4. Approve request for proposals for a 24 week lawn mowing agreement for nine specific neighborhood parks within the City of Delano.

Motion by Holly Schrupp, seconded by Jack Russek to approve Minnesota Lakes Bank as the official depository for the City of Delano.
6. Approve workstation computers purchases for the Administration, Finance, Motor Vehicle, and Delano Economic Development Authority/Delano Housing Authority Departments.
B. EDA
1. Adopt EDA Resolution EDA-14-01 to approve the Civil Rights Certification Form HUD-50077-CR.
2. Approve updates to the Delano EDA/Crow River Villa Animal Policy.
Motion by Betsy Stolfa, seconded by Jason Franzen to approve the updates to the Delano EDA/Crow River Villa Animal Policy. Motion carried.
3. Motion approving the cleaning services agreement for the Delano EDA/Crow River Villa Apartments.
4. Motion approving the Maintenance Services Agreements for the Delano EDA/ Crow River Villa.
8. CITY STRATEGY No. 3: Plan for the maintenance, replacement and efficient operations of the City’s equipment, buildings, and infrastructure, energy and utility systems.
A. Authorize the purchase of a Ford F-350 for the Delano Public Works Department.
Motion by Betsy Stolfa, seconded by Jason Franzen to authorize the purchase of a Ford F-350 for the Delano Public Works Department. Motion carried.
9. CITY STRATEGY No. 4: Manage the City’s growth so that it is high quality and consistent with the City’s Comprehensive Plan while maintaining the City’s historical culture, characteristics and features.
A. Consider request from James Anderle, on behalf of Lupine Brewery Company for a Conditional Use Permit to use a production brewery and taproom at 248 River Street, Delano.
1. Adopt Resolution R-15-07 approving a conditional use permit for Lupine Brewery and Taproom for property located at 248 River Street in Delano, Minnesota.
Motion by Betsy Stolfa, seconded by Jason Franzen to adopt Resolution R-15-07 approving a conditional use permit for Lupine Brewery and Taproom for property located at 248 River Street in Delano, Minnesota. Motion carried 5-0 by roll call vote.
B. Consider a request from Lupine Brewing Company for an On-Sale Taproom, Sunday Taproom Sales, and Off-Sale Growlers Permit.

Motion by Jason Franzen, seconded by Betsy Stolfa to authorize advertisement for bid for floodwall and riverfront improvement project with the alternative bid of possible boardwalk. Motion carried.
B. Discuss Central Park bathrooms.
Motion by Jack Russek, seconded by Betsy Stolfa to close the restroom facility near the bingo stand and Landscape Structures play structure. Motion carried.
