March 14, 2017
The Lester Prairie City Council met in regular session on Tuesday, March 14, 2017. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the February Minutes as submitted.
Motion – Hoof; Second – Dhal; Carried – Unanimously; To accept and approve the February Treasurer’s Report as submitted.
Motion – Dahl; Second – Foust; Carried – Unanimously; To table further discussion or action regarding culvert replacement until there was an expressed need and used materials located.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 6-17 A RESOLUTION AUTHORIZING THE AWARD OF A CONTRACT TO LITZAU EXCAVATING FOR IMPROVEMENTS TO ADDRESS A WATER SURFACE DRAINAGE ISSUE IN A PORTION OF THE PRAIRIE RIDGE DEVELOPMENT The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 6-17 adopted by a unanimous vote this 14th day of March, 2017.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 7-17 A RESOLUTION AUTHORIZING BOLTON & MENK, INC. TO DEVELOP A PAVEMENT MANAGEMENT PLAN The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 7-17 adopted by a unanimous vote this 14th day of March, 2017.
General consensus was to table further discussion on a fundraiser/benefit policy for city hall until the April meeting.
Motion – Hoof; Second – Foust; Carried – To approve of Krause LLC to sell intoxicating liquor off premise during Prairie Days and Freedom Fest. Approve closing a portion of Juniper Street North on August 19th for them to conduct a Freedom Fest event with a street dance and allow use of the old white picnic tables from the City Park.
Motion – Hoof; Second – Messer; Carried; To sign a new Assessment Agreement with McLeod County at the correct rate of $10.50 per parcel for 2017.
Motion – Hoof; Second - Messer; Carried – Unanimously; To approve the recommendations regarding the swimming pool, rates and advertising for summer staff as presented.
General consensus was for Employee Mueller to obtain additional information regarding the installation of a water meter at Central Park.
Motion – Dahl; Second – Foust; Carried- Unanimously; To authorize the Mayor to sign the PeopleService Agreement acknowledgement for the 2.1% increase rate change.
Motion – Dahl; Second – Messer; Carried – Unanimously; To lift the winter parking ban contingent upon snowfall. If there is snowfall, vehicles need to be removed from the streets.
Motion – Messer; Second – Hoof; Carried – Unanimously; To approve Pyrotechnic Display Inc. to provide the fireworks display and use of the white picnic tables from the main park and activities as requested.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To authorize the trade in of the lawn tractor at the net cost of $6,400.00 through Arnold’s of Glencoe.
Motion – Hoof; Second – Foust; Carried – Unanimously; To allow Greg Mueller to purchase a UTV mounted sprayer with the cost not to exceed $650.00.
Mayor Angvall introduced the following ordinance and moved for its adoption: ORDINANCE NO. 335 AN ORDINANCE ADDING SECTION 7.15 TO CHAPTER SEVEN AND AMENDING THE LESTER PRAIRIE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 335 adopted by a unanimous vote this 14th day of March, 2017.
Motion – Foust; Second – Dahl; Carried – Unanimously; To approve a Gambling Permit be issued by the State of Minnesota to Legion Post. #463.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:39 p.m.
