BOARD OF EDUCATION WORK SESSION MEETING
Monday, February 27, 2017
HLWW HS Media Center
The February 27, 2017 School Board Work Session meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 pm. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principals Jason Mix, and Jennifer Olson; Principal Jim Schimelpfenig arrived at 6:53 pm, and Board Secretary Marilyn Greeley.
(Item IV) Diers motioned to approve the agenda: Detlefsen seconded; passed unanimously.
(Item V, Subd. A) Jim Weninger, FFA Advisor, and students gave a presentation on parliamentary procedures. The FFA members demonstrated parliamentary procedures.
(Item V, Subd. B) Superintendent Sellner reviewed information regarding subcontracting transportation services.
Detlefsen motioned to approve subcontracting transportation services with 4.0 School Services; Diers seconded; those in favor: Detlefsen, Diers, Bravinder, Lasiuk, Heuer and Wiech; opposed: Bush; passed by majority.
(Item V, Subd. C) Superintendent Sellner reviewed the proposals from ICS Consulting Services and Wendell Architects to oversee the track replacement. The board members discussed both proposals from the consulting firms.
Heuer motioned to approve Wendell as the vendor to oversee the track replacement; Bravinder seconded; those in favor: Detlefsen, Diers, Bravinder, Lasiuk, Heuer and Wiech; opposed: Bush; passed by majority.
(Item V, Subd. D) Principal Mix gave a presentation on our application of an Innovation Pilot Zone grant.
Heuer motioned to approve the application on the Innovation Zone Grant; Lasiuk seconded; passed unanimously.
(Item V, Subd. E) Heuer motioned to approve the student overnight trip for FFA-Little I Competition at SDSU Campus in Brookings SD March 30-31, 2017; Bravinder seconded; passed unanimously.
(Item V, Subd. F) Heuer motioned to approve the Letter of Support for Safe Routes to Schools Grant; Detlefsen seconded; passed unanimously.
(Item V, Subd. G) Superintendent Sellner reviewed the proposed request for additional documentation for student registrations which would be implemented at the start of next school year.
Heuer motioned to approve the additional documentation for student registration on proof of residence; Diers seconded; passed unanimously.
(Item V, Subd. H) Principals Mix and Schimelpfenig reported the high school and middle school only had date and name changes at this time. Principal Olson reported there were only minor changes to attendance and the addition of the snack cart for the elementary.
(Item V, Subd. I) Superintendent Sellner reported the teacher group asked the board to re-consider of the 2018-19 School Calendar and put the teacher comp day before the winter break. The board will consider the requested.
(Item V, Subd. J) Wiech indicated Bush wanted to discuss activity and event gate fees. Bush indicated he would like to see the removal of gate fees and a reduction to activity fees, and asked the board to think about it.
(Item V, Subd. K) Wiech indicated Bush wanted to discuss class sizes. Bush indicated the elementary class sizes look good however there are many high school and middle school teachers teaching a sixth class. Heuer indicated the middle school teachers that are teaching a sixth class is high. Principal Mix indicated there are only three teachers at the high school currently teaching a sixth class. Principal Schimelpfenig indicated this sixth class issue will follow the large fifth grade class that is going through.
(Item V, Subd. L) Wiech indicated Bush wanted to discuss donations. Sellner indicated there is a list of the donations from last year. Bush asked who decides where the donations go if there is no designation. Sellner indicated the administration decides where it goes.

• Portable planning, they will be starting in May
(Item VI, Subd. A) Principal Schimelpfenig gave a report.
