The Lester Prairie City Council met in regular session on Tuesday October 14, 2014. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion Foust; Second Hoof; Carried Unanimously; To accept and approve the September Minutes as submitted.
Motion Angvall; Second Messer; Carried Unanimously; To accept and approve the September Treasurer’s Report as submitted.
General consensus of the City Council was for Clerk Pawelk to re-inform the school district the City will take the cable TV equipment back and dispose of it accordingly as directed earlier this spring.
Motion Angvall; Second Messer; Carried Unanimously; To approve the change of ownership in the Solar Photovoltaic System Purchase Power Agreement.
General consensus of the City Council was to have the Clerk’s Office check into a possible phone system that could handle water and sewer emergency calls with either call forwarding or messaging.
At 7:30 p.m. Mayor Heimerl opened the Assessment Public Hearing. Clerk Pawelk said there were unpaid bills against three properties. The amount totals $1,588.21.
There was no input from the public.
Councilman Hoof stated the property owner with the $30.00 late fee for non-payment of her water, sewer, and garbage bill contends she did not receive the bill and she attempted to speak with someone from the City however, no one would ever call her back.
There was no other input received and Mayor Heimerl closed the public hearing at 7:35 p.m.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 16-14 A RESOLUTION ADOPTING ASSESSMENT FOR UNPAID BILLS Councilmember Foust seconded the motion and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 16-14 adopted by a unanimous vote this 14th day of October, 2014.
Motion Angvall; Second Heimerl; Carried Unanimously; To award the 2014-2015 Snow Removal work to Litzau Excavating, Inc. as quoted.
General consensus of the City Council was for Police Chief Carlson to work with the City Attorney to prepare an ordinance regulating skateboard use.
Motion Hoof; Second Messer; Carried Unanimously; To have Bob Shanahan’s Tree Service remove the large Ash tree in Central Park at the quoted cost of $600.00.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION 17-14 A RESOLUTION ESTABLISHING A RENTAL DEPOSIT FOR THE CITY PARK SHELTER The foregoing motion was duly seconded by Councilman Angvall and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 17-14 adopted by a unanimous vote this 14th day of October, 2014.
Motion Angvall; Second Foust; Carried Unanimously; To authorize office staff to make a change in telephone and internet service should they determine it would be beneficial.
General consensus was to table the issue of water and sewer rates until the November meeting in order to allow Councilmembers more time to review the information provided.
General consensus of the City Council was to request the recommended changes to the franchise agreement to Mediacom and not sign their proposed agreement at this time.
Motion Angvall; Second Foust; Carried Unanimously; To accept and approve the 9 month actual budget as provided.
Motion Heimerl; Second Messer; Carried Unanimously; To allow the City Office to be closed Friday, December 26th.
Motion Hoof; Second Foust; Carried; To not increase the bio-solid disposal rate for the City of Mayer.
General consensus of the City Council was for Chief Carlson to follow through with the blight and have the vehicles towed.
General consensus of the City Council was the City will pay 80% of the amount due to Dietel Plumbing & Heating and RAM Buildings and the remaining amount once the final inspections have been made and the project accepted.
Motion Hoof; Second Angvall; Carried Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:00 p.m.
