January 10, 2017
The Lester Prairie City Council met in regular session on Tuesday, January 11, 2017. Mayor Eric Angvall called the meeting to order at 7:00 p.m.
Motion - Foust; Second - Messer; Carried Unanimously; To accept and approve the December Minutes as submitted.
Motion - Messer; Second - Dahl; Carried Unanimously; To accept and approve the December Treasurer’s Report as submitted.
Motion Foust; Second Messer; Carried Unanimously; To accept and approve the 2016 Actual Budget as received.
Motion Dahl; Second Messer; Carried Unanimously; To approve the following 2016 claims as paid in December:

NEW BUSINESS 2017
Oath of Office was administered to Eric Angvall, Mayor and Councilmembers Tim Dahl and Robert Messer.
General consensus was to include the property west of the planned (Surface Water Drainage Project in Prairie Ridge) project as an option when obtaining quotes.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 3-17 A RESOLUTION APPROVING PLANS AND AUTHORIZING QUOTES FOR A PRAIRIE RIDGE DRAINAGE PROJECT The foregoing resolution was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 3-17 adopted by a unanimous vote this 10th day of January, 2017.

Motion Dahl; Second Foust; Carried Unanimously; To send a letter to the McLeod County Board supporting the position of the McLeod County Historic Partnership Community Outreach Director.
Motion Foust; Second Dahl; Carried Unanimously; To grant sanitation waivers as requested for 210 Fir Street South, 111 Third Avenue South, 242 Hi-Mae Circle, 1025 Prairie Ridge Lane and 106 Hickory Street North.
Motion Dahl; Second Messer; Carried Unanimously; To allow the Gaylord Game Protection league to conduct a raffle in city hall on January 21 during a benefit being held.
General consensus was for Councilman Messer to work on a policy and schedule as to how the City will charge for use of city hall for fundraisers. A decision would not be made regarding the Ambassador’s fundraiser until further discussion takes place at the February meeting.
Councilman Foust introduced the following resolutions and moved for their adoption: RESOLUTION NO. 1-17 A RESOLUTION ALLOWING AUTOMOTIVE SERVICES AT ANDY’S BODY SHOP; RESOLUTION NO. 2-17 A RESOLUTION TO CONTRACT WITH AN INDEPENDENT CONTRACTOR FOR TRANSCRIBING SERVICES FOR THE CITY OF LESTER PRAIRIE Mayor Angvall declared Resolutions No. 1-17 and 2-17 adopted by a unanimous vote this 10th day of January, 2017.
Motion Foust; Second Dahl; Carried Unanimously; To deny the claim submitted in the total amount of $ 65.60 for mailbox replacement as there was no evidence of the mailbox being hit by a City snow plow, the Municipal Code clearly states the City will not be responsible for any damage resulting from snow plowing operations and an employee had bolted the mailbox back onto the post as a helpful gesture.
Motion Angvall; Second Foust; Carried Unanimously; To decrease the mileage reimbursement rate to $ .53 per mile effective immediately.
Motion Dahl; Second Messer; Carried Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:28 p.m.
