Sept. 8, 2015
The Lester Prairie City Council met in regular session on Tuesday, September 8, 2015. Mayor Angvall called the meeting to order at 7 p.m.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the August Minutes as submitted.
Motion – Messer; Second – Foust; Carried – Unanimously; To accept and approve the August Treasurer’s Report as submitted.
Motion – Foust; Second – None; Motion – Failed due to lack of a second: To waive the $30.00 late charge on the utility for a resident that had been hospitalized.
Motion – Messer; Second – Hoof; Carried – To accept and approve the donation of two signs for the Dakota Trail as purchased and installed by the Trail Committee.
General consensus of the City Council was not to pay to have a map drawn of the trail but rather committee members can sketch together their plans.
Motion – Hoof; Second – Messer; Carried – To try placing double faced signs at the three private approaches stating “not an exit” on one side and “not an entrance” on the other. Councilman Hoof and Clerk Pawelk are to work on the wording and placement.
General consensus of the City Council was also for the Trail Committee Members contact the DNR and see if more trail signs are available to them at no cost, including any that would advise trail users to “stay on trail”.
Motion – Dahl; Second – Messer; Carried – Unanimously; To authorize the purchase of office furnishings for both offices with the cost not to exceed a total of $8,000.00.
Motion – Angvall; Second – Messer; Carried – Unanimously; To authorize Adam Birkholz and Marilyn Pawelk to determine what cell phone carrier to utilize with the cost not to exceed $160.00 per month for four phones plus fees, and up to $2,000.00 for four cell phones.
Motion – Angvall; Second –Messer; Carried – Unanimously; To authorize BusinessWare Solutions to assess the computer needs and upgrades and provide a quote. Once the quote is obtained, it will be provided to City Councilmembers for review. Purchase of computer hardware and software should not exceed $12,000.00.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept the preliminary 2016 Budget as proposed.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 31-15 A RESOLUTION ESTABLISHING THE PROPOSED 2016 LEVY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 31-15 adopted by a unanimous vote this 8th day of September, 2015.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 29-15 RESOLUTION TO ADOPT THE REVISED PERSONNEL POLICY The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 29-15 adopted by a unanimous vote this 8th day of September, 2015.
Motion – Foust; Second – Hoof; Carried – Unanimously; To authorize Brahm Monuments to repair foundations and tipped stones in the Cemetery with the cost, including the necessary black dirt, not to exceed $10,000.00.
Motion – Messer; Second – Hoof; Carried – Unanimously; To authorize the replacement of the backboard and rim in the park at the cost of $996.39.
Motion – Messer; Second – Dahl; Carried – Unanimously; To allow the purchase of two surface mount player benches at the cost of $1,186.00 plus shipping with the funds to be taken from the remaining funds for player benches and picnic tables.
General consensus was not to spend any money at this time on the warming house building.
Motion – Messer; Second – Hoof; Carried – Unanimously; To have two trees removed in the area of the Lions Field at the cost of $900.00.
General consensus was to not consider slide replacement in 2016.
Motion – Angvall; Second – Dahl; Carried – Unanimously; To allow the Lester Prairie Police Department to assist the MN State Patrol and/or McLeod County Sheriff’s Department in saturation enforcement patrols through January, 2017.
Motion – Dahl; Second – Foust; Carried – Unanimously; To pay an additional contribution amount of $1,500.00 to the Police and Fire P.E.R.A. on behalf of the Fire Department.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To increase the annual retirement amount to $6,000.00 in 2016.
Motion- Hoof; Second – Dahl; Carried – Unanimously; To inform Carver County Department of Land Management that the City doesn’t have any objections to the conditional use permit as requested by Carver County Public Works for bridge replacement and working in a floodplain.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 30-15 POLICE P.E.R.A. DECLARATION The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 30-15 adopted by a unanimous vote this 8th day of September, 2015
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION 32-15 A RESOLUTION HIRING A FULLTIME MAINTENANCE WORKER The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 32-15 adopted by a majority vote this 8th day of September, 2015.
General consensus of the City Council was the City would not purchase a planter or bench for the Post Office.
Motion – Hoof; Second Dahl; Carried – Unanimously; To enter into a year agreement with Safe Assure to provide safety training.
Motion – Hoof; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 9:15 p.m.
