BOARD OF EDUCATIONREGULAR MEETING
Monday, February 13, 2017

The February 13, 2017 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:00 pm. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder, Diers and Detlefsen. Also present were Superintendent Brad Sellner and Board Secretary Marilyn Greeley.
(Item IV) Wiech reported the Buildings and Grounds Committee recommends removing item B under new business and put it on the February Work Session agenda.
Diers motioned to approve the agenda with the change; Heuer seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Wiech reported there will be a possibility of audio recording by Starrla from the paper if she has to leave the meeting. Bush asked to add to the work session items to discuss what we do for memorials and donations.
Diers motioned to approve the consent agenda which included the January 9, 2017 Organizational/Regular Board meeting minutes, January 23, 2017 Work Session meeting minutes, February Bills, construction bills, Student activity account update, enrollment, the employment recommendation of Kathleen Messer as the middle school secretary replacing Laurie Nelson effective February 13, 2017, the second reading and approval of the following policies: 301-School District Administration; 302-Superintendent; 303-Superintendent Selection; 304-Superintendent Contract, Duties & Evaluation; 307-Organizational Chart; 601-Home Schooling, communications: Elementary Laker News, Teaching Today-Winter 2017 Volume 2, Resource Training & Solutions Communicator, Thank You cards from Hillmyer, Day, Ebeling and Stallmo families, and the following recognitions:
The School Board recognizes the Howard Lake Sportsman’s Club for donating $750 to the Clay Target program. Thank you for your donation and continued support of the school district.
The School Board recognizes the Howard Lake Sportsman’s Club for donating $300 for Deep Portage scholarships. Thank you for your donation and continued support of the school district.
The School Board recognizes Sandy and Bob Williams for donating $240 for Deep Portage scholarships. Thank you for your donation and continued support of the school district.
Detlefsen seconded; passed unanimously.
(Item VII, Subd. A) Andrea Uhl, Financial Specialist from Ehlers, reviewed the information regarding the sale of bonds and recommends approval of United Bankers Bank be awarded the bid.
Heuer motioned to approve the resolution for the sale of bonds; Diers seconded; those in favor: Detlefsen, Diers, Bravinder, Heuer, Lasiuk, and Wiech; opposed: Bush; passed by majority.
(Item VII, Subd. B) Item was removed and moved to the February work session.
(Item VII, Subd. C) Superintendent Sellner reviewed the information about the consideration of the resolution eliminating transportation service positions.
Bravinder motioned to approve the Resolution Eliminating Transportation Service Positions; Heuer seconded; those in favor: Lasiuk, Heuer, Bravinder, Diers, Detlefsen and Wiech; opposed: Bush; passed by majority.
(Item VII, Subd. D) Detlefsen motioned to approve the treasurer’s report; Diers seconded; passed unanimously.
(Item VII, Subd. E) Heuer motioned to approve the agreement waiving continuing contract rights and approving an independent contractor agreement with Rhonda Houston effective February 17, 2017; Lasiuk seconded; passed unanimously.
(Item VII, Subd. F) Bravinder motioned to approve the principal’s recommendation for the 2018-19 school calendar; Heuer seconded; passed unanimously.
(Item VII, Subd. G) Wiech reviewed the committee assignments. Bush requested the committee assignments be discussed at the work session so each member can tell others why they want to be on a certain committee. Heuer indicated that is why we complete an application. Bush requested to be removed from the athletics committee due to a conflict of interest. Sellner reported the application process came about due to the number of committees that we used to have and not a lot of people selecting a committee. Sellner said he can put it on the work session if you want him to. Lasiuk said she didn’t want to change the process if it is working; asking if someone has an issue with an item on the agenda they should be contacting the superintendent or principal prior to the board meeting to ask questions.

Heuer motioned to approve the school board committee assignments as amended; Lasiuk second; those in favor: Lasiuk, Heuer, Bravinder, Diers, Detlefsen and Wiech; Bush abstained; passed by majority.
(Item VII, Subd. H) Heuer requested to add a space to indicate if it is a district expense or student expense to the field trip form.
Heuer motioned to approve the student overnight trip for FFA-State and National Conventions for 2017 and the Band and Choir Field Trip to San Antonio Texas march 22-27; Diers seconded; passed unanimously.
(Item VII, Subd. I) The Policy Committee recommends the first reading of the policy 206-Public Participation in School Board Meetings; 305-Policy Implementation; 403-Discipline, Suspension, and Dismissal of School District Employees; 404-Employment Background Checks; 405-Veteran’s Preference; 408-Subpoena of a School District Employee.
(Item VII, Subd. J) Wiech reviewed the following items for the February work session:
• Present Handbook changes (Elementary, Middle & High School)
• Approval of 4.O School Services contract for transportation services.
• High Student Student Council Visit
• Discuss donations
• FFA Parliamentary procedures
• Discuss ticket prices for parents at events
• Discuss Class Sizes
Bush motioned to approve the items for the February Work Session; Diers seconded; passed unanimously.
