LESTER PRAIRIE CITY COUNCIL MINUTES
JULY 14, 2015
The Lester Prairie City Council met in regular session on Tuesday, July 14, 2015. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the June Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the June Treasurer’s Report as submitted.
Motion- Hoof; Second – Dahl; Carried – Unanimously; To submit a request To the Public Employees Retirement Association for a cost analysis for a benefit level change in the Statewide Volunteer Firefighter Retirement Plan.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept the donations as received for the Trail Project and authorize the work to be done by Litzau Excavation at the quoted cost of $16,800.00.
Motion – Dahl; Second – Foust; Carried – Unanimously; To prepare a letter of support to Representative Glen Gruenhagen for requesting $900,000.00 to be put in the 2016 bonding bill.
Motion – Foust; Second – Hoof; Carried – Unanimously; To approve of the Dodge House to conduct Freedom Fest on September 19th. Juniper Street North can be closed off as of 2 p.m. They will be required to pay for 16 hours of additional police coverage and that cost will need to be paid prior to the event being held.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 24-15 REVISED RESOLUTION TO GRANT EASEMENTS ACROSS 100 MAPLE ST. SOUTH The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 24-15 adopted by a unanimous vote this 14th day of July, 2015.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 22-15 A RESOLUTION ACCEPTING RESIGNATION OF POLICE OFFICER The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 22-15 adopted by a unanimous vote this 14th day of July, 2015.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 23-15 A RESOLUTION PROMOTING A PART-TIME OFFICER TO FULL-TIME STATUS The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 23-15 adopted by a unanimous vote this 14th day of July, 2015.
Motion – Messer; Second – Foust; Carried – Unanimously; To acknowledge and accept the 6 month actual budget as presented.
General consensus of the City Council was for members to use budget sheets from the 6 month actual budget to prepare budgets for 2016 and to get that information to the City Clerk by the end of July for the August meeting. Preliminary review will begin at the August meeting and it will be determined at that if another meeting needs to be prior to the September meeting.
Councilman Foust introduced the following ordinance and moved for its adoption: ORDINANCE NO. 322 AN ORDINANCE REPLACING SECTION 5.4 BUILDING CODE OF THE LESTER PRAIRIE MUNCIPAL CODE IN ITS ENTIRETY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 322 adopted by a unanimous vote this 14th day of July, 2015.
General consensus was for Councilman Messer to work with resident Reada Lukes to determine what work needs to be done on the silent policeman and obtain a cost. That information should be brought back to the August meeting.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 25-15 A RESOLUTION AMENDING THE SUPPLEMENTAL POLICY AND PROCEDURES MANUAL FOR THE LESTER PRAIRIE POLICE DEPARTMENT The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 25-15 adopted by a unanimous vote this 14th day of July, 2015.
Motion – Messer; Second – Foust; Carried – Unanimously; To accept and approve the modified job description for the Community Development Coordinator position.
Motion – Hoof; Second – Messer; Carried – Unanimously; To promote from within and offer the Community Development Coordinator position to Adam Birkholz.
Motion – Messer; Second – Foust; Carried – Unanimously; To form a committee consisting of Councilmember Foust, Mayor Angvall and Clerk Pawelk to prepare a salary structure for the Community Development Coordinator position contingent upon approval of the City Attorney that it isn’t an open meeting law violation.
Motion – Hoof; Second – Foust; Carried – Unanimously; To authorize and hire Lee Ford Construction to make structural modifications in city hall thereby creating office spaces at the cost of $16,877.00; A1 Electric to do necessary electrical work at the cost of $2,815.00; Heldt Painting to do the painting at the cost of $2,837.70.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To hire Lee Ford Construction to remodel the North meeting room by removing the existing entry door and wanes coating, install a new double Oak door with glass, grit work and side lights at the cost of $5,695.00.
Motion – Dhal; Second – Messer; Carried – Unanimously; To have Clerk Pawelk seek quotes from consultants to work with the City to review the job descriptions and point values, as well as, held develop wage scales for those positions.
General consensus of the City Council was for department heads to put 6% into the 2016 wage line items for planning purposes only.
Motion – Hoof; Second – Foust; Carried – Unanimously: To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 9:45 p.m.
