August 7, 2014
Pursuant to public notice, the Lester Prairie City Council met in regular session on Thursday, August 7, 2014. Mayor Heimerl called the meeting to order at 6:00 p.m.
Discussion took place regarding the 2015 budget. Councilmembers and staff reviewed their respective areas and noted changes accordingly. There being no other budget areas of discussion, Mayor Heimerl stated they would continue with the regular meeting.
Motion Messer; Second Hoof; Carried Unanimously; To accept and approve the July Minutes.
Motion Angvall; Second Messer; Carried Unanimously; To accept and approve the July Treasurer’s Report.
General consensus of the City Council was to hold the 2015 Budget Hearing on December 9th at 7:00 p.m. with the regular meeting to follow.
General consensus of the City Council was to meet as Election Canvassing Board on November 9th at 7:00 p.m. with the regular meeting to follow.
Motion Heimerl; Second Angvall; Carried Unanimously; To hire Lee Ford Construction to purchase and install four doors at the Wastewater Treatment Facility at the cost of $12,470.00. The City will be responsible for the painting of the doors.
Motion Angvall; Second Heimerl; Carried Unanimously; To have Lee Ford Construction relocate and install the city sign along County Road 1 with the cost not to exceed $1,000.00.
Motion Angvall; Second Messer; Carried Unanimously; To enter into an agreement with New Energy Equity LLC, a Maryland company, as System Owner of the solar equipment.
Mayor Heimerl introduced the following ordinance and moved for its adoption: RESOLUTION NO. 14-14 A RESOLUTION DESIGNATING A HANDICAP PARKING SPACE ON HICKORY STREET NORTH
The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 14-14 adopted by a unanimous vote this 7th day of August, 2014.
General consensus of the City Council was for Councilman Hoof to talk to Mary Metz, require the property be surveyed and to follow the ordinance for fences in business districts.
Motion Heimerl; Second Hoof; Carried Unanimously; To allow the swimming pool hours to be extended until 9 p.m. on Thursdays, August 14 and 21.
Motion Messer; Second Foust; Carried Unanimously; To have Aqua Logic from Waconia install concrete steps, with handrails, with the cost not to exceed $6,520.00 and work should begin this fall.
Motion Angvall; Second Messer; Carried Unanimously; To allow the Lester Prairie Art Council to hold a “Sidewalk Chalk Art Day” however, they will be limited to the sidewalks and not allowed on the aggregate sidewalks in Central Park as there is a sprinkler system that would wash it off.
Motion Heimerl; Second Foust; Carried Unanimously; To authorize Clerk Pawelk to have the properties located at 100 Maple Street South and 912 First Avenue North surveyed.
Motion Foust; Second Angvall; Carried Unanimously; To pay the $100.00 application fee for Police Chief Carlson to become a certified police chief.
Motion Angvall; Second Hoof; Carried To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 7:55 p.m.
