December 8, 2015
The Lester Prairie City Council met in regular session on Tuesday, December 8, 2015. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion- Hoof; Second – Messer; Carried – Unanimously; To accept and approve the November Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the November Treasurer’s Report as submitted.
General consensus of the City Council was not to approve the two job descriptions submitted this evening so they have time to review the information.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 40-15 RESOLUTION RECEIVING REPORT FOR SECOND AVENUE NORTH STORM SEWER CONSTRUCTION The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 40-15 adopted by a unanimous vote this 8th day of December, 2015.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 39-15 A RESOLUTION ESTABLISHING THE 2016 LEVY The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 39-15 adopted by a unanimous vote this 8th day of December, 2015.
Motion – Messer; Second – Foust; Carried – Unanimously; To accept and approve the 2016 final budget as amended.
Councilman Dahl introduced the following ordinance and moved for its adoption”: ORDINANCE NO. 324 AN ORDINANCE AMENDING THE WATER RATES IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 324 adopted by a unanimous vote this 8th day of December, 2015.
Motion – Dahl; Second – None; Motion – Died for lack of a second: To increase the sewer rates to $8.50 per 1,000 gallons of water consumed.
Councilman Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 325 AN ORDINANCE AMENDING THE SEWER RATES IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 325 adopted by a unanimous vote this 8th day of December, 2015.
Motion – Foust; Second – Hoof; Carried – Unanimously; To authorize the City Clerk to pay claims submitted during December for 2015.
Motion – Dahl; Second – Foust; Carried – Unanimously; To authorize staff to contact David Drown Associates as consultants to assist with the development of a Subsidy Plan, Revolving Loan Plan and work with Mid MN Development Commission to update the City’s Comprehensive Plan.
General consensus of the City Council was for Adam Birkholz to check into a cost estimate if the City would acquire land from Mark Garber for a small parking lot and to speak with property owners of a 5 acre parcel of land as to possible purchase for industrial development.
Motion – Messer; Second – Hoof; Carried – Unanimously; To authorize from the Park Fund the investment of $ 10,000.00 to be used toward pool slide replacement and $2,501.87 to be reinvested for the warming house.
Motion – Foust; Second – Messer; Carried – Unanimously; To authorize Clerk Pawelk to permanently transfer funds from the General Fund to the City Hall Fund towards the latter part of December to eliminate the fund deficit.
Motion – Hoof; Second – Foust; Carried – Unanimously; To appoint Luke Meyer to the Planning Commission with his term expiring December 31, 2016.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 38-15 A RESOLUTION ACCEPTING RESIGNATION OF PART-TIME OFFICER The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 38-15 adopted by a unanimous vote this 8th day of December, 2015.
General consensus of the City Council was that no funds will be committed at this time for improvements to the trail nor will a barrier be erected.
Motion – Messer; Second – Foust; Carried – Unanimously; To remaining donated funds will be placed in a certificate earmarked for the trail and no additional expenditures will be authorized at this time.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:44 p.m.
