audit as presented; Detlefsen seconded; passed unanimously.
(Item VII, Subd B) Heuer motioned to approve the treasurer’s report; Diers seconded; passed unanimously.
(Item VII, Subd C) Heuer motioned to adopt the resolution to canvass the November 8, 2016 election; Detlefsen seconded; those in favor: Bush, Heuer, Lasiuk, Detlefsen, Diers and Bravinder; absent: Wiech; opposed: none; passed unanimously.
(Item VII, Subd D) Diers motioned to adopt the resolution authorizing issuance of certificates of election; Lasiuk seconded; those in favor: Diers, Detlefsen, Lasiuk, Heuer, Bush and Bravinder; absent: Wiech; opposed: none; passed unanimously.
(Item VII, Subd E) Heuer motioned to designate Brad Sellner, Superintendent, or Julie Stifter, MARSS Coordinator, as the Identified Officials with Authority to authorize user access to MDE secure websites for ISD#2687; Diers seconded; passed unanimously.
(Item VII, Subd F) Detlefsen motioned to approve the teacher seniority list; Diers seconded; passed unanimously.
(Item VII, Subd G) Superintendent Sellner reviewed the request for additional staff needs for the district office, and indicated it will be on the December agenda for approval.
(Item VII, Subd H) Superintendent Sellner gave an update on the outdoor track.
(Item VII, Subd I) Jennifer Olson, Elementary Principal, and Superintendent Sellner reviewed the space needs at Humphrey Elementary. The board discussed permanent space and temporary space considerations.
(Item VII, Subd J) Jennifer Olson, Elementary Principal, and Superintendent Sellner reviewed the information regarding an additional classroom and third grade teacher.
Heuer motioned to approve a third grade teaching position at Humphrey Elementary; Detlefsen seconded; passed unanimously.
(Item VII, Subd K) The Policy Committee recommends the first reading of the following policies: 201-Legal Status of School Board; 202-School Board Officers; 203-Operation of the School Board-Governing Rules; 203.1-School Board Procedures; Rules of Order; 203.5-School Board Meeting Agenda; 203.6-Consent Agendas.
(Item VII Subd. L) Superintendent Sellner indicated there were no work session agenda items. Bush indicated there was one from the last meeting, salaried positions. Sellner indicated you have the information regarding those positions that are salaried and those that are not. Bush also asked about resignations, and that we should have an exit interview with those leaving. Sellner said he has implemented the exit interview per your request. Bush also indicated he has some concerns about a couple of positions that should be full time that aren’t. Sellner indicated we only have a few positions that are part time; our drivers, food services workers, and paras. Sellner reported our drivers only drive a few hours, we have our Special Education Coordinator, Linda Wharram, analyzing the para schedules and I know you’ve met with Michelle Johnson, Food Service Director, regarding her staff. Bush said his point was some positions are important how can we say they are only so many hours. Heuer said I don’t think we should pay people for time they aren’t working.
Heuer indicated to delay the work session until January. The consensus of the board was not to hold a work session in November or December.
(Item VIII, Subd. A) Superintendent reported:
• I have a meeting with the City of Howard Lake to discuss the old middle school property.
• All board members are invited to attend the legislative forum on December 7th at 6:30 p.m. at Discovery Elementary in Buffalo.
• We have scheduled a meet and confer meeting for December 5th at 4 p.m. with the teachers union.
• The safe routes to school planning committee received a mini grant to do planning.
• We were approved for the counseling grant, and Vawn Krzmarzick will be our new elementary counselor.
Diers asked why the empty lot in town in Howard has not been mowed. Sellner indicated the district no longer owns that property; we gave it back to the State.
Diers indicated that Wright Tech Center has received recognition for their CEO Class and Apprenticeship Courses.
(Item VIII, Subd. B) Bravinder indicated the School Board Committee reports are attached.
