LESTER PRAIRIE CITY COUNCIL MINUTES
FEBRUARY 9, 2016
The Lester Prairie City Council met in regular session on Tuesday, February 9, 2016. Acting Mayor Hoof called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the January Minutes as submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept and approve the January Treasurer’s Report as submitted.
Motion – Foust; Second – Dahl; Carried – Unanimously; To authorize the annual bike race to take place on Sunday, May 29th and use of the park and shelter.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 7-16 A RESOLUTION EXTENDING CONTRACT AGREEMENT WITH MNSPECT The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution No. 7-16 adopted by a unanimous vote this 9th day of February, 2016.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 8-16 A RESOLUTION AMENDING JOB DESCRIPTIONS FOR THE CITY OF LESTER PRAIRIE The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution 8-16 adopted by a unanimous vote this 9th day of February, 2016.
Motion – Messer; Second – Foust; Carried – Unanimously; To table further discussion regarding the wage compensation table to a future meeting when all councilmembers are in attendance.
General consensus of the City Council was to schedule a public hearing for the Business Subsidy Police and Revolving Loan Fund Program guidelines on the same evening if a special meeting is held for wage compensation otherwise, it will need to wait until sometime in March.
Motion – Foust; Second – Messer; Carried – Unanimously; To authorize the trade in of the zero turn lawn mower and purchase of a new zero turn mower from Arnold’s of Glencoe for the net cost of $4,500.00.
Motion – Foust; Second – Dahl; Carried – Unanimously; To authorize the purchase of a projector with the cost not to exceed $500.00.
General consensus was to take no action on light retrofitting to LED at this time.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept the $1,200.00 donation from the Herald Journal with the funds to be used towards replacing the siding on a storage shed in the park.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the preliminary draft of the 2015 audit.
Motion – Foust; Second – Messer; Carried – Unanimously; To approve the Operations and Maintenance Agreement amendment with PeopleService effective April 1, 2016.
Motion – Foust; Second – Dahl; Carried – Unanimously; To release Joshua Fahey from probationary status and wait until the compensation scale is complete and approved.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 6-16 A RESOLUTION ACCEPTING RESIGNATION OF PART-TIME OFFICER The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution No. 6-16 adopted by a unanimous vote this 9th day of February, 2016.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION 5-16 RESOLUTION AUTHORIZING CITY CLERK TO EXECUTE AGREEMENT FOR MINNESOTA COURT DATA SERVICES The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution No. 5-16 adopted by a unanimous vote this 9th day of February, 2016.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 9-16 A RESOLUTION TO CONTRACT WITH AN INDEPENDENT CONTRACTOR FOR TRANSCRIBING SERVICES FOR THE CITY OF LESTER PRAIRIE The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution No. 9-16 adopted by a unanimous vote this 9th day of February, 2016.
Motion – Messer; Second – Dahl; Carried – Unanimously; To pay the claims as submitted.
Acting Mayor Hoof adjourned the meeting at 8:17 p.m.
