BOARD OF EDUCATION REGULAR MEETING
Monday, November 13, 2017
HLWW HS Media Center
The November 13, 2017 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 pm. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principals Jason Mix and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Diers motioned to approve the agenda; Heuer seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Heuer motioned to approve the consent agenda which included the October 9, 2017 Regular Board meeting minutes, October 23, 2017 Work Session meeting minutes, November bills, Building Project bills, October enrollment, the FMLA leave request of Dan Athman from March 19, 2018 through April 20, 2018; FMLA leave request of Kelsi Hogg from approximately February 5, 2018 through May 8, 2018; FMLA leave request for Geraldine Dressel from November 1, 2017 thru January 31, 2018; and FMLA leave request of Heather Struthers from approximately April 2, 2018 through the end of the 2017-18 school year, the following employment recommendations: Leroy (Lee) Bren as a night custodian at the high school/middle school facility effective November 6, 2017 replacing Mike Hincher; and Raquel Powell as a Para at Winsted Elementary effective October 23, 2017 replacing Jan Comstock, the second reading of the following policies: 707-Transportation of Public School Students; 708-Transportation, of Nonpublic School Students; 711-Videotaping on School Buses; 413-Harassment & Violence; and 522-Student Sex Nondiscrimination, the Elementary Laker News, and the following recognitions:
The School Board recognizes the Benevity Community Impact Fund for donating $500 to KLaker. Thank you for your donation.
The School Board recognizes Brennan Barth, HLWW Senior Football quarterback. Brennan rushed for 146 yards and 3 TD’s to lead the Lakers to a playoff win vs Concordia Academy! Great job Brennan!
The School Board recognizes our Cross Country Runners for their efforts at the State CC Meet. Noah Bundrock finished 30th with a time of 16:53! Gracie Mallak finished 26th and Gwen Helgeson finished 52nd! Great job runners!
The School Board recognizes all our FFA members who attended the National FFA Convention from October 23-27. Here are the results for the competitors: FFA General Knowledge Team: Placed 2nd, Individual results: Cody Dickhausen-5th, Anthony Lueck-6th, Rebecca Uecker-7th tied Macenzie Ramola, Nursery Landscape Team: Placed 6th and received a Gold rating, Individual results: Kylee Sherod-12th, Savanna Weber-13th, Jenna Benson-Gold, Elizabeth Krienke-Gold, Ag Issues Forum Team: received a Bronze rating, team members included: Keith Lent, Liz Ahrens, Bailly Mucciaccairo, Brook Lorenson and Nicole Baumann.
Diers seconded; passed unanimously.
(Item VII, Subd. A) Detlefsen motioned to approve the 2016-17 audit as presented; Diers seconded; passed unanimously.
FFA students gave a brief review of the FFA National Convention and thanked the school board for their support.
(Item VII, Subd. B) Heuer motioned to approve the property and casualty insurance with Continental Western with the $5,000 property deductible; Bravinder seconded; passed unanimously.
(Item VII, Subd. C) Detlefsen motioned to approve expanding the fitness center hours; Bravinder clarified that it would be a tiered membership system as presented; Heuer seconded; passed unanimously.
(Item VII, Subd. D) Heuer motioned to approve the World’s Best Workforce plan; Diers seconded; passed unanimously.
(Item VII, Subd. E) Bravinder motioned to approve the treasurer’s report; Diers seconded; passed unanimously.
(Item VII, Subd. F) Heuer motioned to approve the high school parking lot and exterior lighting project with vendor B using LED lighting up to $46,000; Diers seconded; passed unanimously.
(Item VII, Subd. G) Sellner recommended discussing the positon with the union, find out how much regular middle school participation there is and find out the costs associated with the request. The consensus of the board was to wait until we are able to get more information and discuss it with the teacher union.

(Item VII, Subd. I) Diers motioned to approve additional special education para staff; Bravinder seconded; passed unanimously.
(Item VII, Subd. J) Heuer motioned to approve the teacher seniority list; Diers seconded; passed unanimously.
(Item VII, Subd. K) The Policy Committee recommended the first reading of the following policies: 401 Equal Employment Opportunity, 402 Disability Nondiscrimination Policy, 406 Public and Private Personnel Data, 407-Employee Right to Know–Exposure Hazardous Substances, 427 Workload Limits for Certain Special Education Teachers.
(Item VII, Subd. L) Wiech asked if there were any work session agenda items.
Bush requested to discuss offering more curriculum electives such as cursive writing; and he would also like to discuss student time such as early practices and how much homework they have. Sellner asked Bush if he has discussed his concerns about early practices with the coach or the Activities Director, and if he has talked to the teacher or principal about homework and curriculum electives. Sellner indicated if we are going to discuss these topics we need to have the staff involved and that there are several things to research before this can be discussed at the board level.
Wiech asked if the board members would like to have a work session. Bravinder suggested we schedule it and if there isn’t anything available to discuss that we cancel it.
