June 13, 2017
The Lester Prairie City Council met in regular session on Tuesday, June 13, 2017. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion - Foust; Second - Messer; Carried – Unanimously; To accept and approve the May Minutes as submitted.
Motion - Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the May Treasurer’s Report as submitted.
Motion – Messer; Second – Hoof; Carried – Unanimously; To authorize Adam Birkholz to hire a contractor to do fence repairs in the City’s main park with the cost not to exceed $1,500.00.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION 13-17 A RESOLUTION APPROVING A MINOR SUBDIVISION AND A VARIANCE REQUEST The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 13-17 adopted by a unanimous vote this 13th day of June, 2017.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To hire Dale Dietel at $11.00 per hour as seasonal maintenance and Andrea Nelson at $9.50 per hour as a Lifeguard.
Councilmember – Dahl introduced the following ordinance and moved for its adoption: ORDINANCE NO. 339 AN ORDINANCE AMENDING CHAPTER 5, SECTIONS 5.1.2.1 - 5.1.2.2 OF THE MUNICIPAL CODE The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon a vote was taken. Mayor Angvall declared Ordinance No. 339 adopted by a majority vote this 13th day of June, 2017.
Motion – Hoof; Second – Messer; Carried – Unanimously; To allow the City Office to close for July 3, 2017, however, it is not considered a paid holiday.
Motion – Angvall; Second – Messer; Carried – To enter into a Turf Maintenance Agreement with WGL Energy Systems, Inc. of Vienna, Virginia for the solar garden located by the Wastewater Treatment Facility at the cost of $450.00.
Motion – Dahl; Second – Foust; Carried – Unanimously; Authorize Adam Birkholz to proceed with Request for Proposals for the 100 Maple Street South property.
Motion – Foust; Second – Messer; Carried – Unanimously; To enter into a five year agreement with Waste Management for sanitation services.
Councilman Foust introduced the following ordinance and moved for its adoption: ORDINANCE NO. 338 AN ORDINANCE REPLACING 6.2 OF THE LESTER PRAIRIE CODE REGARDING THE POSSESSION, SALE AND CONSUMPTION OF INTOXICATING LIQUOR AND 3.2 PERCENT MALT LIQUOR WITHIN THE CITY OF LESTER PRAIRIE, MINNESOTA AND ORDINANCE NO. 338A OFFICIAL SUMMARY OF ORDINANCE 338 The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon a vote was taken. Mayor Angvall declared Ordinance No. 338 adopted by a unanimous vote this 13th day of June, 2017.
Motion – Hoof; Second – Messer; Carried – Unanimously; To have Bergman Interiors just replace the faded entry tile at this time.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 12-17 A RESOLUTION ESTABLISHING VARIOUS FEES AND CHARGES The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 12-17 adopted by a unanimous vote this 13th day of June, 2017.
Motion – Messer; Second – Foust; Carried – Unanimously; To approve and authorize an employee training meeting with the City’s employment attorney on June 21 with lunch provided and the City office closed.
Motion – Hoof; Second – Messer; Carried – To allow a one day family pass, up to a $20.00 value, to be used for Prairie Days door prize.
Motion – Foust; Second – Hoof; Carried- Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:29 p.m.
