Lester Prairie City Council
January 22, 2009
Pursuant to published and posted public notice, the Lester Prairie City Council met in special session on Thursday, January 22, 2009. Mayor Heimerl called the meeting to order at 6:30 p.m.
The purpose of the special session was to discuss the variance permit as requested by Milan & Barb Dammann, as well as possible City projects should there be a Federal stimulus package, storm water drainage and the Safe Routes to School Project.
Mayor Heimerl provided a recap of the events to date for the attorney and engineer regarding the variance request submitted by Milan & Barb Dammann. Their request was to construct a 50’ x 100’ x 27’6” storage building in an R2 District.
Engineer Salusbury presented a couple of options regarding the storm water drainage in the Southwest area of the City. He informed the City Council the Federal Office of the Department of Transportation has verbally approved the Safe Routes to School grant and we are waiting for the forms to be returned back to the State. He also submitted information regarding two potential storm water treatment ponds options for the South side of the City.
At 7:30 p.m., residents from the neighborhood, where Mr. & Mrs. Milan Dammann are requesting to construct their accessory building, were in attendance. Mayor Heimerl recapped the events from the January 12th City Council meeting.
Discussion took place and those in attendance wishing to speak were allowed to do so.
Motion Heimerl; To table a decision until the February meeting when the full City Council is present. Second None; Motion failed for lack of a second.
Motion Messer; Second Hoof; To approve of a variance to Milan & Barb Dammann for the construction of a 50’ x 80’ x 23’ private storage building, maintaining Cedar Street South at a proper and stable condition, installing and meeting City specifications for storm water drainage into their gravel pit. Motion Failed.
Motion Heimerl; Second Hoof; Carried To table further discussion and/or a decision to the February 9th City Council meeting in hopes that the full City Council will be in attendance.
Mayor Heimerl adjourned the meeting at 8:43 p.m.
