The March 11, 2019 Regular School Board meeting of Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 pm. by Chairperson Heuer. After the pledge of allegiance, roll was taken with the following members present: Heuer, Koch, Bravinder, Peterson, Scheuch, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principals Jason Mix, Jim Schimelpfenig, and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Diers motioned to approve the agenda; Scheuch seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Diers motioned to approve the consent agenda which included the February 11, 2019 Regular Board Meeting minutes, March bills, February enrollment, the maternity leave request for Emily Holm from the start of the 2019-20 school year until September 30, 2019; the resignations of Nathan Pidde as an evening custodian effective February 14, 2019; and Jessica Stifter as Winsted Elementary Kindergarten teacher effective the end of the 2018-19 school year; and retirement of Sue Neumann a Winsted Elementary teacher effective the end of the 2018-19 school year, the employment of Jeff Graham as an evening custodian at the HLWW HS/MS replacing Nathan Pidde, effective approximately March 25, 2019, the second reading and approval of the following policies: 701-Establishment and Adoption of School District Budget, 701.1-Modification of School District Budget, 702-Accounting, 703-Annual Audit, 705-Investments, 706-Acceptance of Gifts, 712-Video Surveillance Other Than on Buses, 713-Student Activity Accounting, 720-Vending Machines, Elementary Laker News, Resource Magazine, Thank you card from Stallmo family, Teaching Today Winter 2019 Volume 2, Thank you cards from Preschool, and the following recognitions:
The School Board recognizes Joanie Lasiuk for her donation through Medica’s volunteer program of $400.00 to the KLKR program of the district. Thank you Joanie and Medica for your donation and support of the district.
The School Board recognizes HLWW Boys Basketball player Brock Bangasser for reaching the 1,000 point mark. Congratulations Brock, keep up the good work!
The School Board recognizes the following wrestlers who are going on to compete at the State Wrestling tournament: Collin Boese, Ryan Tuchtenhagen, Danny Mosford and Quinn Mathisen. Congratulations everyone on a great season and best of luck at the State tournament.
The School Board recognizes HLWW Assistant Wrestling Coach Ben Anderson on being named Section 4A Assistant Coach of the year! Congratulations!
The School Board recognizes this year’s snow fest King Brandon Karels and Queen Gwen Helgeson. Congratulations on being selected for this year’s snow fest royalty.
Detlefsen seconded; passed unanimously.
(Item VII, Subd. A) The Ag Issues team gave a presentation about solar panels.
(Item VII, Subd. B) Scheuch motioned to approve the treasurer’s report; Koch seconded; passed unanimously.
(Item VII, Subd. C) Diers motioned to approve March 22, June 6, and cancel the late start for April 25, as snow make up days for 2018-19 school year; Scheuch seconded; Bravinder asked if the bill is passed to relinquish the days would we revisit this. Sellner said we would but there are other days we have not made up. passed unanimously.
(Item VII, Subd. D) Scheuch motioned to approve the modifications of President’s Day as a snow day makeup day if we have a snow day prior to February 17, 2020, move the teacher comp day from the end of the year to December 23, remove snow day makeup days at the end of the school year-replace with e-Learning days if board approves them and add language about K-4 Welcome Back Days for the 2019-20 school calendar; Diers seconded; passed unanimously.
Diers motioned to table the discussion about graduation; Bravinder seconded; passed unanimously.
(Item VII, Subd. E) Superintendent Sellner indicated we already discussed some of the 2020-21 school calendar modifications. Sellner reported if there are any other considerations for the 2020-21 calendar to please let him know before we approve it in May or June.
(Item VII, Subd. F) Superintendent Sellner reported we are gathering information from other districts about e-Learning Days.
(Item VII, Subd. G) Diers motioned to approve the technology director contract; Scheuch seconded; passed unanimously.
(Item VII, Subd. H) Diers motioned to approve Jesse Robertson as the technology director; Scheuch seconded; passed unanimously.
(Item VII, Subd. I) Diers motioned to approve the posting of anticipated openings for the 2019-20 school year for a Phy Ed/DAPE teacher and Special Education SLD teacher; Koch seconded; passed unanimously.
(Item VII, Subd. J) Diers motioned to approve the Waste Removal/Recycling estimate for the 2019-20 season with Mumford Sanitation; Scheuch seconded; passed unanimously.
(Item VII, Subd. K)Diers motioned the school board of Howard Lake-Waverly-Winsted Public Schools, ISD 2687, expresses its agreement to pursue a renewal of the district’s current voter-approved operating referendum revenue set to expire after FY 2021, as well as a concurrent increase in the voter-approved revenue, in a November 2019 election; Detlefsen seconded; passed unanimously.
(Item VII, Subd. L) Bravinder motioned to approve the overnight student trip for the FFA National Competition April 30 - May 3, 2019; Peterson seconded; passed unanimously.
(Item VII, Subd. M) The Policy Committee recommends the first reading of the following policy: 211-Criminal or Civil Action Against School District, School Board Member, Employee, or Student; 417-Chemical Use and Abuse; 418-Drug-Free Workplace/Drug-Free School; 419-Tobacco-Free Environment; 420-Students and Employees with Sexually Transmitted Infections and Diseases and Certain Other Communicable Diseases and Infectious Conditions; 523-Policies Incorporated by Reference; 532-Use of Peace Officers and Crisis Teams to Remove Students with IEPs from School Grounds; 902-Use of School District Facilities & Equipment, 750-Post-Issuance Debt Compliance.
Superintendent Sellner indicated policy 713 states we need to form a committee and recommends the committee to oversee the student activity accounts be the Superintendent Secretary, Business Manager and Activities Director. The board members were all in agreement.
(Item VII, Subd. N) Heuer reported we will have a work session in March with the following agenda items:
• Discuss/Review Preliminary 2019-20 Budget
• Discuss Operating Levy and its potential tax impact
• Presentation about the Wright County West Conference for the 2020-2021 season
• Closed Meeting to review the Superintendent Performance Evaluation
Bravinder motioned to approve the items for the March Work Session; Scheuch seconded; passed unanimously.
