The Lester Prairie City Council met in regular session on Tuesday, October 8, 2019. Mayor Angvall called the meeting to order at 7:00 p.m.
At 7:00 p.m., Mayor Angvall opened a public hearing. The purpose of the public hearing was to receive public input, orally or in writing, personally, by agent or attorney, regarding the final plat and minor subdivision of property by Lester Building Systems/William Meloche. The property is located within the City limits of Lester Prairie. The minor subdivision is to divide the property into two blocks. Parcel A would be the southernmost 203.96 feet by approximately 1,178.91 feet, for a total of approximately 5.56 acres and Parcel B would be the remainder of Lot 45, a total of approximately 17.62 acres. The current legal description of the property is: Auditor’s Plat 2-116-27, 25.95 acres of Lot 45 except N 118’ of E 278’ & Ex Westerly 150’ & Ex 150’ x 415’ and adjacent vacated street along the North side.
Mayor Angvall closed the public hearing at 7:07 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the September Minutes as submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept and approve the September Treasurer’s Report as submitted.
Motion – Angvall; Second – Dahl; Carried – Unanimously; To enter into an agreement with McLeod County regarding the delegation of responsibilities for that portion of the Dakota Rail Trail between the McLeod County/Carver County line and McLeod County Highway 1.
Motion – Dahl; Second – Messer; Carried – Unanimously; To adopted a Website Policy for the City of Lester Prairie.
Motion – Foust; Second – Messer; Carried; To award the snow removal work for the 2018-19 season to Litzau Excavating as quoted.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 33-19 A RESOLUTION RECOGNIZING NATIONAL PREGNANCY AND INFANT LOSS AWARENESS DAY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken.
Mayor Angvall declared Resolution No. 33-19 adopted by a unanimous vote this 8th day of October, 2019.
Motion - Foust; Second – Messer; Carried – Unanimously; To accept and approve the nine month actual budget as presented.
Motion – Messer; Second – Dahl; Carried – Unanimously: To accept the $ 500.00 donation made for each the Fire Department and police Department from Northern Tier Construction and Building Maintenance.
General consensus of the City Council was to hold a public hearing for any unpaid bills that would be special assessments at the November meeting.
Councilman Dahl introduced the following resolution and moved for its adoption: RESOLUTION NO. 34-19 A RESOLUTION APPROVING A FINAL PLAT AND MINOR SUBDIVISION The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 34-19 adopted by a majority 4/5 vote this 8th day of October, 2019.
Motion – Dahl; Second – Messer; Carried – Unanimously; To approve the batting cages being removed and new ones fabricated at the cost of $2,500.00 contingent on a donation/s being obtained for one-half the cost.
Motion – Dahl; Second – Foust; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 7:57 p.m.
