November 14, 2017
The Lester Prairie City Council met in regular session on Tuesday, November 14, 2017. Acting Mayor Hoof called the meeting to order at 7:30 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the October Minutes as submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept and approve the October Treasurer’s Report as submitted.
Motion – Ron; Second – Dahl; Carried – Unanimously; To allow the discontinuation of sanitation service for 63 Central Avenue and 117 Hickory Street South for the winter.
Motion – Dahl; Second – Foust; Carried – Unanimously; To authorize staff to make certificate investments as appropriate.
Motion – Foust; Second – Dahl; Carried – Unanimously; To hire Paul Christenson at a Maintenance II position at $15.00 per hour to assist with snow removal.
Motion – Dahl; Second – Foust; Carried – Unanimously; To enter into an Assessment Agreement with McLeod County for 2018 at the rate of $7.50 per parcel and the $3.00 per parcel maintenance fee.
Motion – Dahl; Second – Messer; Carried – Unanimously; To approve of the issuance of the 2018 Off Sale Liquor Licenses to the Liquor Depot LLC and to Casey’s Retail Company.
Motion – Messer; Second – Dahl; Carried – Unanimously; To allow Mike Delaney to conduct his annual bike race on June 30th, 2018.
General consensus was the City Council has no objections to the re-platting of property owned by Don & Kari Artmann for a 1 Lot Re-plat of Lot 1, Block 1, Watry’s Subdivision to be known as Artmann Acres in Section 34 of Winsted Township.
Motion – Dahl; Second – Messer; Carried – Unanimously; To authorize the purchase of two new copy machines from MARCO, as quoted, at the cost of $6,411.08 and the respective maintenance agreement.
Motion – Dahl; Second – Messer; Carried – Unanimously; To have staff study the handicap parking request, obtain full cost of signage, striping etc. and bring information back to the December meeting.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 25-17 A RESOLUTION ADOPTING ASSESSMENTFOR UNPAID BILLS The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution No. 25-17 adopted by a unanimous vote this 14th day of November, 2017.
General consensus of the City Council was for discussion to be held with the Police Chief to request additional patrolling in the area and see if a speed indicator sign could be obtained for next spring as the driving habits will change now during the winter season.
General consensus of the City Council was for staff to continue to research the possibilities of orderly annexation agreements and bring back to a future meeting.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 24-17 RESOLUTION ALLOWING A PREMISE PERMIT The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Acting Mayor Hoof declared Resolution No. 24-17 adopted by a unanimous vote this 14th day of November, 2017.
Motion – Dahl; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Acting Mayor Hoof adjourned the meeting at 8:41 p.m.
