December 9, 2014
The Lester Prairie City Council met in regular session on Tuesday, December 9th, 2014. Mayor Heimerl called the meeting to order at 7:00 p.m.
Mayor Heimerl opened the Truth in Taxation Public Hearing at 7:00 p.m. Clerk Pawelk informed those in attendance the proposed levy reduced by $64.00 compared to 2014. There was no public input received either written or orally.
Motion – Angvall; Second – Hoof; Carried – Unanimously; To close the public hearing at 7:11 p.m.
Motion – Angvall; Second – Messer; Carried – Unanimously; To invest the unused $10,000.00 from the 2014 Cemetery budget into a certificate for stone repair.
Motion – Angvall; Second – Foust; Carried – Unanimously; To invest unused funds from the 2014 Park budget into certificates for warming house upgrades, picnic tables, benches and playground equipment as requested.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the November Minutes as submitted.
Motion – Angvall; Second – Hoof; Carried – Unanimously; To accept and approve the November Treasurer’s Report as submitted.
General consensus of the City Council was that Councilman Angvall was to replace incandescent lights bulbs with the LED bulbs and submit for the 50% rebate program through Xcel Energy.
Motion – Heimerl; Second – Messer; Carried – Unanimously; To allow Hillard Klaustermeier to organize 4 to 6 music in the park events on Tuesday nights at no charge.
Motion – Angvall; Second – Hoof; Carried – Unanimously; To authorize the refurbishing of Tanker #2 as recommended by the Fire Department, a matching grant application to be submitted to the DNR, during 2015, for the purchase of a 4x4 UTV on tracks.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 20-14 A RESOLUTION ESTABLISHING THE 2015 LEVY The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 20-14 adopted by a unanimous vote this 9th day of December, 2014.
Motion – Hoof; Second – Messer; Carried – Unanimously; To adopt and approve the 2015 Budget as amended.
Councilman Angvall introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 315 AN ORDINANCE AMENDING THE WATER RATES AND SEWER RATES IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 315 adopted by a unanimous vote this 9th day of December, 2014.
Councilmember Foust introduced the following ordinance and moved for its adoption: ORDINANCE NO. 316 AN ORDINANCE ADDING SECTION 2.4.11.1 TO THE LESTER PRAIRIE MUNICIPAL CODE 2.4, WATERWORKS The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 316 adopted by a unanimous vote this 9th day of December, 2014.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-14 A RESOLUTION AMENDING THE BASIC PERSONNEL POLICY FOR THE CITY OF LESTER PRAIRIE, EFFECTIVE JANUARY 1, 2015 The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 19-14 adopted by a unanimous vote this 9th day of December, 2014.
Motion – Angvall; Second – Messer; Carried – Unanimously; To authorize Clerk Pawelk to pay 2014 claims received prior to December 31, 2014.
General consensus was to meet for a workshop at 6 p.m. on January 13th, for employees.
Motion – Angvall; Second – Messer; Carried – Unanimously; To give fulltime employees and the permanent part-time office person a 5% wage increase effective the first full pay period of January.
Motion – Heimerl; Second – Hoof; Carried – To give the part-time police officers a $ .25/hr. pay increase effective the first full pay period of January.
Motion – Angvall; Second – Hoof; Carried – Unanimously; To approve the following licenses for 2015: Off Sale Liquor – Prairie Liquor Cabinet, Dodge House and One Eyed Willy’s. On Sale Liquor – One Eyed Willy’s and Dodge House; Entertainment – One Eyed Willy’s and Dodge House; Coin Device Machines – One Eyed Willy’s (4) and Dodge House (3).
Motion – Angvall; Second – Hoof; Carried – Unanimously; To enter into Animal Impound Agreements with both the Lester Prairie Veterinary Clinic and Countryside Veterinary Clinic.
Councilman Angvall introduced the following ordinance and moved for its adoption: ORDINANCE NO. 317 AN ORDINANCE ADDING SECTION 4.9 TO THE LESTER PRAIRIE MUNICIPAL CODE REGARDING ROLLER BLADES, ROLLER SKATES, ROLLER SKIS AND SKATEBOARDS The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 317 adopted by a unanimous vote this 9th day of December, 2014.
Motion – Angvall; Second – Messer; Carried – Unanimously; To enter into a Joint Powers Agreement to be a member of the Southwest Metro Drug Task Force.
General consensus of the City Council was to have Gary Weiers of David Drown Associates attend the February meeting at 6:00 p.m. to determine what type of administration position the City Council is seeking.
Motion – Angvall; Second – Hoof; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 8:30 p.m.
