January 12, 2016
The Lester Prairie City Council met in regular session on Tuesday, January 12, 2016.
Prior to the meeting being called to order, recognition was given to Officer Fred Blaser. He officially retired from the City as a part-time officer on December 31, 2015. He worked as a fulltime officer for the City from 1975 until 2002. He returned as a part-time officer in 2003 and has now retired from service.
Mayor Eric Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the December Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the December Treasurer’s Report as submitted.
General consensus of the City Council was to not attempt to clear ice and snow from the Safe Routes to School sidewalk East of Redwood Street until the construction as Casey’s is complete and the area restored.
Motion – Dahl; Second – Messer; Carried – Unanimously; To approve the job descriptions as revised and have submitted to the wage consultant.
Councilman Foust introduced the following resolution and moved for its adoption:
RESOLUTION NO. 3-16
A RESOLUTION AUTHORIZING THE SUBMISSION OF A DEPARTMENT OF HOMELAND SECURITY GRANT APPLICATION
The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 3-16 adopted by a unanimous vote this 12th day of January, 2016.
Motion – Foust; Second – Dahl; Carried – Unanimously; To accept and approve the 2015 Actual Budget as prepared and submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To approve the following 2015 claims as paid.
General consensus of the City Council was to not apply for a DNR Trails Grant at this time due to funding constraints and not knowing the status of the State Bonding Bill.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To authorize the purchase of a second rifle with attachments for the Police Department with the cost not to exceed $2,000.00
Councilman Foust introduced the following Resolution and moved for its adoption:
RESOLUTION NO. 1-16
A RESOLUTION ALLOWING AUTOMOTIVE
SERVICES AT ANDY’S BODY SHOP
The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 1-16 adopted by a unanimous vote this 12th day of January, 2016.
Councilman Foust introduced the following resolution and moved for its adoption:
RESOLUTION NO. 2-16
A RESOLUTION ALLOWING PURCHASES AT ANGVALL HARDWARE & MERCANTILE, INC.
The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 2-16 adopted by a majority vote this 12th day of January, 2016.
General consensus of the City Council was for the determination to be made whether Joan Kocourek is considered an independent contractor or an employee before any action is taken regarding a compensation increase.
Motion – Messer; Second – Hoof; Carried – Unanimously; To authorize $2,500.00 from the Park Budget be put into a certificate for future field lighting bulb replacement.
Motion – Hoof; Second – Messer; Carried – Unanimously; To make the following 2016 appointments and accept the Council Areas of Responsibility:
Acting Mayor – Larry Hoof
Assistant Weed Inspector & City Forester – Greg Mueller;
Emergency Management Director – Robert Carlson;
Official Newspaper – Herald~Journal;
Health Officer – Glencoe Regional Health Services;
Depositories – First Community Bank, Lester Prairie and 4M Fund (Municipal Money Market);
City Attorney: Gavin, Winters, & Long LLC
City Engineers: Bolton & Menk
Park Board Members – Troy Feltmann term expires December, 2017, Larry Roth term expires 2016, Chris Schultz term expires 2016, and Gene Starke term expires 2017;
Planning Commission Members – Merlin Mathews term expires 2017, and Fred Blaser term expires 2017; Jeremy Mullery term expires 2016 and Luke Meyer term expires 2016
Fire Department Officers – Chief 1 – Jim Hoof, Chief 2 – Dave Horsman, Chief 3 – Matt Tonn, Captain 1 – Scott Christenson, Captain 2 – Steve Dietel, Captain 3/Training Officer – Chris Bahr, Secretary – Shadd Dial, Treasurer – Paul Christensen;
Relief Association Officers – President – Josh Foust, Vice President – Wade Schultz, Secretary – Justin Thompson, Treasurer – Matt Tonn.
Motion – Dahl; Second – Foust; Carried – Unanimously; To approve the pay equity report as prepared and direct Clerk Pawelk to submit it to the State of MN.
Councilman Dahl introduced the following resolution and moved for its adoption:
RESOLUTION NO. 4-16
A RESOLUTION AUTHORIZING THE SALE OF ABANDONED PROPERTY
The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 4-16 adopted by a unanimous vote this 12th day of January, 2016.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To approve the fee schedule as provided from Bolton & Menk, Inc. for engineering services and appoint them as the City’s engineering firm.
Motion – Dahl; Second – Foust; Carried – unanimously; To issue a 3.2 Off Sale Non-Intoxicating Liquor License to Casey’s General Store.
Motion – Dahl; Second – Messer; Carried – To establish email addresses for Councilmembers and to connect them with the City’s website.
Motion – Hoof; Second – Messer; Carried - Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 9:05 p.m.
