Regular Meeting of theBoard of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, September 23, 2013, at Delano City Hall. The meeting was called to order by the chair at 7:04 p.m. with the following members in attendance: Johnson, Milano, Durick, Black, Larson, Seguin. Baker was absent.
APPROVAL OF MEETING AGENDA (approved unanimously)
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 8-26-13. The current budget status with year-to-date adjustments, investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.PERSONNEL (approved unanimously):
Board approved retirements/resignations/terminations, recommendations of employment which include; resignation of Community Ed Tiger Kids Club teacher and retirement of DHS custodian. Recommendation of employment include: DES Basic Skills teacher, DES/Community Ed long-term substitute teacher, DMS Language Arts long-term substitute teacher, DHS Special Ed Paraprofessional, DES/Community Ed temporary paraprofessional for ECSE, DES part-time custodian, (2) Community Ed Tiger Activity Center adult monitors, (6) Community Ed Tiger Kids Club aides.
Board heard the following administrative reports: Superintendent Schoen reported on Randy Durick’s completion of Phase I-III of Minnesota State School Board training; Mr. Haas, DMS Assistant Principal reported on DMS Strategic Planning, MAP and MCA testing, Curriculum Mapping for grades 5-8, Professional Development committee’s work on needs of the middle school, and cookie dough fundraiser; Dr. Heil reported on Homecoming Week, MS Auditorium fundraising, Chinese visitors, HS conferences and Honor Roll Recognition, PSAT and PLAN tests and National Merit Semifinalists; Mr. Schuler reported on ES Site Team work on Strategic Plan, Green Apple Day of Service, Chinese visit, Walk, Roll and Stroll event; M. Reeder reported on reorganization of the district office; D. Johnson reported on Advisory Council, registration for fall classes, Fall Heritage Festival, Wee Tiger Preschool and Tiger Kids Club enrollment, MN Reading Corps, Community Ed Curriculum mapping, ECFE, Destination ImagiNation, YAR’s participation in WE DAY, 3rd Annual Youth Triathlon; Student Representatives Alex Grant and Abbey Hutchins reported on Homecoming Week, HS Link Crew, MS WEB, and Homecoming Dance.
Board heard reports from board members regarding MAWSECO, Wright Technical Center, Curriculum Advisory Council, Schools for Equity in Education (SEE), Delano Area Sports Arena, Staff Development.
NEW BUSINESS (approved unanimously)
Proposed Property Tax Levy Certification, First reading of policies due to substantive and/or legal reference changes: Policy 406-Public and Private Personnel Data, Policy 417-Chemical Use and Abuse, Policy 509-Enrollment of Nonresident Students, Policy 515-Pupil Records, Policy 528-Student Parental, Family and Marital Status Nondiscrimination, Policy 610-Field Trips, Policy 711-Video Recording on School Buses, Policy 712-Video Surveillance Other Than on Buses.
School Board moved to closed session to discuss a personnel matter.
The meeting adjourned at 9:05 p.m. The preceding is a summary of the unofficial minutes. NOTICE IS HEREBY GIVEN that the Delano City Council will hold a Public Hearing in the Council Chambers at Delano City Hall, 234 2nd Street North, on Tuesday, October 29, 2013, at 7:00 PM or soon thereafter as the parties may be heard, to consider a request from Delano Hotel Partners for a public subsidy through the Delano Crossings Tax Abatement District for the construction of a 54-unit Grandstay Hotel. Delano Hotel Partners is requesting tax abatement in the amount of $385,000, which is the amount of City and Delano Municipal Utility infrastructure fees for the Grandstay Hotel development project. Delano Hotel Partners anticipates the a taxable market valuation of the finished project of $4.8 million, the creation of a minimum of 4 full-time and 7 part-time jobs, and an estimated property tax contribution of $70,000 annually. Copies of the Delano Hotel Partners request are available at Delano City Hall.
Any person with residence in or the owner of taxable property within the City of Delano may file a written complaint with the City if it fails to comply with Minnesota State Statutes Sections 116J.993 to 116J.995. No action may be filed against the City of Delano for the failure to comply unless a written complaint is filed.
All interested parties or individuals are hereby notified to present their oral or written comments at said Public Hearing.
