The November 13, 2018 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:04 p.m. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Bravinder and Detlefsen; absent: Diers. Also present were Superintendent Brad Sellner and Board Secretary Marilyn Greeley.
(Item IV) Heuer motioned to approve the agenda; Detlefsen seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Heuer motioned to approve the consent agenda which included the October 8, 2018 Regular Board meeting minutes, October 22, 2018 Work Session meeting minutes, November bills, October enrollment, the leave request from Kayla Myhre, Humphrey Elementary First Grade Teacher from approx. February 2, 2019 thru April 7, 2019; resignation of Kayti Heber and Hannah Vreeland as Co-Cheerleading advisors effective after the fall 2018 season, the following communications: a thank you from Mary Kritzeck, Teaching Today-Fall 2018 Volume 1, Elementary Laker News, the second reading and approval of the following policies: 510-School Activities, 517-Student Recruiting, 603-Curriculum Development, 604-Instructional Curriculum, 608-Instructional Services, and the following recognitions:
The School Board recognizes the following support staff honored recently at the 8th annual Educational Support Staff recognition event: Kelly Sale and Rik Lee. This event sponsored by Resource Training and Solutions, honors educational support staff who are an integral part of our school district. We congratulate you on this accomplishment and thank you for your commitment to students of this district.
The School Board recognizes Lissa Gatz for her donation of $1540.00 to the sports and fine arts programs of the district. Thank you Lissa for your donation and support of the district.
The School Board recognizes the Girls Cross Country Team on finishing in second place at the State Cross Country meet on November 3rd. Congratulations on a great season!
The School Board recognizes HLWW FFA students who competed at the National FFA Convention the end of October. Congratulations to everyone who attended and competed representing HLWW Schools!
The School Board recognizes the Waverly Lions for donating $1,000 toward a tumble track for gymnastics. Thank you for your donation to the school district.

(Item VII, Subd. A) The Cast of the Fall Musical gave a presentation.
(Item VII, Subd. B) Nancy Schulzetenberg, KDV Audit Manager, presented and reviewed the 2017-18 audit.
Detlefsen motioned to approve the 2017-18 audit as presented; Bravinder seconded; passed unanimously.
(Item VII, Subd. C) Superintendent Sellner started the discussion about a potential levy renewal option for the fall of 2019. Also Greg Crowe and Barb Doyle representatives from Ehlers reviewed potential levy renewal options for fall of 2019. Ehlers shared options for renewal of the operating levy, increase of the operating levy, a technology levy or capital bond, and a facilities upgrades bond.
(Item VII, Subd. D) Bravinder motioned to approve the treasurer’s report; Detlefsen seconded; passed unanimously.
(Item VII, Subd. E) Bravinder motioned to approve the resolution for the transfer of $9,074.48 from the general fund to the community service fund as recommended; Heuer seconded; those in favor: Detlefsen, Bravinder, Bush, Heuer, Lasiuk and Wiech; opposed: none; passed unanimously.
(Item VII, Subd. F) Heuer motioned to adopt the resolution to canvass the November 6, 2018 election; Detlefsen seconded; those in favor: Lasiuk, Heuer, Bush, Bravinder, Detlefsen and Wiech; opposed: none; passed unanimously.
(Item VII, Subd. G) Heuer motioned to adopt the resolution authorizing issuance of certificates of election; Bravinder seconded; those in favor: Detlefsen, Bravinder, Bush, Heuer, Lasiuk and Wiech; opposed: none; passed unanimously.
(Item VII, Subd. H) Bravinder motioned to approve the teacher seniority list; Detlefsen seconded; passed unanimously.
(Item VII, Subd. I) Heuer motioned to approve the Golf co-op with Maple Lake; Detlefsen seconded; passed unanimously.
(Item VII, Subd. J) The Policy Committee recommends the first reading of the following policies: 513-Student Promotion, Retention, and Program Design, 613-Graduation Requirements, 614-School District Testing Plan and Procedure, 615-Basic Standards Testing, Accommodations, Modifications, and Exemptions for IEP, Section 504 Accommodation, and LEP Students, 704-Develop.m.ent and Maintenance of an Inventory of Fixed Assets and a Fixed Asset Accounting System, 714-Fund Balance Policy, 802-Disposition of Obsolete Equip.m.ent and Material.
(Item VII, Subd. K) Wiech asked if there are any items other than what is indicated for the work session.

Heuer motioned to approve the items for the November Work Session; Bravinder seconded; passed unanimously.
