September 11, 2018
The Lester Prairie City Council met in regular session on Tuesday, September 11, 2018. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion –Foust; Second – Messer; Carried – Unanimously; To accept and approve the August Minutes as submitted.
Motion – Hoof; Second – Dahl; Carried – Unanimously; To accept and approve the August Treasurer’s Report as submitted.
Councilman Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 26-18 A RESOLUTION ESTABLISHING THE PROPOSED 2019 LEVY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 26-18 adopted by a unanimous vote this 11th day of September, 2018.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 27-18 A RESOLUTION OPTING TO INCREASE THE BENEFIT LEVEL FOR FIREFIGHTERS WHO ARE VESTED IN THE VOLUNTARY STATEWIDE VOLUNTEER FIREFIGHTER (SVF) RETIREMENT PLAN The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon a vote was taken. Mayor Angvall declared Resolution 27-18 adopted by a unanimous vote this 11th day of September, 2018.
Motion – Hoof; Second – Messer; Carried – To consider the work at 412 Second Avenue North complete and not proceed with legal action and the abatement process. The City will use gravel on hand to backfill the area along the structure on Second Avenue North with materials on hand.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 24-18 A RESOLUTION ACCEPTING RESIGNATION OF POLICE OFFICER The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 24-18 adopted by a majority vote this 11th day of September, 2018.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 25-18 A RESOLUTION ACCEPTING RESIGNATION OF ASSISTANT CITY CLERK The foregoing motion was duly seconded by Councilman Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 25-18 adopted by a unanimous vote this 11th day of September, 2018.
Motion – Hoof; Second – Foust; Carried – Unanimously; To offer the Assistant City Clerk position to Justine Damlow with a starting date of October 1, 2018. The starting rate of pay will be $16.43 per hour. She will be eligible for a pay increase in six months upon a successful 6 month job review. She will also receive 40 hours of vacation after 6 months of service and 80 hours of vacation after 12 months of service.
General consensus of the City Council was to allow the City office to be closed the next two Fridays in September.
Motion – Hoof; Second – Messer; Carried – Unanimously; To authorize the purchase of a 2019 Ford AWD Police Interceptor with options as discussed at the estimated purchase price of $43,334.68 and to sell the current SUV squad at public auction. The City will use funds on hand and budgeted for the squad replacement with the costs not to exceed $46,000.00.
General consensus of the City Council was to have proposals with specifications and cost estimate prepared and bring the information back to the January or February meeting.
Motion – Dahl; Second – Hoof; Carried – Unanimously; To enter into an agreement with Safe Assure Consultants Inc. in Willmar to provide safety training and written procedures for the City of Lester Prairie for one year in the amount of $2,971.38.
Motion – Hoof; Second – Foust; Carried – Unanimously; To pay the claims as submitted.
At 8:10 p.m., Mayor Angvall requested to close the meeting to the public to conduct employee reviews.
At 8:47 p.m., Mayor Angvall opened the meeting back to the public. He stated two employee performance evaluations took place.
Motion – Dahl; Second – Hoof; Carried – Unanimously; Following a Performance Evaluation of the Community Development Coordinator Position, it has been determined to reclassify that position to a City Administrator. Staff shall work with a consultant on the development of a job description and wage scale classification. Information shall be ready for City Council review at the October meeting with implementation no later than the November meeting.
General consensus of the City Council was to conduct an employee exit interview with Josh Fahey and make employee exit interviews a standard practice. Councilman Dahl and Adam Birkholz will conduct such exit interview with Officer Fahey.
Mayor Angvall adjourned the meeting at 8:54 p.m.
