Tuesday, June 11, 2019
The Lester Prairie City Council met on Tuesday, June 11, 2019. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the May Minutes as submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept and approve the May Treasurers Report as submitted.
General consensus of the City Council was to allow the office to be closed and those that wanted to have the day off could take it as a vacation day or unpaid.
Clerk Pawelk informed the City Council that the State Demographer has estimated the 2018 population to be 1,705 and the household as 655; an inspection was conducted by Safe Assure in the pool and park buildings. Several deficiencies were found and will be addressed.
Motion – Dahl; Second – Foust; Carried – Unanimously; To not take any action on the request to allow a Veteran’s silhouette display at the City’s park on Central Avenue.
General consensus of the City Council was they were not in favor of reviewing the allowance of chickens again at this time.
General consensus of the City Council was to schedule their August meeting for Monday, August 12 at 7 p.m.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 21-19 A RESOLUTION RECEIVING FEASIBILITY REPORT and CALLING HEARING ON IMPROVEMENT The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 21-19 adopted by a unanimous vote this 11th day of June, 2019.
Councilman Meyer introduced the following resolution and moved for its adoption: RESOLUTION NO. 22-19 A RESOLUTION AUTHORIZING THE SALE OF A 1981 CHEVROLET FIRE TRUCK The foregoing motion was duly seconded by Councilman Dahl and following discussion thereon, a vote was taken. Mayor Angvall declared resolution No. 22-10 adopted by a unanimous vote this 11th day of June, 2019.
Motion – Dahl; Second – Messer; Carried – Unanimously; To have Administrator Skrbich to see if there were any Xcel Rebates available for changing the lights to LED units and authorize up to $3,000.00 to be spent on light fixture replacement in the truck bay at the fire hall.
Motion – Dahl; Second – Meyer; Carried – Unanimously; To authorize a portion of Juniper Street North to be closed off on September 21 for the annual Freedom Fest to be held.
Motion – Foust; Second – Messer; Carried – Unanimously; To hire Mike Mahoney from Winsted to work as a compost site monitor at the rate of $10.75 per hour.
Motion – Dahl; Second – Foust; Carried – Unanimously; To approve the replacement of the M100 Tabulator with a DS200 Precinct Scanner and Tabulator at the cost of $3,862.69 to the City.
Motion – Meyer; Second – Dahl; Carried – Unanimously; To enter into a Lease Assignment with McLeod County and McLeod County Rail Authority thereby assigning its lease interest to McLeod County.
General consensus was to set June 25th at 7 p.m. in city hall as a workshop session.
Motion – Foust; Second – Dahl; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:34 p.m.
