Lester Prairie City Council Minutes

December 1, 2008
Pursuant to public notice, published and posted, the Lester Prairie City Council met in special session on Monday, December 1, 2008. Mayor Heimerl called the meeting to order at 6:30 p.m.
The purpose of said special session was to hold the Truth in Taxation Public Hearing, review the 2009 Budget, act on various licenses and any other business deemed necessary.
Mayor Heimerl opened the Truth in Taxation Public Hearing at 6:30 p.m. Clerk Pawelk presented information regarding the 2009 budget and levy. She noted the overall 2009 budget was proposed as a 9.20% decrease however, the levy is proposed at an 6.36% increase. She also provided information regarding the tax rate calculations for the City. Clerk Pawelk stated that she had not received any public input either in writing or verbally.
Mayor Heimerl opened the floor to those in attendance wishing to speak.
Mayor Heimerl closed the public hearing at 7:00 p.m.
Motion - Hoof; Second - Messer; Carried - Unanimously; To have the Maintenance Department remove the main slide in the City park and dispose of it properly. The slide will not be sold or given away.
Motion - Hoof; Second - Foust; Carried; To recommend an Off Sale Liquor License be issued to Dan & Dawn Inc., (The Dodge House); Richard & Christine Pauly, (Lester Liquors); Terrance Buska and David Goff (One Eyed Willy’s) and Midnight Partners (Scooters). To issue On Sale Liquor Licenses, Entertainment Licenses, Sunday Liquor Licenses, and Coin Device Machine Licenses as applied for by Dan & Dawn Inc. (Dodge House) and Terrance Buska and David Goff (One Eyed Willy’s) and Midnight Partners (Scooters).
Motion - Hoof; Second - Foust; Carried - Unanimously; To transfer the $63,044.45 balance in the 1998 Street Debt Fund into the Street Improvement Certificate when it matures.
Motion - Foust; Second - Hoof; Carried - Unanimously; To add $8,281.65 to the Employee Payout Certificate from the General Fund.
General consensus of the City Council was for Clerk Pawelk to see if a used copier/fax/scanner machine could be brought for demo purposes.
Motion - Foust; Second - Hoof; Carried - Unanimously; To authorize Clerk Pawelk to spend up to $2,500.00 for office furniture.
Motion - Foust; Second - Hoof; Carried; To approve of a holiday dinner to be held by the Fire Department at the fire hall on Friday, December 12, 2008 as requested.
General consensus of the City Council was to have the sanitary sewer mains televised as soon as possible on First Avenue North, Second Avenue South, Central Avenue, Pine Street (North and South), as well as the lateral connections, to determine the condition of the mains.
Mayor Heimerl adjourned the meeting at 7:53 p.m.
