The January 13, 2020 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 pm. by Chairperson Heuer. After the pledge of allegiance, roll was taken with the following members present: Heuer, Koch, Bravinder, Peterson, Scheuch, Diers and Detlefsen. Also present were Superintendent Brad Sellner, Principals Jason Mix, Jim Schimelpfenig, and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Diers motioned to approve the agenda; Scheuch seconded; passed unanimously.
(Item V, Subd. A-1) Detlefsen motioned to nominate Heuer as chairperson; Bravinder seconded; passed unanimously.
(Item V, Subd. A-2) Koch motioned to nominate Bravinder as vice chairperson; Peterson seconded; passed unanimously.
(Item V, Subd. A-3) Bravinder motioned to nominate Detlefsen as clerk; Scheuch seconded; passed unanimously.
(Item V, Subd. A-4) Bravinder motioned to nominate Peterson as treasurer; Detlefsen seconded; passed unanimously.
(Item V, Subd. B) Scheuch motioned to approve the committee per diems of $65 for regular and work session meetings and committee meetings and $25 for event appearances; Detlefsen seconded; passed unanimously.
(Item V, Subd. C-1) Scheuch motioned to approve the Herald Journal as the official newspaper; Peterson seconded; passed unanimously.
(Item V, Subd. C-2) Detlefsen motioned to approve the official depositories of US Bank, Citizens Alliance Bank of Howard Lake, Minnesota Liquid Asset Fund and PMA; Scheuch seconded; passed unanimously.
(Item V, Subd. D) Scheuch motioned to approve the legal counsel of Knutson, Flynn, Hetland & Deans and Ratwik, Roszak & Maloney, PA; Koch seconded; passed unanimously.
(Item V, Subd. E) Peterson motioned to approve the authorization of the Superintendent of Schools to use facsimile signatures for checks; Diers seconded; passed unanimously.
(Item V, Subd. F) Detlefsen motioned to approve Megan Tormanen and Donna Wilson to conduct day to day banking business for the General School District Account, and MSDLAF Account; Bravinder seconded; passed unanimously.
(Item V, Subd. G) Diers motioned to approve the Superintendent or Donna Wilson-Business Manager to make short term investments; Scheuch seconded; passed unanimously.
(Item V, Subd. H) Bravinder motioned to approve authorizing Donna Wilson-SMS Financial Consultant and Megan Tormanen -Payroll/HR Coordinator to make electronic transfers of funds and investments as needed; Koch seconded; passed unanimously.
(Item V, Subd. I) Diers motioned to approve authorizing the agents of the board to lease, purchase and contract for goods and services within the general budget categories; Scheuch seconded; passed unanimously.
(Item V, Subd. J) Bravinder motioned to approve allowing payment of claims that cannot be deferred to the next meeting without loss if discount or if the claim is the result of contract terms, purchase order terms or a vendor’s standard terms; Diers seconded; passed unanimously.
(Item V, Subd. K) Diers motioned to approve organizational memberships with MSBA, MSHSL, SEE, CMERDC, Resource Training and Solutions, MAWSECO, and Wright Tech Center; Detlefsen seconded; passed unanimously.
(Item V, Subd. L) Detlefsen motioned to have the Regular Board meetings be the second Monday, except on legal holiday then the meetings would be on that Tuesday, (held in the HLWW High School Media Center) of each month starting at 6pm; Scheuch seconded; passed unanimously.
(Item V, Subd. M) Bravinder motioned to have the Work session (held in the HLWW High School Media Center) on the fourth Monday, except on legal holiday then the meetings would be on that Tuesday, (held in the HLWW High School Media Center) of each month and starting at 6pm; Peterson seconded; passed unanimously.
(Item V, Subd. N) Diers motioned to give secretaries the authority to complete the form based upon sight recognition; Scheuch seconded; passed unanimously.
(Item V, Subd. O) Peterson motioned to approve the notice of handicapped accessibility; Koch seconded; passed unanimously.
(Item V, Subd. P) Scheuch motioned to close the meeting at 6:23pm; Diers seconded; passed unanimously.
(Item VI) There were no questions or comments from visitors.
