The Lester Prairie City Council met on Tuesday, November 12, 2019. Mayor Angvall called the meeting to order at 7:00 p.m.
Pursuant to public notice of an assessment public hearing, Mayor Angvall called the hearing to order at 7:00 p.m. There was no one in attendance nor had Clerk Pawelk received any correspondence from those affected. Clerk Pawelk explained the hearing was for unpaid utility and private property lawn mowing. Seven assessments are for unpaid utility bills. One for vacant property, 5 for homes in the mobile home park, one for lawn mowing. Several payments have been made bringing the outstanding amount, as of this meeting, down to $3,017.34.
Discussion took place.
Mayor Angvall adjourned the public hearing at 7:05 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the October Minutes as submitted.
Motion – Messer; Second – Meyer; Carried – Unanimously; To accept and approve the October Treasurer’s Report as submitted.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 36-19 A RESOLUTION ADOPTING ASSESSMENT FOR UNPAID BILLS The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution NO. 36-19 adopted by a unanimous vote this 12th day of November, 2019.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 37-19 A RESOLUTION ENTERING INTO AN AGREEMENT BETWEEN THE COUNTY OF MCLEOD AND THE CITY OF LESTER PRAIRIE The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 37-19 adopted by a unanimous vote this 12th day of November, 2019.
General consensus was for Administrator Skrbich to research funding possibilities for Fire Department turnout gear and to meet with the townships and discuss the potential purchase. Fire Chief Hoof will obtain additional quotes and the subject will be tabled to the December meeting.
Motion – Foust; Second – Dahl; Carried – Unanimously; To rehire the two seasonal snow removal individuals and give each a $1.00 per hour wage increase.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 35-19 A RESOLUTION ENTERING INTO AN AGREEMENT BETWEEN THE STATE OF MINNESOTA AND THE CITY OF LESTER PRAIRIE The foregoing motion was duly seconded by Councilman Meyer and following discussion, a vote was taken. Mayor Angvall declared Resolution No. 35-19 adopted by a majority vote this 12th day of November, 2019.
Motion – Dahl; Second – Messer; Carried – Unanimously; To retain First Avenue North as a truck route from McLeod County Road 1 to Pine Street North. Proper signs should be obtained and installed. Also, a “Not a Truck Route” sign should be placed at Lincoln Avenue and McLeod County Highway 1.
Motion – Messer; Second – Meyer; Carried – Unanimously; To pay the claims submitted.
Mayor Angvall adjourned the meeting at 8:08 p.m.
