BOARD OF EDUCATIONREGULAR MEETING

The December 10, 2018 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:00 p.m.. by Chairperson Wiech. After the pledge of allegiance, roll was taken with the following members present: Wiech, Lasiuk, Heuer, Bush, Diers and Detlefsen; absent: Bravinder. Also present were Superintendent Brad Sellner, Principal Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Donna Wilson, SMS Financial Consultants, presented the truth in taxation information.
(Item V) Superintendent Sellner reported he would like to present additional recognitions at the end of the meeting and there is an additional softball coach resignation.
Detlefsen motioned to approve the agenda; Heuer seconded; passed unanimously.
(Item VI) There were no questions or comments from visitors.
(Item VII) Heuer motioned to approve the consent agenda which included, the November 13, 2018 Regular Board meeting minutes, November 26, 2018 Work Session meeting minutes, December bills, November enrollment, the parental leave request from Ben Anderson from approximately April 22, 2019 thru May 24, 2019; and the resignation of Michelle Montgomery as a junior high softball coach effective immediately, the second reading and approval of the following policies: 513-Student Promotion, Retention, and Program Design, 613-Graduation Requirements, 614-School District Testing Plan and Procedure, 615-Basic Standards Testing, Accommodations, Modifications, and Exemptions for IEP, Section 504 Accommodation, and LEP Students, 704-Develop.m.ent and Maintenance of an Inventory of Fixed Assets and a Fixed Asset Accounting System, 714-Fund Balance Policy, 802-Disposition of Obsolete Equip.m.ent and Material, Communications: Elementary Laker News, Teaching Today Fall 2018 Volume 2, and School Board Committee Application for 2019, and the following recognitions:
The School Board recognizes the cast, crew, director and Drama Club for their performances of “Curtains”. Congratulations on your successful performance.
The School Board recognizes HLWW senior volleyball player Isabelle Roufs who was named to the Volleyball All-State 1st Team! Congratulations on being selected Isabelle and keep up the good work.
The School Board recognizes the Class of 2018 for giving a generous donation to the Guardian Angel Fund. Thank you for your support of the community and school district.
The School Board recognizes the HLWW Traveling Basketball Club for donating $2,200 to Athletics to help pay for an Assistant Basketball Coach. Thank you for your donation to the athletic program and the school district.
The school board recognizes an anonymous donation given to help with lunch accounts for students in great financial need. Thank you for your generous donation and support of the school district.
Detlefsen seconded; passed unanimously.
(Item VIII, Subd. A) Detlefsen motioned to approve the World’s Best Workforce plan; Diers seconded; passed unanimously.
(Item VIII, Subd. B) Heuer motioned to approve the Literacy plan; Diers seconded; passed unanimously.
(Item VIII, Subd. C) Diers motioned to approve $4,664,865.80 as the Final Levy Limitation & Certification of 2018 Payable 2019; Heuer seconded; Bush opposed; passed by majority.
(Item VIII, Subd. D) Diers motioned to approve the treasurer’s report; Detlefsen seconded; passed unanimously.
(Item VIII, Subd. E) Diers motioned to approve the additional paraprofessional position at Winsted Elementary; Heuer seconded; passed unanimously.
(Item VIII, Subd. F) Heuer motioned to approve the additional speech services position at the Elementary buildings; Diers seconded; passed unanimously.
(Item VIII, Subd. G) Principal Olson reviewed the request for an additional kindergarten paraprofessional at Winsted Elementary.
(Item VIII, Subd. H) Detlefsen motioned to approve the resolution designating the Howard Lake City Hall as the school district’s combined polling place; Diers seconded; Heuer read the resolution; those in favor: Detlefsen, Diers, Bush, Heuer, Lasiuk, and Wiech; opposed: none; passed unanimously.
(Item VIII, Subd. I) Diers motioned to approve the increase to the walking track and fitness center fees; Heuer seconded; passed unanimously.
(Item VIII, Subd. J) The Policy Committee recommends the first reading of the following policies: 721-Uniform Grant Guidance, 801-Equal Access to School Facilities, 901-Community Education, 902-Use of School District Facilities & Equip.m.ent, 904-Distribution of Materials on School District Property, 905-Advertising, 906-Community Notification of Predatory Offenders.
(Item IX, Subd. A) Wiech reported the written school board committee reports are attached.

Heuer asked the members who are remaining on the school board to please review the committee list.
Lasiuk asked if the board would discuss how things have changed for concussions since we have started to learn more about them. Sellner responded we will put that on the agenda for the Work Session.
Superintendent Sellner thanks Bush, Lasiuk and Wiech for their years of service as a school board member and presented them each with a gift of recognition.
Heuer motioned to adjourn at 7:14 p.m.; Detlefsen seconded; passed unanimously.
