The December 9, 2019 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:03 pm. by Chairperson Heuer. After the pledge of allegiance, roll was taken with the following members present: Heuer, Koch, Bravinder, Peterson, Scheuch, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principals Jason Mix and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Donna Wilson, SMS Financial Consultants, gave the truth in taxation presentation. Wilson indicated we are proposing to certify $4,913,891.17 this is an increase of 5.34%.
(Item V) Scheuch motioned to approve the agenda; Diers seconded; passed unanimously.
(Item VI) There were no questions or comments from visitors.
(Item VII) Diers motioned to approve the consent agenda which included the November 12, 2019 Regular Board Meeting minutes, December bills, November enrollment, the retirement of Craig Probst as a lead custodian at the High/Middle School effective January 31, 2020; the employment of Megan Tormanen as Payroll/HR Coordinator effective December 2, 2019 replacing Amy Carlson; Sara Niesen as District Office Secretary/Administrative Assistant effective December 9, 2019 replacing Megan Tormanen; Kyle Middendorf for the High School/Middle School Ag Teacher effective January 20, 2020 thru June 8, 2020; the second reading and approval of the following policies: 421-Gifts to Employees; 422-Policies Incorporated by Reference; 423-Employee-Student Relationships; 424-License Status; 527-Student Use & parking of Motor Vehicles; 534-Food Service Policy/Procedures; 607-Organization of Grade Levels; 610-Field Trips; 907-Rewards; the Elementary Laker News, and the following recognitions:
The School Board recognizes the following teachers who will be honored at the 28th annual Leadership in Educational Excellence (LEEA) banquet: Jessica Pavlenko, Laura Bishop, and Heather Struthers. This annual event sponsored by Resource Training and Solutions, honors educators for their dedication to teaching and inspiring students. We congratulate you on this accomplishment, and thank you for your commitment to students of this district.
The School Board recognizes the following support staff honored recently at the 9th annual Educational Support Staff recognition event: Emma Arvidson and JoAnn Bundrock. This event sponsored by Resource Training and Solutions, honors educational support staff who are an integral part of our school district. We congratulate you on this accomplishment and thank you for your commitment to students of this district.
The School Board recognizes the Girls Cross Country Team on finishing in third place at the State Cross Country meet on November 2nd. Congratulations on a great season!
The School Board recognizes HLWW FFA students who competed the end of October at the National FFA Convention. Congratulations to everyone who attended and competed at the National FFA Convention representing HLWW Schools!
The School Board recognizes Mr. Weninger and Ms. Glessing who accepted the National Ag Award for Outstanding Secondary School Program at the National Association of Agricultural Educators Conference in Anaheim, California December 4, 2019. We congratulate you both on this accomplishment and thank you for your commitment to students of this district.
The School Board recognizes the following Cross Country members who received All Conference Honors: Gracie Mallak; Brooke Baumann; Jackie Tepley; Ivy Fasching; Katelyn Routhier; Chase Deiter; Cole Leukuma; and honorable mention to Coral Schwinn. Congratulations everyone!
The School Board recognizes the following Volleyball members who received All Conference Honors: team 1-Jenna Pelnis; and team 2-Alexa Schumann. Congratulations to both of you!
The School Board recognizes the following Football members who received All Conference Honors: team 1-Noah Bush; and team 2-Cody Dickhausen. Congratulations to both of you!

(Item VIII, Subd. A) Brian Koslofsky, Director of Wright Tech, gave a presentation about the Wright Tech Center.
(Item VIII, Subd. B) Jim Weninger and Seena Glessing, FFA Advisors, and FFA students gave an update on the FFA National Convention and the National Ag Program of the Year.
(Item VIII, Subd. C) Detlefsen motioned to approve the World’s Best Workforce plan; Peterson seconded; passed unanimously.
(Item VIII, Subd. D) Diers motioned to approve $4,913,891.17 as the Final Levy Limitation & Certification of 2019 Payable 2020; Bravinder seconded; passed unanimously.
(Item VIII, Subd. E) Diers motioned to approve the treasurer’s report; Koch seconded; passed unanimously.
(Item VIII, Subd. F) Scheuch motioned to approve Megan Tormanen in place of Amy Carlson, to conduct day-to-day business transactions at Citizens Alliance Bank, and to make electronic fund transfers for vendor payments as needed; Diers seconded; passed unanimously.
(Item VIII, Subd. G) Diers motioned to approve the teacher seniority list; Bravinder seconded; Bravinder asked how the layoff order is determined when staff is hired on the same day. Heuer reported there is a motion and a second; and asked if there is any other discussion. There was no other discussion; motion passed unanimously.
(Item VIII, Subd. H) Scheuch motioned to approve the 2020-21 school calendar moving November 25 to April 5 and January Martin Luther King Day and February Presidents Day as a school day if needed as a snow make up day; Koch seconded; passed unanimously.
(Item VIII, Subd. I) Superintendent Sellner reviewed information about dismissal times starting the 2020-21 school year.
(Item VIII, Subd. J) Diers motioned to approve the supplementary safe school funding; Detlefsen seconded; passed unanimously.
(Item VIII, Subd. K) Scheuch motioned to approve the resolution accepting donations; Bravinder seconded; those in favor: Peterson, Bravinder, Koch, Scheuch, Diers, Detlefsen and Heuer; those opposed: none; passed unanimously.
(Item VIII, Subd. L) Bravinder motioned to approve the resolution designating the Howard Lake City Hall as the school district’s combined polling place; Peterson seconded; those in favor: Detlefsen, Diers, Scheuch, Peterson, Bravinder, Koch and Heuer; opposed: none; passed unanimously.
(Item VIII, Subd. M) Heuer reviewed the School Board Committee Application process for 2020 and requested application back by January 6, 2020.
(Item VIII, Subd. N) The Policy Committee recommends the first reading of the following policies: 507-Corporal Punishment; 509-Enrollment of Nonresident Students; 525-Violence Prevention; 534-Unpaid Meal Charges; 624-On-Line Learning Options; 710-Extracurricular Transportation; 903-Visitors to School District Buildings & Sites.
(Item IX, Subd. A) Superintendent Sellner gave a report.
