The Lester Prairie City Council met on Tuesday, April 11, 2017. Mayor Angvall called the meeting to order at 7:00 p.m..
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the March Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the March Treasurer’s Report as submitted.
General consensus of the City Council was for Mr. Burch, Adam Birkholz and the City’s Maintenance personnel meet and view the area of concern on 175th Street so further discussion and consideration can take place. Mr. Burch was also told to obtain a written proposal and cost estimates and bring information back to the May meeting. General consensus was that Mr. Mullery should put together a proposal if he is interested in serving as the City’s animal control person with the understanding he would be serving as an independent contractor, insurance would be required and there would need to be guidelines under which he operated.
Motion – Dahl Second – Messer; Carried – Unanimously; To amend the City Hall Rental Agreement to be the Lester Prairie City Hall Event Rental Agreement. The agreement shall list the exempt organizations and they shall be charged the $ 300.00 damage deposit however, the rental fee would be waived for their regular meetings, fundraisers and benefits.
Motion – Hoof; Second – Messer; Carried – Unanimously; To purchase a water meter for Central Park to be utilized with the lawn sprinkling system.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To authorize the work be done for the LED Lighting Retro fitting of the 13 business district pole lights with the cost not to exceed $7,500.00.
Councilman Foust introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 336 AN ORDINANCE ADDING SECTION 5.2.2.22 and 5.2.3A TO THE LESTER PRAIRIE MUNICPAL CODE TO CREATE A MINOR SUBDIVISION ORDINANCE The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 336 adopted by a unanimous vote this 11th day of April, 2017.
Motion – Foust; Second – Dahl; Carried – Unanimously; To enter into an animal impound agreement with Countryside Veterinary Clinic of Young America to be used as the need arises.
Motion – Foust; Second – Messer; Carried – Unanimously; To City will select the regular premium option for the Worker’s compensation Insurance.
Motion – Hoof; Second – Messer; Carried – Unanimously; To accept and approve the 2017 first quarter actual budget as corrected.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 8-17 A RESOLUTION AUTHORIZING ACCEPTANCE OF A “2017 TWINS FIELDS FOR KIDS” MATCHING GRANT TO BE USED FOR IMPROVEMENTS TO THE BASEBALL AND SOFTBALL FIELDS LOCATED ON 2ND AVE. S. AND DIRECTING THE PARK BOARD TO OBTAIN QUOTES FOR SAID IMPROVEMENTS The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 8-17 adopted by a unanimous vote this 11th day of April, 2017.
Motion – Foust; Second – Dahl; Carried – Unanimously; To authorize the expenditure of up to $1,500.00 for a Demand Analysis report relating to Sr. Living by the Clifton Allan Larson LLP group.
Motion – Hoof; Second – Messer; Carried – Unanimously; Interviews should be conducted and positions offered to those that appear to be viable employees for the summer seasonal positions. Updated information should be brought back to the City Council for the May meeting for final approval and scheduling plans.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 9:01 p.m.
