BOARD OF EDUCATION REGULAR/ORGANIZATIONAL MEETING
Monday, January 8, 2018
HLWW HS Media Center
The January 8, 2018 Regular/Organizational School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:01 p.m. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder, Diers and Detlefsen. Also present were Superintendent Brad Sellner and Board Secretary Marilyn Greeley.
(Item IV) Wiech proceeded with the Organizational meeting.
(Item IV, Subd A-1) Heuer motioned to nominate Wiech as chairperson; Bravinder seconded; passed unanimously.
(Item IV, Subd A-2) Heuer motioned to nominate Bravinder as vice chairperson; Detlefsen seconded; passed unanimously.
(Item IV, Subd A-3) Bravinder motioned to nominate Heuer as clerk; Lasiuk seconded; passed unanimously.
(Item IV, Subd A-4) Heuer motioned to nominate Lasiuk as treasurer; Detlefsen seconded; passed unanimously.
(Item IV, Subd B) Superintendent Sellner reported there was discussion last year that board member officers receive a stipend. We could research to see what other districts are doing for board member officers.
Heuer indicated she is comfortable to leave the meeting per diems as is. The consensus of the board was not to research other district meeting per diems.
Heuer motioned to leave the per diems the same as they were in 2017 for 2018 at $65 and $25; Diers seconded; passed unanimously.
(Item IV, Subd C-1) Heuer motioned to approve the Herald Journal as the official newspaper; Detlefsen seconded; passed unanimously.
(Item IV, Subd C-2) Heuer motioned to approve US Bank, Citizens Alliance Bank of Howard Lake, Minnesota Liquid Asset Fund and PMA as the official depositories; Bravinder seconded; passed unanimously.
(Item IV, Subd D) Heuer motioned to approve Knutson, Flynn, Hetland, & Deans, and Ratwik, Roszak & Maloney, P.A. as legal counsel; Diers seconded; passed unanimously.
(Item IV, Subd E) Detlefsen motioned to approve the authorization of the Superintendent of Schools to use facsimile signatures for checks; Diers seconded; passed unanimously.
(Item IV, Subd F) Heuer motioned to approve the following authorized signatures for the Community Ed account: Donna Wilson, Margaret Marketon, and Marilyn Greeley; Bravinder seconded; passed unanimously.
(Item IV, Subd G) Heuer motioned to approve Amy Carlson and Donna Wilson to conduct day to day banking business for the General School District Account, Community Education and Student Activity Accounts; Detlefsen seconded; passed unanimously.
(Item IV, Subd H) Bravinder motioned to approve the Superintendent or designee to make short term investments and transfer of school district funds and to perform the duties of clerk and treasurer; Diers seconded; passed unanimously.
(Item IV, Subd I) Diers motioned to approve authorizing Donna Wilson-SMS Financial Consultant and Amy Carlson-Payroll/HR Coordinator to make electronic transfers of funds and investments as needed; Detlefsen seconded; passed unanimously.
(Item IV, Subd J) Diers motioned to approve authorizing the agents of the board to lease, purchase and contract for goods and services within the general budget categories; Heuer seconded; passed unanimously.
(Item IV, Subd K) Bravinder motioned to approve allowing payment of claims that cannot be deferred to the next meeting without loss if discount or if the claim is the result of contract terms, purchase order terms or a vendor’s standard terms; Diers seconded; passed unanimously.
(Item IV, Subd L) Detlefsen motioned to approve the organizational memberships with Minnesota School Board Association, Minnesota State High School League, SEE, TIES, CMERDC, Resource Training & Solutions, MAWSECO, Wright Technical Center and CPV (Cooperative Purchasing Venture-for State contracts); Diers seconded; passed unanimously.
(Item IV, Subd M) Detlefsen motioned to have the Regular Board meetings be the second Monday, except on legal holiday then the meetings would be on that Tuesday, (held in the HLWW High School Media Center) of each month starting at 6 p.m.; Diers seconded; passed unanimously.
(Item IV, Subd N) Heuer motioned to have the Work sessions (held in the HLWW High School Media Center) on the fourth Monday, except on legal holiday then the meetings would be on that Tuesday, (held in the HLWW High School Media Center) of each month and starting at 6 p.m.; Diers seconded; passed unanimously.
(Item IV, Subd O) Diers motioned to give secretaries the authority to complete the race/ethnicity section on the student registration form based upon sight recognition; Bravinder seconded; passed unanimously.
(Item IV, Subd P) Heuer motioned to approve the notice of handicapped accessibility; Detlefsen seconded; passed unanimously.
(Item IV, Subd Q) Heuer motioned to close the meeting at 6:32 p.m.; Bravinder seconded; passed unanimously.
(Item V) Bush suggested the school find a way to somehow publicly recognize the anonymous donation. Heuer suggested sending information to the paper to publish as to what the funds were used for.
Detlefsen motioned to approve the agenda; Diers seconded; passed unanimously.
(Item VI) There were no questions or comments from visitors.
