Pursuant to due call and notice thereof, a regular meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Monday, July 27, 2015.
McConkey called the meeting to order at 7:00 PM.
The following members were present: Clemen, Aho, Nelson, McConkey, Linder and Bender. The following were absent: none.
The meeting began with the pledge of allegiance.
Motion by Nelson, seconded by Bender, accepting the agenda as presented. Motion carried unanimously.
Motion by Bender, seconded by Linder, approving payment of bills as presented including payroll, hand payables and contingency totaling $1,746,956.82. Motion carried unanimously. (A complete list of bills is available from the District Office for review.)
Curriculum Advisory Committee (CAC) Report: None
Technology Report: None
MAWSECO Report: None
Community Education Report: None
Business Manager’s Report: Business Manager Palmer reported expenditures are in line with budget through the end of the twelfth month of the fiscal year and reviewed the investment report with the board. Business Manager Palmer also reported for the second MARSS end of year submission, ADM was at 2,222. Business Manager Palmer also updated the board on the status of the IRS audit.

Superintendent’s Report – review of summer projects and hiring
Trail Committee – Bender reported that they are working on a joint powers agreement
Motion by Linder, seconded by Clemen, approving all consent items, which included approval of the minutes from the June 22, 2015 Regular Board Meeting, June 23, 2015 Subcommittee Meeting and the July 14, 2015 Subcommittee Meeting. Approval of Wire transfers made on June 23rd for $110,000, June 30th for $700,000, July 2nd for $125,000, July 10th for $300,000 and July 15th for $800,000. Personnel Items: Resignation of Janet Summerall as the English Language Instructor, Resignation of Steven Rahkola as MS Special Needs Paraeducator, Resignation of Michael Smith as MS Instrumental Music Instructor, Resignation of Robert S. Kampa as the Drama Director for the Fall Musical and the One Act Play effective 7/9/2015, Resignation of Melissa Opsahl as a Dassel Elementary Instructor effective 7/22/2015, Employment of Miriam Augsburger Middle School Vocal Instructor , Employment of Julie Weiss as English Language Instructor, Employment of Tiffany Hannus as Middle School Part Time Secretary, Employment of Matt Woetzel as a CDL Route Driver, Employment of Philip Thinesen as the part-time custodian for Cokato Elementary and the ALC effective 9/4/2015, Approval of the Staff List of Coaches/Advisors for Fall 2015, Approve Community Ed. Assignment as Pool Manager to Libby Bayuk effective 8/1/2015, Approve Community Ed. Assignment as Springboard Diving Instructor to Beth Keskey, Approve Community Ed. Assignment of Emma Huikko as Charger Kids Club staff member, Resignation of Joyce Thinesen as Cokato Elementary Title I Paraeducator effective 7//23/15, Approval of a lane change for Naomi Acosta from MA+15 to MA+45. Approve Transportation Contracts for Franet, Johnson & Luhman. Acceptance of Donations From: DC Swim Boosters – $1,000 to Activities for swim warm ups, From Target – $275 to Dassel Elementary, From MN Historical Society – $272 to Dassel Elementary for a field trip, From Target – $175 to Cokato Elementary. Motion carried unanimously.
Motion by Clemen, seconded by Aho, approving changes to policies #205, 206, 208, 406, 410, 413, 419, 421, 425, 501, 506, and 509. Motion carried unanimously.
Motion by Linder, seconded by Nelson approving expenditure of up to $265,000.00 for the weight room expansion. Activities Directors Thinesen presented plans to expand the weight room including significant contributions of labor, materials, and fundraised money. Upon a roll call vote Linder, Nelson, Bender, Clemen, McConkey voted in favor and Aho against, the motion carried.
Motion by Bender, seconded by Clemen, approving memberships in the following organizations or joint powers agreements: MSBA, Community Education-Joint Powers Agreement with Cities of Dassel and Cokato, CMERDC, Resource Training and Solutions, SEE, Wright County Conference, MAWSECO. Motion carried unanimously.
Motion by Linder, seconded by Aho approving food service bids for Prime Food Vendor, Milk, Juice, and Bakery. Prime food vendor Indianhead, Milk vendor Agropur Inc. and Bakery vendor Pan O’ Gold. Motion carried unanimously.
Motion by Bender, seconded by Nelson, approving the 2015-16 Food Service Program including:
1. Continued participation in the Federal Free and Reduced Lunch Program, the Federal Special Milk Program, the Minnesota Kindergarten Milk Program and the Breakfast Program. 2. Increase the cost of lunch by $0.05 resulting in a cost for elementary students of $1.85, for middle school and high school students of $1.90.
3. Maintain the current cost of milk at $0.35. 4. Maintain the current cost of breakfast for students at $1.00 with the exception of Kindergarten students who will be free based on legislation. 5. Continue to have the district cover the cost for milk and juice break for Kindergarten and grades 1-4. Motion carried unanimously.
Motion by Linder, seconded by Bender, approving 3 year CAC terms for Amy Sluis, Cindy Patten, and Sonia Whittaker. Motion carried unanimously.
Policies # 524,526,601, 603, 604, 613, 618, 619, 709, 805, 807 were presented for a first reading.
Motion by Bender, seconded by Clemen, approving a SCSU Student Teaching agreement for five years. Motion carried unanimously.
Being no further business, the meeting adjourned at 8:43 PM.
