May 9, 2017
The Lester Prairie City Council met in regular session on Tuesday, May 9, 2017. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Hoof; Second – Messer; Carried – Unanimously; To accept and approve the April Minutes as submitted.
Motion – Hoof; Second – Messer; Carried – Unanimously; To accept and approve the April Treasurer’s Report as submitted.
General consensus of the City Council was not to put up the poster as requested as it may be viewed as offensive language.
Motion – Foust; Second – Dahl; Carried – Unanimously; To authorize Adam Birkholz to obtain a land appraisal for City owned property on Maple Street South at the approximate cost of $400.00.
Motion – Hoof; Second – Dahl, Carried – To authorize the shared cost with Bergen Township for the repair on 175th Street as quoted by Litzau Excavating with the City paying one-half or approximately $2,075.00 of the cost.
Motion – Dahl; Second – Messer; Carried – Unanimously; To hire the following as summer seasonal staff – Co-Pool Managers April Lee and Tasha Schiedel, Water Safety Instructors - Morgan Roush, Andrew Jackson and Clara Leverich; Guards – Blair Jilek, Andrew Jackson, Even Lee, Clara Leverich, Joey Mochinski and Trevor Schuette; Summer Maintenance – Nathanial Hausladen and Don Hoof as the pay scale rates.
Motion – Dahl; Second – Hoof; Carried – Unanimously; The City will continue to do day to day maintenance on the Dakota Trail which includes, mowing, weed control, brush cleanup and garbage removal but the City will not commit to asphalt maintenance.
Motion – Hoof; Second – Foust; Carried – Unanimously; To authorize up to use of 12 picnic tables from the city park for the community celebration of Prairie Days.
Councilman Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 337 AN ORDINANCE ADDING BUILDING MAINTENANCE AND APPEARANCE TO PUBLIC NUISANCES AND AMENDING SECTIONS 7.11.5 TO 7.11.11 OF THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 337 adopted by a unanimous vote this 9th day of May, 2017.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 9-17 RESOLUTION TO AUTHORIZE RELEASE OF SLIPWING, LLC FROM DEVELOPMENT CONTRACT The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 9-17 adopted by a unanimous vote this 9th day of May, 2017.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 10-17 RESOLUTION TO AUTHORIZE RELEASE OF SLIPWING, LLC FROM ASSESSMENT AGREEMENT The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 10-17 adopted by a unanimous vote this 9th day of May, 2017.
Motion – Dahl; Second – Foust; Carried – Unanimously; To authorize a sanitation waiver for the property at 76 Third Avenue Drive suspending service June 5 through September 11, 2017.
General consensus of the City Council was to schedule budget workshops for July 25 and August 22 at 7:00 p.m. Budgets should not be able the rate of inflation but stay within 0% - 2% and department heads should attend the July 25 workshop to discuss their budgets.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 11-17 A RESOLUTION AMENDING THE BASIC PERSONNEL POLICY FOR THE CITY OF LESTER PRAIRIE, EFFECTIVE May 10, 2017 The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 11-17 adopted by a unanimous vote this 9th day of May, 2017.
Motion – Dahl; Second – Foust; Carried – Unanimously; To authorize the purchase of vegetative petunias at the cost of $470.40.
Motion – Hoof; Second – Foust; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:43 p.m.
