November 10, 2015
The Lester Prairie City Council met in regular session on Tuesday, November 10, 2015. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Dahl; Carried – Unanimously; To accept and approve the October Minutes as submitted.
Motion – Hoof; Second – Messer; Carried – Unanimously; To accept and approve the October Treasurer’s Report as submitted.
General consensus of the City Council was to hold a workshop beginning at 6:30 p.m. on December 1 to discuss economic development and housing ideas.
Motion – Dahl; Second – Foust; Carried – Unanimously; To enter into an agreement with Sunny Hesse to review, revise and propose final drafts for the City’s job descriptions with the total cost not to exceed $716.00.
General consensus of the City Council was to table further discussion to the December meeting to give councilmembers ample time to review the information and consider the options.
General consensus of the City Council was that no additional work would be done with the trail at this time and it could potentially be a spring project.
General consensus of the City Council was the use of the north room has not changed and that it was a rumor circulating through the community that the room would not be available for organizations to use. Although, sometime in the future it may be designated as strictly a “city council chambers”, it currently remains available to the organizations.
Motion – Dahl; Second – Hoof; Carried – Unanimously; There will not be an increase at this time to the City of Mayer for bio-solid disposal.
Motion – Foust; Second – Dahl; Carried – Unanimously; To enter into an Assessment Agreement with McLeod County at the rate of $8,316.00 for the year 2016.
Motion – Hoof; Second – Messer; Carried – Unanimously; To authorize the purchase of a 72” high flow bobcat brushcat in the amount of $4,707.50 from Farm-Rite Equipment Inc. of Dassel.
Motion – Messer; Second – Hoof; Carried – Unanimously; To authorize Fritz Bobcat and Landscaping to re-install fencing in the park at the cost of $895.00.
Councilman Foust introduced the following ordinance and moved for its adoption: ORDINANCE NO. 323 AN ORDINANCE AMENDING LESTER PRAIRIE MUNICIPAL CODE, SECTION 6.5, ENTERTAINMENT LICENSES WITHIN THE CITY OF LESTER PRAIRIE. The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 323 adopted by a majority vote this 10th day of November, 2015.
Motion – Messer; Second – Dahl; Carried – Unanimously; To advertise for part-time police officers.
Motion – Dahl; Second – Foust; Carried – Unanimously; To increase Officer Joshua Fahey’s hourly wage $ .25/hr. effective the start of the next pay period.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 36-15 RESOLUTION APPROVING AMENDMENTS TO THE LESTER PRAIRIE POLICE POLICY AND PROCEDURES MANUAL The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 36-15 adopted by a unanimous vote this 10th day of November, 2015.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 37-15 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2016 POLICE INCEPTOR VEHICLE The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 37-15 adopted by a unanimous vote this 10th day of November, 2015.
Motion – Foust; Second – Hoof; Carried – Unanimously; To authorize the purchase of three converter boxes for the DVD players to be used with the local access channel.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 9:05 p.m.
