NOTICE
QUALIFICATION BASED SELECTION FOR THE PREPARATION OF PRELIMINARY DESIGN, DESIGN AND CONSTRUCTION SERVICES FOR HOWARD LAKE HISTORIC CITY HALL
PURPOSE:
The City of Howard Lake desires an architectural firm to provide preliminary design, design and construction services for its historic city hall. It is necessary for the community to have these services conducted by a qualified Minnesota licensed architect that meets or exceeds the Secretary of the Interior’s Professional Qualification Standards for Historic Architect. The community desires to select the best-qualified architectural firm through the Request for Qualifications process.
BACKGROUND INFORMATION:
The City of Howard Lake, located approximately 45 minutes west of the Twin Cities area, is fortunate to have its turn-of-the-century City Hall building still partially in use and they would like to see it fully utilized. The entire second floor of the City Hall building, which is listed on the National Register of Historic Places, cannot be used for assembly space as it does not meet code nor is it handicapped accessible. The City proposes to restore and make accessible this historically significant building. The former City Hall building is an important, landmark building that is not only historic, but also serves as an important anchor to downtown Howard Lake. As such, the City would like to see it fully utilized and provide full access for all patrons and to really reach the full potential of the building and ultimately downtown.
The City of Howard Lake, working with a consultant, has secured a Minnesota Historical & Cultural Heritage Grant from the Minnesota Historical Society to study the feasibility of renovating the Historic City Hall. It wishes to pursue additional funding from this source for the renovation of the building and as such needs to go through a procurement process.
SCOPE OF WORK:
The scope of work for the project is design development, schematic design, construction documents (plans and specifications), and bidding for the 2nd floor of the former Howard Lake City Hall. All of this work will be done taking into account Secretary of Interior standards for historic structures and state prevailing wages.

NOTICE OF PUBLIC HEARING
ON A PROPOSAL FOR THE ISSUANCE OF EDUCATIONAL FACILITIES
REVENUE BONDS FOR THE
GROVES ACADEMY PROJECT
Notice is hereby given that the City Council of the City of Mayer, Minnesota (the “City”) will meet at the City Hall, 413 Bluejay Avenue, Mayer, Minnesota, at 6:30 p.m. on Monday, October 13, 2014, to consider the proposal of Groves Academy, a Minnesota nonprofit corporation having federal income tax-exempt 501(c)(3) status (the “Borrower”), that the City assist in financing a project hereinafter described pursuant to Minnesota Statutes, Sections 469.152 to 469.1655, as amended, by the issuance of revenue bonds, in one or more series (the “Bonds”).
The “Project” consists of (i) financing new classroom renovations and the construction and equipping of a new learning center at the Borrower’s independent co-educational day school facilities (the “Academy”) located at 3200 Highway 100 South, St. Louis Park, Minnesota (“St. Louis Park”) (the “Renovation and Expansion Project”), (ii) refunding St. Louis Park’s outstanding Educational Facility Revenue Bonds (Groves Academy Project), Series 2010, the proceeds of which were used to finance and refinance renovation, expansion, and improvement of the Academy (the “Original Project” and, together with the Renovation and Expansion Project, the “Project”), and (iii) finance the costs of issuing the Bonds. The Project is owned, operated, and managed by the Borrower.
The estimated maximum principal amount of the Bonds to be issued to finance the Project is $5,600,000.
The Bonds, if and when issued, will not constitute a charge, lien or encumbrance upon any property of the City or St. Louis Park, except the Project, and such obligations will not be a charge against the general credit or taxing powers of the City or St. Louis Park but will be payable from sums to be paid by the Borrower pursuant to a revenue agreement.
A draft copy of the proposed application to the Commissioner of the Department of Employment and Economic Development, State of Minnesota, for approval of the Project, together with all attachments and exhibits thereto, is available for public inspection during normal business hours, Monday through Friday, at the City Hall in the City.
At the time and place fixed for the Public Hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. Written comments will be considered if submitted at the above City office on or before the date of the public hearing.

NOTICE FOR HEARING ON PETITION FOR DESCENT OF PROPERTY
A Petition for Determination of Descent has been filed with this Court. The Petition represents that the Decedent died more than three years ago, leaving property in Minnesota and requests the probate of Decedent’s last will, if any, and the descent of such property be determined and assigned by this Court to the persons entitled to the property.
Any objections to the Petition must be filed with the Court prior to or raised at the hearing. If proper, and no objections are filed or raised, the Petition may be granted.
Notice is further given, that the Petition will be heard on October 17, 2014 at 1:30 p.m. by this Court at 10 2nd St. NW, Room 201, Buffalo, Minnesota.
(1) Notice shall be given to all interested persons (Minn. Stat. 524.1-401) and persons who have filed a demand for notice pursuant to Minn. Stat. 524.3-204.
(2) Notice shall be given by publishing the Notice and Order as provided by and law and by:
Mailing a copy of this Notice and Order at least 14 days prior to the hearing date.