(Item VII) Diers motioned to approve the consent agenda; which included the December 11, 2017 Regular Board meeting minutes, January Bills, Building project bills, December Enrollment, the employment of Kevin Lamont as the Middle School FFA Advisor, the approval of the Spring Coaching Staff, the second reading and approval of the following policies: 512-School Sponsored Student Publications & Activities, 518-DNR-DNI Orders, 519-Interviews of Students by Outside Agencies, 520-Student Surveys, 528-Student Parental, Family, and Marital Status Nondiscrimination, 529-Staff Notification of Violent Behavior by Students, Elementary Laker News, Teaching Today MN-Winter 2017-18 Volume 1, Thank You Card-Pam Henry-Neaton Family, Thank You Card-Steve Weber Family, Thank You Card-Wright County Community Action, and the following recognitions:
The School Board recognizes Stephanie Heaver for donating prizes for the HLWW holiday party drawing. Thank you for your generosity and support of our staff.
The School Board recognizes Zahler Photograph for their donation of $1,060 to the Middle School. The money will go towards student field trips. Thank you for your donation and continued support of the school district.
The School Board recognizes David and Pamella Oberfeld for their donations of $500 to the Drama Club, and $250 each to Mr. Rosevold’s, Mrs. Dailey’s, and Mrs Thrasher’s music departments. Thank you for your generous donations to the school district.
The School Board recognizes Jim Petersen of Lakes Area Reality for donating four boxes of paper to the school district. Thank you for your donation and continued support of the school district.
The School Board recognizes receiving a $5,000 donation from a community member (wishing to remain anonymous) with a stipulation that it be used to support families in need within our district. We have established a” request for funds” form for a committee to review, and a committee has already been established to review each request and determine appropriate support. The access, approval, and disbursement of funds will mirror the Guardian Angel fund, but will be overseen specifically by the district based on the donor’s request.
The School Board recognizes CJ Decker, HLWW 10th grade girls basketball player, who was named CMC Player of the Week! In 3 games CJ scored 55 points, 12 assists, 9 rebounds and 4 steals! Keep up the great work.
The School Board is proud to announce the inductees to the HLWW Hall of Fame. The inductees selected are Dale Decker, Carol Sideen and Richard Sonstegard. Candidates were nominated based on the criteria of school involvement, post-secondary achievements, community service and character. Congratulations to all the inductees and thank you for your commitment to the school district and the community.
Bravinder seconded; Heuer also mentioned the Hall of Fame induction ceremony will be this weekend, and there are events planned for most of the day; passed unanimously.
(Item VIII, Subd. A) Diers motioned to approve the treasurer’s report; Detlefsen seconded; passed unanimously.
(Item VIII, Subd. B) Diers motioned to adopt the Resolution Directing the Administration to make recommendations for reduction in curriculum, programs and positions; Bravinder seconded; those in favor: Detlefsen, Diers, Bravinder, Bush, Heuer, Lasiuk and Wiech; those opposed: none; passed unanimously.
(Item VIII, Subd. C) Heuer motioned to approve a half academic day for the last day of school for 2017-18 and 2018-19 school years, and change January 18, 2019 to a teacher work day and move the end of the quarter to January 17, 2019; and January 21, 2019 will be designated as a teacher staff development day; Diers seconded; passed unanimously.
(Item VIII, Subd. D) Diers motioned to approve the Federal Special Education Funding Resolution; Lasiuk seconded; those in favor: Lasiuk, Heuer, Bush, Bravinder, Diers, Detlefsen and Wiech; opposed: none; passed unanimously.
Diers motioned to approve the State Special Education Funding Resolution; Heuer seconded; those in favor: Detlefsen, Diers, Bravinder, Bush, Heuer, Lasiuk and Wiech; opposed: none; passed unanimously.
(Item VIII, Subd. E) Diers motioned to nominate Bravinder as a board member representative to Resource Training & Solutions; Heuer seconded; passed unanimously.
(Item VIII, Subd. F) Heuer motioned to approve the student overnight trip to Glenwood MN-Minnewaska High School January 13-14, 2018 for wrestling team building; Detlefsen seconded; Diers opposed; passed by majority.
(Item VIII, Subd. G) Superintendent Sellner reviewed the information about establishing a superintendent performance review committee.
Heuer motioned to approve Heuer, Wiech and Diers as the superintendent performance committee members; Bravinder seconded; motion carried
(Item VIII, Subd. H) Wiech reported the following are agenda items for the January work session:
• Discuss/Review New High School Electives
• Discuss Curriculum -Cursive Writing
• Discuss Student Time-Early Practices and Homework
• Review a snap shot of the revised budget
• Review draft of 2019-2020 school calendar
Bravinder requested the High School Counselor to come to the March or April Work Session to report how her first year went.
Bravinder asked when we will know more about the continued growth of the district. Sellner reported we are working on the enrollment study and may have it ready for the work session in February.
Diers motioned to approve the items for the January Work Session; Heuer seconded; passed unanimously.
(Item VIII, Subd. I) The Policy Committee recommends the first reading of the following policies: 505-Distribution of Nonschool Sponsored Materials on School Premises; 602-Organization of School Calendar and School Day; 605-Alternative Programs; 609-Religion.
(Item IX, Subd. A) Superintendent Sellner gave a report.
(Item IX, Subd. B) Wiech indicated the School Board Committee reports are in your packet to review.
Wiech reported the committee application is at your table to review and return to the office prior to the January Work Session.
Sellner reported there has been some discussion in the past about the board committee assignments, so we can put that on the January Work Session to discuss.
