May 15, 2019
Pursuant to public notice of the date change, the Lester Prairie City Council met in regular session on Wednesday, May 15, 2019. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the April Minutes as submitted.
Motion – Dahl; Second – Messer; Carried – Unanimously; To accept and approve the April Treasurer’s Report as submitted.
Motion – Foust; Second – Messer; Carried – Unanimously; To approve using up to $12,000.00 from the Fire Equipment Fund towards the purchase of a compressor for air packs with the understanding donations will be sought for the remainder of the cost.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 20-19 A RESOLUTION AWARDING SEAL COATING WORK FOR THE CITY OF LESTER PRAIRIE The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 20-19 adopted by a unanimous vote this 15th day of May, 2019.
General consensus of the City Council was to add the extension of Central Avenue to McLeod County Road 1 to the 2020 Project so it can be included in the study.
Motion – Foust; Second – Dahl; Carried – Unanimously; To enter into an agreement with American Environmental LLC for televising approximately 4,061’ of sewer line at the cost of $ .68 per foot or $2,761.48
General consensus of the City Council was to not enter into a light replacement project for city hall or the Police Department.
General consensus of the City Council was there would need to be a policy put in place for the disc golf bags and discs as the pool is only open from 1-7 daily, weather permitting. It would not be the pool staff responsibility to track down the disc golfers to retrieve the discs if they were closing, etc.
Motion – Messer; Second – Foust; Carried- Unanimously; To authorize the purchase of two trash containers for the pool and approximately 16 more deck chairs.
Councilman Messer presented a quote in the amount of $ 490.00 for petunias to be planted by the City’s entrance signs.
Motion – Foust; Second – Meyer; Carried – To authorize the purchase of petunias to be planted at city entrance signs at the cost of $490.00.
Motion – Dahl; Second – Messer; Carried – Unanimously; To revise the part-time wage scale.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-19 POLICE P.E.R.A. DECLARATION The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 19-19 adopted by a unanimous vote this 15th day of May, 2019.
General consensus of the City Council was to not approve of Mr. Nass’ proposed artwork to be placed at Central Park until further research could be done.
Motion – Dahl; Second – Messer; Carried- Unanimously; To approve the sanitation waiver for the property at 206 Second Avenue North.
Motion – Dahl; Second – Foust; Carried – Unanimously; To Pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:43 p.m.
