April 9, 2019
The Lester Prairie City Council met in regular session on Tuesday, April 9, 2019.
Mayor Eric Angvall called the meeting to order at 7:00 p.m.
Motion Foust; Second Messer; Carried Unanimously; to accept and approve the March Minutes as submitted.
Motion Dahl; Second Messer; Carried Unanimously; to accept and approve the March Treasurer’s Report as submitted.
Motion Messer; Second Foust; Carried Unanimously; to authorize the EDA to go forward in obtaining the Retainer Agreement with Ernst Law Firm of Winsted, MN.
The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken.Mayor Angvall declared Resolution No. 18-19 adopted by a unanimous vote this 9th day of April, 2019.
Motion Meyer; Second Dahl; Carried Unanimously; to authorize up to $30,000.00 to be used from the Fire Department budget surplus to purchase new equipment for the Fire Truck.
Motion Dahl; Second Messer; Carried Unanimously; to allow Chief Hoof to speak with the attorney and proceed with a sale of the 1981 Fire Engine.
Motion - Dahl; Second Foust; Carried Unanimously; to object to the expansion of Solar Panels on the property owned by Cecil and Lindahl Martin. A letter of Objection will be drafted to send to McLeod County Planning Advisory Commission, and if it is decided in the future to expand with Solar Energy, the City would prefer it to be Pollinator Friendly.
Motion Messer; Second Dahl; Carried Unanimously; to allow Ms. Carlson to proceed with Prairie Festival plans in the City’s main park.
Motion Meyer; Second Foust; Carried Unanimously; to issue a Conditional/Special use Permit to Joe and Holly Neaton and Blanca and Jose Garcia with the following stipulations: The tenants are to abide by all city ordinances and codes, the State Codes and requirements, only 3 parking spots are allowed on the North side of the building along the alley way, only one parking spot on the South side of the building, no repairable vehicles are to be parked on the South side of building, no junk vehicles are to be parked for a long period of time on the property, the doors are to be kept shut when repair will be noisy. If Neatons or Garcias leave the property, the Conditional/Special Use Permit will be voided immediately.
Motion Foust; Second Dahl; Carried Unanimously; to offer the City Administrator position to the second finalist and authorize the Mayor and City Clerk to enter into an employment agreement accordingly.
Motion Angvall; Second Foust; Carried Unanimously; to approve a sanitation waiver request for the property at 119 Central Avenue.
Motion Foust; Second Dahl; Carried Unanimously; to accept the six month employee reviews for Justine Damlow and Larry Monskey and remove them from probation status and start them on step one of the 2019 wage scale.
Motion Foust; Second Mayor Angvall; Carried Unanimously; to close city hall for the day on Friday, May 10th, 2019.
Motion Foust; Second Dahl; Carried Unanimously; to approve the First Quarter 2019 Budget as submitted.
Motion Messer; Second Foust; Carried - Unanimously; to hire the new guards that have applied and reinstate those 2018 seasonal employees wishing to return.
Motion Dahl; Second Foust; Carried Unanimously; to have Lee Ortloff make arrangements for tractor rental for sludge hauling.
Motion Mayor Angvall; Second Messer; Carried Unanimously; To approve up to $2,000.00 to replace the North “City of Lester Prairie” entrance sign located on McLeod County Road 1.
Motion Foust; Second Dahl; Carried Unanimously: to not object to any of the conditional use permit requests except for the solar expansion by Cecil Martin.
Motion Angvall; Second Dahl; Carried Unanimously; to move the Park Board meetings to the third Tuesday of the month and give Councilman Messer another opportunity to show he wants to be part of the Park Board.
Motion - Foust; Second Dahl; Carried Unanimously; to pay the following claims as submitted.
Mayor Eric Angvall adjourned at 8:30 p.m.
