Feb. 17, 2015
Pursuant to public notice of a date change, the Lester Prairie City Council met in regular session on Tuesday, February 17, 2015. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion- Foust; Second – Hoof; Carried – Unanimously; To accept and approve the January Minutes as submitted.
Motion – Messer; Second – Hoof; Carried – Unanimously; To accept and approve the January Treasurer’s Report as submitted.
General consensus of the City Council was to invite County Commissioner Shimanski to the March meeting.
Motion – Heimerl; Second – Foust; Carried – Unanimously; To accept and approve the 2014 Audit as prepared and submitted by Baker Tilly Virchow Krause LLC and have Clerk Pawelk publish the required portions of the audit report.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 7-15 RESOLUTION TO GRANT EASEMENTS ACROSS 100 MAPLE ST. SOUTH The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 319 adopted by a unanimous vote this 17th day of February, 2015.
Motion – Foust; Second – Hoof; Carried – Unanimously; To increase the part-time police officer wages to $15.75/hr. effective the next pay period.
Councilman Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 320 AN ORDINANCE REVISING THE TERM ROLLER BLADES TO INLINE SKATES The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken.
Mayor Heimerl declared Ordinance No. 320 adopted by a unanimous vote this 17th day of February, 2015.
Motion – Messer; Second – Foust; Carried – Unanimously; To authorize the purchase of four aluminum players benches at the cost of $2,000.00, including installation and utilizing the funds previously set aside for benches.
Motion – Messer; Second – Hoof; Carried – Unanimously; To allow the purchase of four disk golf sets at the cost of $150.00.
Motion – Hoof; Second – Messer; Carried – Unanimously; To authorize the purchase of 20 resistance bands for water aerobics at the cost of $100.00.
Motion – Foust; Second – Hoof; Carried – Unanimously; To authorize the purchase of two changing tables at the cost of $408.00.
Motion – Messer; Second – Heimerl; Carried – Unanimously; To authorize the purchase of two soap dispensers at the cost of $150.00.
General consensus was to table the purchase of hand dryers until the installation cost is known and if there are other less expensive variations.
Motion – Heimerl; Second – Messer; Carried – Unanimously; The day to day swimming pool operations will be the responsibility of the office and maintenance staff.
Councilman Hoof introduced the following motion and moved for its adoption. RESOLUTION NO. 8-15 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2015 3400 XL DIESEL BOBCAT UTV AND TRAILER The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 8-15 adopted by a unanimous vote this 17th day of February, 2015.
Councilman Messer introduced the following motion and moved for its adoption:ORDINANCE NO. 319 AN ORDINANCE AMENDING CHAPTER 5, SPECIFICALLY SECTIONS 5.1.2.1 EXEMPTED WORK (A) AND (B) LAND USE AND CONTROL, IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY
The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 319 adopted by a unanimous vote this 17th day of February, 2015.
Motion – Heimerl; Second – Hoof; Carried – Unanimously; To waive the sewer charge due to water leaks for properties located at 131 Maple Street North and 900 Second Avenue South, Lot 16 based on the fact the water did not go through the sewer system. All other charges will remain, including the sewer debt charge.
Mayor Heimerl introduced the following motion and moved for its adoption: ORDINANCE NO. 321 AN ORDINANCE AMENDING LESTER PRAIRIE MUNICIPAL CODE, SECTION 4.8, REGULATIONS FOR THE USE OF GOLF CARTS (OR SIMILAR VEHICLES) WITHIN THE CITY OF LESTER PRAIRIE. The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken.
Mayor Heimerl declared Ordinance No. 321 adopted by a unanimous vote this 17th day of February, 2015.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 9-15 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2015 O’Brien 7040-SC Trailer with Jet The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 9-15 adopted by a unanimous vote this 17th day of February, 2015.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 6-15 RESOLUTION ALLOWING A PREMISE PERMIT The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 6-15 adopted by a unanimous vote this 17th day of February, 2015.
Motion- Foust; Second – Hoof; Carried – Unanimously; To allow the housing of four dogs at 205 Hickory Street South for the time period of February until May 1.
Mayor Heimerl introduced the following motion and moved for its adoption: RESOLUTION 10-15 A RESOLUTION AUTHORIZING AND APPROVING THE FORMATION OF AN EMPLOYEE SAFETY COMMITTEE The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 10-15 adopted by a unanimous vote this 17th day of February.
Motion – Heimerl; Second – Hoof; Carried – Unanimously; To hire Daniel Anderson as a reserve officer for the Lester Prairie Police Department.
Motion – Hoof; Second – Foust; Carried – Unanimously; To authorize Mayor Heimerl to sign a letter approving the cancellation of a letter of credit for Mediacom Minnesota LLC.
Motion – Hoof; Second – Foust; Carried – To pay the claims as submitted with the exception of HJ Marketing & Media in the amount of $638.00.
Mayor Heimerl adjourned the meeting at 8:58 p.m.