(Item VII) Diers motioned to approve the consent agenda which included the December 9, 2019 Regular Board Meeting minutes; January bills, December enrollment; approving the employment of Tiffany VerHey as a middle school secretary starting January 6, 2020 (this is a new positions previously approved); Susan Zwick for the open paraprofessional position at Winsted Elementary starting January 6, 2020; and the following transfers: Julie Hemmesch from night lead custodian to day lead custodian at the Middle/High School starting January 27, 2020; and Rick Lee from night custodian to night lead custodian at the Middle/High School starting January 27, 2020; the second reading and approval of the following policies: 507 - Corporal Punishment; 509-Enrollment of Nonresident Students; 525-Violence Prevention; 534-Unpaid Meal Charges; 624-On-Line Learning Options; 710-Extracurricular Transportation; 903-Visitors to School District Buildings & Sites; the Elementary Laker News, Teaching Today Fall 2019 Volume 2, thank you from the Rogers Family, thank you from the Main Family and HLWW School Motto Contest information; and the following recognitions:
The School Board recognizes Marit Gueningsman and Spencer Lade for being named HLWW’s ExCel Award candidates. Congratulations and good luck to both of you.
The School Board recognizes Gracie Mallak and Cody Dickhausen on being named HLWW High Schools AAA representatives to compete in this winter’s AAA competitions. Congratulations and good luck to both of you.
The School Board recognizes Alexa Schumann, HLWW varsity Girls Basketball player, on reaching 1000 points. Congratulations and keep up the good work Alexa!
The School Board recognizes Project Caring 2019 which was sponsored by District 2687 Howard Lake-Waverly-Winsted Schools and organized by FFA students. Preschool through grade 12 students collected food items and cash donations. Local organizations including the Lions Club of Waverly, Howard Lake Lions, Winsted Lions, Winsted Firemen Relief Association, American Legion Post 145 Howard Lake and individuals contributed to Project Caring. The Howard Lake Fire Department collected food and toys; Chick with a Camera-Lacy Detlefsen, took pictures with Santa, and collected food and toy donations. Community volunteers packed and delivered boxes to families in our area on December 13. Donations provided turkeys and food boxes to 30 families totaling 99 children and adults, 298 pounds of food was donated to the Wright County Community Action food shelf and $75.32 to McLeod County Food Shelf.

(Item VIII, Subd. A) Diers motioned to approve the treasurer’s report; Diers seconded; passed unanimously.
(Item VIII, Subd. B) Scheuch motioned to adopt the Resolution Directing the Administration to make recommendations for reduction in curriculum, programs and positions; Diers seconded; those in favor: Scheuch, Diers, Detlefsen, Koch, Bravinder, Peterson and Heuer; those opposed: none; passed unanimously.
(Item VIII, Subd. C) Diers motioned to approve the MN State High School League Resolution supporting form B application; Scheuch seconded; those in favor: Peterson, Bravinder, Koch, Detlefsen, Diers, Scheuch and Heuer; opposed: none; passed unanimously.
(Item VIII, Subd. D) Scheuch motioned to approve the revised 2020-21 school calendar; Bravinder seconded; passed unanimously.
(Item VIII, Subd. E) Diers motioned to approve the dismissal times for 2020-21 and beyond; Detlefsen seconded; passed unanimously.
(Item VIII, Subd. F) Diers motioned to approve the resolution accepting donations; Koch seconded; those in favor: Koch, Bravinder, Peterson, Scheuch, Diers, Detlefsen and Heuer; those opposed: none; passed unanimously.
(Item VIII, Subd. G) Peterson motioned to approve the school board committee assignments; Diers seconded; passed unanimously.
(Item VIII, Subd. H) The Policy Committee recommends the first reading of the following policy: 402-Disability Nondiscrimination Policy, 406-Public and Private Personnel Data, 407-Employee Right to Know – Exposure to Hazardous Substances, 427-Workload Limits for Certain Special Education Teachers, 707-Transportation of Public School Students, 708-Transportation of Nonpublic School Students, 711-Videotaping on School Buses.
(Item VIII, Subd. I) Heuer indicated the following items are on the work session agenda and asked if there were any other items for the agenda.
