BOARD OF EDUCATION REGULAR MEETING
MONDAY, MARCH 13, 2017
HLWW HS MEDIA CENTER
The March 13, 2017 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:00 p.m. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder, Diers and Detlefsen. Also present were Superintendent Brad Sellner, and Board Secretary Marilyn Greeley.
(Item IV) Wiech requested to remove the closed meeting. Diers requested discussion about policies. Wiech indicated the policy discussion with be item J under new business.
Heuer motioned to approve the agenda as amended; Detlefsen seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Wiech indicated there is an additional resignation at your table for the consent agenda from Terri Collins, school counselor, effective the end of the 2016-17 school year. Diers also requested to amend the February 13, 2017 meeting minutes to reflect the committee assignments.
Diers motioned to approve the consent agenda which included the amended February 13, 2017 Regular Board Meeting minutes, February 27, 2017 Work Session minutes, March bills, Building Project bills, enrollment, the parental leave for Emma Arvidson-Elementary Para from approx. May 5, 2017 thru the end of the 2016-17 school year; and the retirement of Robin Day as a Humphrey Elementary Teacher effective at the end of the 2016-17 school year, resignation/retirement of Terri Collins, School Counselor, effective the end of the 2016-17 school year, the second reading and approval of the following policies: 206-Public Participation in School Board Meetings; 305-Policy Implementation; 403-Discipline, Suspension, and Dismissal of School District Employees; 404-Employment Background Checks; 405-Veteran’s Preference; 408-Subpoena of a School District Employee, Elementary Laker News, MSBA Training, Teaching Today-Winter 2017 Volume 3, and the following recognition:
The School Board recognizes Elijah Riemer for making it to the State Wrestling tournament. Congratulations Elijah on a great season.
Bravinder seconded; passed unanimously.
(Item VII, Subd. A) Heuer motioned to approve the treasurer’s report; Diers seconded; passed unanimously.
(Item VII, Subd. B) Heuer motioned to approve the revised 2016-17 budget; Diers seconded; passed unanimously.
(Item VII, Subd. C) Detlefsen motioned to approve the handbook changes which were presented at the February 27, 2017 Work Session meeting; Diers seconded; passed unanimously.
(Item VII, Subd. D) Heuer reported the Budget Committee recommends approving Jon’s Lawn Care for mowing and fertilizing and weed control of the MAWSECO site; Leisure Time Mowing for mowing at the High School/Middle School site, Humphrey and Winsted Elementary sites; and Andy’s Lawn for fertilizing and weed control of the High School/Middle School site, Humphrey and Winsted Elementary sites for the 2017 season. Heuer also suggested Superintendent Sellner review the proposal with Leisure Time Mowing and if they are not interested in all of the areas that those areas be awarded to Andy’s Lawn.
Diers motioned to approve the lawn care and landscape maintenance service estimates for the 2017 season as recommended; Detlefsen seconded; passed unanimously.
(Item VII, Subd. E) Heuer motioned to approve the resolution Relating to Termination and Nonrenewal of .6 FTE ELL Probationary Teaching Contract for Anna Granum; Diers seconded; those in favor: Lasiuk, Heuer, Bush, Bravinder, Diers, Detlefsen and Wiech; those opposed: none; passed unanimously.
Heuer motioned to approve the resolution Relating to Termination and Nonrenewal of 1FTE ECSE Probationary Teaching Contract for Cara Cline; Diers seconded; those in favor: Detlefsen, Diers, Bravinder, Bush, Heuer, Lasiuk and Wiech; those opposed: none; passed unanimously.
(Item VII, Subd. F) Superintendent Sellner reviewed information about a potential MOU between HLWW Community Ed and City of Howard Lake for a summer recreation program. Howard Lake City Administrator Nick Haggenmiller also reviewed the information regarding the potential for the collaboration of a summer recreation program.
(Item VII, Subd. G) Superintendent Sellner reviewed the information about meal per diems and indicated we will be reviewing information and bring a recommendation back for approval.
(Item VII, Subd. H) The Policy Committee recommends the first reading of the policy 409-Employee Publications, Instructional Materials, Inventions, and Creations; 412-Expense Reimbursement; 416-Drug and Alcohol Testing; 503-Student Attendance; 508-Extended School Year for Certain Students with Individualized Education Programs; 511-Student Fundraising.
(Item VII, Subd. I) Wiech asked if there are any agenda items for the March work session. Superintendent Sellner reported the following items for the March work session:
• Approval of what we want bid for the track project.
• Approval of potential retirements due to the March 30th deadline of the memorandum
Diers motioned to approve the items for the March Work Session; Bravinder seconded; passed unanimously.
(Item VII, Subd. J) Diers asked if the policies that are typically over 100 pages can be put separately from the agenda. Wiech and Heuer asked if they can be placed on Boardbook so they are still in one place. Sellner said we will check into it.
(Item VIII, Subd. A) Wiech reported the school board committee reports are attached.

(Item XI) The closed meeting was removed.
Superintendent Sellner reported that he and Diers attended a SEE meeting this morning where members discussed calling State representatives to urge them to support the equalization bill that is being proposed. Sellner also indicated there is another bill being proposed that schools with smaller enrollment would qualify for additional state aid.
Detlefsen motioned to adjourn at 7:00 p.m.; Bravinder seconded; passed unanimously.
