BOARD OF EDUCATION REGULAR MEETINGMonday, April 8, 2019HLWW HS Media Center
The April 8, 2019 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 pm. by Chairperson Heuer. After the pledge of allegiance, roll was taken with the following members present: Heuer, Koch, Bravinder, Peterson, Scheuch, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principals Jim Schimelpfenig, and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Heuer indicated Superintendent Sellner asked to add item M Board Meeting Room Configuration to the agenda. Diers requested to have item D split into two separate discussions. Heuer indicated item D will be split into D-1 for the Phy Ed/DAPE staff discussion and D-2 for the Special Education staff discussion.
Scheuch motioned to approve the agenda as amended; Detlefsen seconded; passed unanimously.
(Item V) There were no questions or comments from visitors.
(Item VI) Scheuch motioned to approve the consent agenda which included March 11, 2019 Regular Board meeting minutes, March 25, 2019 Work Session meeting minutes, April bills, March enrollment, the resignation of Jill Hannay as Speech Pathologist effective the end of the 2018-19 school year, the following lane changes: Stephanie Dailey from MA10 to MA20; Heather Eastling from MA to MA10; Jeff Goudy from MA20 to MA30; Angela Granrud MA10 to MA20; Jeff Granrud from MA10 to MA20; Emily Konerza from MA to MA10; Christin Lamott from MA10 to MA20, the second reading and approval of the following policies: 211-Criminal or Civil Action Against School District, School Board Member, Employee, or Student; 417-Chemical Use and Abuse ; 418-Drug-Free Workplace / Drug - Free School; 419-Tobacco-Free Environment; 420-Students and Employees with Sexually Transmitted Infections and Diseases and Certain Other Communicable Diseases and Infectious Conditions; 523-Policies Incorporated by Reference; 532-Use of Peace Officers and Crisis Teams to Remove Students with IEPs from School Grounds; 902-Use of School District Facilities & Equipment, 750-Post-Issuance Debt Compliance, the following Communications: -Elementary Laker News, Teaching Today Spring 2019 Volume 1, Graduation/Scholarship Presenter, Thank you card from Weninger Family, and the following recognitions:
The School Board recognizes the donation of $5590 given to the district from the Scholarship Foundation to host two Youth Frontiers Programs. Thank you for your generous donation and support of the school district.
The School Board recognizes the Howard Lake Legion for donating $1,000 to the Clay Target team. Thank you for your donation and continued support of the school district.
The School Board recognizes Tetra Pak for donating 10 general admission Winstock Tickets with a value of $1550 for Teacher Appreciation week. Thank you for your donation in support of Teacher Appreciation week. A drawing will be held for the selection of the winners.
Koch seconded; passed unanimously.
(Item VII, Subd. A) Peterson motioned to accept the invitation to join the Wright County West Conference starting 2021; Scheuch seconded; passed unanimously.
(Item VII, Subd. B) Diers motioned to approve the treasurer’s report; Scheuch seconded; passed unanimously.
(Item VII, Subd. C) Scheuch motioned to approve the superintendent evaluation; Koch seconded; passed unanimously.
(Item VII, Subd. D-1) Scheuch motioned to table hiring the Phy Ed/DAPE position; Diers seconded; passed unanimously.
(Item VII, Subd. D-2) Diers motioned to approve the additional full time Special Education SLD Teacher starting the 2019-20 school year; Detlefson seconded; passed unanimously.
(Item VII, Subd. E) Detlefsen motioned to approve the estimates with Agropur-escalating pricing, Pan O Gold, and Mid-County Coop; Diers seconded; passed unanimously.
(Item VII, Subd. F) Diers motioned to approve the Long Term Facilities Maintenance resolution for Wright Tech Center; Detlefsen seconded; those in favor: Koch, Bravinder, Peterson, Scheuch, Diers, Detlefsen and Heuer; opposed: none; passed unanimously.
(Item VII, Subd. J) Heuer indicated the High School does not have any handbook changes at this time. Principal Olson reviewed the elementary handbook changes. Principal Schimelpfenig reviewed the middle school handbook changes.
(Item VII, Subd. G) Superintendent Sellner reviewed the lead in the drinking water testing results. Superintendent Sellner reviewed the radon testing results.
(Item VII, Subd. H) Superintendent Sellner reported the Governor signed the Snow Day Bill. Sellner also reported the district had already decided to make up some of our days before the bill was signed.
(Item VII, Subd. I) Heuer reported the Operating Levy Committee and Superintendent Sellner attended a workshop today which had a lot of good information.
(Item VII, Subd. K) The Policy Committee recommends the first reading of the following policy: 501-School Weapons, 502-Search of Student Lockers, Desks, Personal Possessions, and Student’s Person, 515-Protection and Privacy of Pupil Records, 516-Student Medication, 521-Student Disability Nondiscrimination, 526-Hazing Prohibition, 530-Immunization Requirements, 531-The Pledge of Allegiance.
(Item VII, Subd. L) Heuer asked if there are any items for the work session. There were no topics for the work session.
(Item M) Heuer asked for suggestions regarding the configuration of school board meetings. Peterson suggested moving the table’s closer together creating a square so members could hear each other better. Heuer said we will try moving the tables closer together and we are also looking into a speaker system.
(Item VIII, Subd. A) Superintendent Sellner gave a report.
(Item VIII, Subd. B) Heuer indicated Principal Mix gave a written report at your table.
Principal Schimelpfenig gave a report.
Principal Olson gave a report.
(Item VIII, Subd. C) Heuer indicated the school board committee reports are attached to review.
Diers also reported he included the enrollment of students attending Wright Tech Center and that the house students are building is almost completed.
