August 10, 2015
The Lester Prairie City Council met in regular session on Tuesday, August 10, 2015. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the July Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the July Treasurer’s Report as submitted.
Motion – Foust; Second – Messer; Carried – To authorize Darian Litzau of Litzau Excavating to proceed with phase two of trail construction at the quoted amount of $7,550.00.
General consensus of the City Council was to table action regarding the revised personnel policy and have Councilman Dahl and Clerk Pawelk work together to clarify wording in the revised personnel policy and what sections will apply to various personnel.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 26-15 A RESOLUTION OF SUPPORT FOR THE STATE OF MINNESOTA FUNDING OF THE LESTER PRAIRIE EXTENSION OF THE DAKOTA RAIL REGIONAL TRAIL The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 26-15 adopted by a unanimous vote this 11th day of August, 2015.
Motion – Dahl; Second – Foust; Carried – Unanimously; To have Attorney Winters send the owner of the property in Prairie Ridge a letter informing him the grass/weeds need to be mowed and kept to below 8” or the City will have the property mowed and assess the cost back to the property.
At 8:20 p.m., Mayor Angvall informed those in attendance the City Council was going to close the meeting to the public to discuss wage negotiations and filling an administration position.
Mayor reconvened the public meeting at 8:33 p.m.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 27-15 A RESOLUTION CREATING AN ADMINISTRATION POSITION AND PROMOTING AN EMPLOYEE TO THAT POSITION The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 27-15 adopted by a unanimous vote this 11th day of August, 2015.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 28-15 A RESOLUTION AUTHORIZING THE VACANCY OF A MAINTENANCE WORKER POSITION AND AUTHORIZING THE ADVERTISEMENT TO FILL THE POSITION The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 28-15 adopted by a unanimous vote this 11th day of August, 2015.
Motion – Messer; Second – Hoof; Carried – Unanimously; To Maintenance Worker wage range shall be between $16.00 and $19.00 per hour with a tentative start date of September 28th, 2016.
Motion – Hoof; Second – Messer; Carried – To pay for the parade candy purchased by the Mayor for Prairie Days for this year.
Motion – Hoof; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 9:03 p.m.
