LESTER PRAIRIE CITY COUNCIL
December 13, 2016
Pursuant to public notice of the time change and Truth in Taxation Public Hearing, the Lester Prairie City Council met on Tuesday, December 13, 2016. Mayor Angvall called the meeting to order at 6:45 p.m.
Mayor Angvall opened the Truth in Taxation Public hearing at 6:45 p.m. Clerk Pawelk presented the 11 month actual budget and reviewed the levy. Adam Birkholz explained the City’s tax capacity and building valuation. The tax capacity has decreased from 93.25% to 87.5% and the building valuation for the City increased by $128,900.00.
Councilman Foust reviewed portions of the current budget, for which he had questions, regarding under budgeted increases on various line items.
No public input was received either orally or in writing.
Mayor Angvall closed the public hearing at 7:04 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the November Minutes as submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept and approve the November Treasurer’s Report as submitted.
Motion – Foust; Second – Dahl; Carried – Unanimously; To allow Bergen Township to rent the meeting room in city hall on a monthly basis at the rate of $45.00 per meeting. They will meet on Wednesdays and billings will be sent to them on a monthly basis.
Motion – Dahl; Second – Messer; Carried – Unanimously; To approve the application and issuance of an On Sale Liquor License, Sunday Liquor License, Entertainment License and two coin device machines. Also, approve of the issuance of an Off Sale Liquor License by the MN Department of Public Safety, Alcohol and Gambling Division contingent upon proof the proper insurance coverage has been obtained.
Motion – Foust; Second – Messer; Carried – Unanimously; To approve the application and issuance of an On Sale Liquor License, Sunday Liquor License, Entertainment License, three coin device machines and Off Sale Liquor License to Little Big Man LLC, dba: One Eyed Willy’s.
Motion – Foust; Second – Dahl; Carried – Unanimously; To give the fulltime and permanent part-time employees a 2% cost of living increase effective the first full pay period in January.
Motion – Dahl; Second – Messer; Carried – Unanimously; To increase the employee Medical Allowance by $165.00 per month for full time employees.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the 2017 Budget as submitted.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 34-16 A RESOLUTION ESTABLISHING THE FINAL 2017 LEVY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 34-16 adopted by a unanimous vote this 13th day of December, 2016.
Motion – Messer; Second – Dahl; Carried – Unanimously; To enter into an agreement with Clarke Environmental Mosquito Management, Inc. for 2017 as proposed.
Councilman Messer introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 333 AN ORDINANCE ADDING 2.10, STORM WATER UTILITY FEE, TO THE LESTER PRAIRIE MUNICIPAL CODE The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 333 adopted by a unanimous vote this 13th day of December, 2016.
Councilman Dahl introduced the following ordinance and moved for its adoption: ORDINANCE NO. 331 AN ORDINANCE ADDING SECTION 5.10 ALTERNATIVE ENERGY SYSTEMS IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 331 adopted by a unanimous vote this 13th day of December, 2016.
Motion – Dahl; Second – Messer; Carried – To set a system permit fee at $150.00 for residential and $300.00 for commercial, manufacturing, churches and schools.
Motion – Dahl; Second – Foust; Carried – Unanimously; To authorize Clerk Pawelk to pay 2016 claims as received during the month of December.
Councilman Dahl introduced the following ordinance and moved for its adoption: ORDINANCE NO. 332 AN ORDINANCE AMENDING CHAPTER 5, SECTIONS 5.1.1.1 - 5.1.1.5, 5.1.16 OF THE MUNICIPAL CODE The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 332 adopted by a unanimous vote this 13th day of December, 2016.
Motion – Dahl; Second – Foust; Carried – Unanimously; To grant sanitation waivers for the following as requested for the months they are gone for the winter: 900 Second Avenue South, Lot 16; 125 Fir Street North, 140 Cedar Drive, 900 Second Avenue South, Lot 8, 223 Maple Street North and for the foreclosure at 1108 Prairie Ridge Lane.
Motion – Foust; Second – Messer; Carried – Unanimously; To enter into a joint powers agreement with the Southwest Metro Drug Task Force.
Motion – Dahl; Second – Messer; Carried – Unanimously; To authorize $15,000.00 be put into a certificate and earmarked for a pool heater.
Motion – Foust; Second – Messer; Carried – Unanimously; To appoint Bolton and Menk as the City’s engineering firm for 2017.
Motion – Foust; Second – Dahl; Carried – Unanimously; To enter into an agreement with Baker Tilly Virchow and Krause for 2016 auditing services at the estimated cost of $20,250.00.
Motion – Messer; Second – Dahl; Carried – Unanimously; To authorize the Police Department to order another rifle so all three squads are equipped.
Motion – Foust; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
