June 14, 2016
The Lester Prairie City Council met in regular session on Tuesday, June 14, 2016. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the May Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the May Treasurer’s Report as submitted.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To advertise the 1996 International truck for sale again with a minimum bid of $8,000.00 and quotes should be brought to the July meeting.
Motion – Foust; Second – Hoof; Carried – Unanimously; To give Grace Nelson, 2014-15 Ambassador for the City of Lester Prairie, a $200.00 donation for her to attend and represent Lester Prairie at the Aquatennial and the funds will be taken from Economic Development.
Motion – Messer; Second – Foust; Carried – To authorize the purchase of three Dakota Rail signs with arrows from Greater MN Communications at the cost of $23.00 each and to have the signs installed by McLeod County Highway Department with the cost taken from the Dakota Trail savings certificate.
Motion – Dahl; Second – Hoof; Carried – To order the custom polyethylene signs to be placed at the accesses owned by Deb Mathews at the cost of $28.00 with the funds being taken out of the Trail savings certificate.
Voting for the motion: Dahl, Hoof, Angvall and Messer
Voting against the motion: Foust
Abstained form vote: None
Motion – Dahl; Second – Hoof; Carried- To issue a variance request to Clarence & Julie Gerjstad to construct a 36’ x 48 pole shed with the conditions that it match the house in color and style, is located the in the rear yard, and meets the side and rear yard setbacks.
Voting for the motion: Dahl, Hoof, Angvall and Messer
Voting against the motion: None
Abstained from vote: Foust
Motion – Dahl; Second – Hoof; Carried – Unanimously; To table further discussion regarding ground water drainage at the Prairie Ridge Development until the July meeting when the 6 month budgets have been completed and to determine if there would be financing available to have the work completed this fall.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To authorize a P.E.R.A. cost analysis be completed.
Motion – Foust; Second – Messer; Carried – Unanimously; To authorize the Mayor to enter into an agreement with Municipal Development Group LLC, at the reimbursable expenses rate per the schedule provided, to assist with creating a high density zone for dwelling units.
General consensus was to table further action regarding the Temporary Dwelling law until the July meeting and to give the Planning & Zoning Commission to address the issue, as well as, obtain more information as to the opt out process.
General consensus of the City Council was to table further discussion until the July meeting thereby, giving the Park Board time to discuss whether they want to plan for a basketball/tennis court project or just have a pole assembly constructed.
Motion –Dahl; Second – Hoof; Carried – Unanimously; To sell the Crystal Ball Omni Automatic Dialer to another City at the price of $800.00 if they are still interested.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION 24-16 A RESOLUTION ACCEPTING A PORTION OF COUNTY STATE AID HIGHWAY (CSAH) 23 AS A TURNBACK ROAD AND ACCEPTING RESPONSIBILITY FOR SAID PORTION OF THE ROADWAY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution no. 24-16 adopted by a unanimous vote this 14th day of June, 2016.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To appoint the following to serve as election judges for the City of Lester Prairie: Shirley Dibb, Gordon Houk, Audrey Litzau and Marilyn Pawelk.
Councilman Hoof introduced the following motion and moved for its adoption: ORDINANCE NO. 326 AN ORDINANCE REVISING SECTION 5.5.1.2, 5.5.2(b) AND 5.5.2.2(a) OF THE LESTER PRAIRIE CODE REGARDING BLIGHT The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 326 adopted by a unanimous vote this 14th day of June, 2016.
General consensus of the City Council was to change the August meeting date to August 16th and the November meeting date to November 15th.
Councilman Foust introduced the following motion and moved for its adoption: ORDINANCE NO. 327 AN ORDINANCE REVISING SECTION 2.8.1, ADDING DEFINITIONS IN 2.8.2 AND ADDING 2.8.7.1 OF THE LESTER PRAIRIE CODE REGARDING GARBAGE COLLECTION The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 327 adopted by a unanimous vote this 14th day of June, 2016.
Motion – Hoof; Second – Foust; Carried – Unanimously; To change the status of the Dodge House licenses to an Off Sale only license effective the close of business on September 3, 2016.
Motion – Dahl; Second – Foust; Carried – Unanimously; To remove Adam Birkholz from probationary status, increase his wage accordingly.
Motion – Hoof; Second – Dahl; Carried - Unanimously; To pay the claims as submitted.
At 8:50 p.m., Mayor Angvall requested to close the meeting to the public to discuss the employment status of a seasonal juvenile employee.
At 9:10 p.m. Mayor Angvall opened the closed meeting back up to the regular meeting.
Mayor Angvall adjourned the meeting at 9:10 p.m.
