City of Winsted – Flood Hazard Information Revision
The City of Winsted hereby gives notice of the intent of the City and McLeod County to revise the flood hazard information, generally located in the City of Winsted. As a result of the revision, the 1% annual chance water-surface elevations shall generally decrease in Ditch 11 and the 1% annual chance floodplain shall narrow within the area of revision.
Maps and detailed analysis of the revision can be reviewed at Winsted City Hall at 201 1st St N, Winsted, MN 55395. Interested persons may call Jake Saulsbury, City Engineer, at (952) 448-8838 for additional information.

Notice of request to bid
A. Notice is hereby given that sealed Prime Bid proposals will be received by Kraus-Anderson Construction Company on behalf of Wright County at Wright County Public Works, 1901 Hwy 25 North in Buffalo, Minnesota on May 21st, 2015 until 2:00 p.m. for the Wright County Highway Department Facility as described herein and by the Bidding Documents.
B. Conceptual Project Scope: The overall project consists of a new 92,000sf facility which will include a 10-Bay fleet maintenance shop, 41,000sf of interior vehicle storage, office space and a car wash. Anticipated project-start date is mid-July 2015 with an anticipated completion date of July 2016.
C. Basis of Bids: Prime contract packages shall be as defined in Section 01 1220 – List of Work Scope Categories. This is a solicitation for Bid Package #1 work scopes only. It is anticipated that Bid Package #2 will be released early in June 2015.
D. Bid Security: Each bid shall be accompanied by Bid Security in form of a bid bond, certified check, or cashier’s check in the amount of five (5) percent of base bid submitted, made payable to Wright County, hereinafter referred to as “Owner,” as guarantee that Bidder will, if awarded, enter into Contract in accordance with contract documents and submitted bid. Note that the responsible contractor form will need to be filled out and submitted with the bid form.

Examination of Site: Bidders shall make arrangements with the Construction Manager to visit the project site to obtain firsthand knowledge of existing conditions, including existing utilities and services, obstacles which may be encountered and all other conditions relative to the work to be performed.
5. OTHER CONDITIONS
A. Bidder’s Qualifications: Refer to Kraus-Anderson’s Instructions to Bidders and Kraus-Anderson’s Bid Form for requirements regarding Bidder’s Qualifications and Pre-qualification Procedures. Kraus-Anderson reserves the right to request additional information to clarify the Bidder’s financial capability, technical experience, ability to successfully staff project, and comply with safety and employment requirements.
B. Responsible Contractors:
1. The term “responsible contractor” as used in these specifications has the same meaning as the term has in Minn. Stat. §16C.285, subd. 3.
2. All responses to this solicitation must include a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in subdivision 3. This requirement is met by completing and submitting the contractor responsibility affidavit that is attached to the Bid Form in the specifications.
3. Any prime contractor or subcontractor who does not meet the requirements in subdivision 3 or fails to verify that it meets those criteria by not including the affidavit of compliance is not a responsible contractor and will not be eligible to be awarded the contract. Moreover, any false statement regarding compliance with subdivision 3 will result in termination of an awarded contract.
4. The prime contractor or subcontractor must also include in its verification of compliance (affidavit) a list of its first-tier subcontractors that it intends to retain for work on the project.
5. If a prime contractor or any subcontractor retains additional subcontractors on the project after submitting its verification of compliance, the prime contractor or subcontractor shall obtain verifications of compliance from each additional subcontractor with which it has a direct contractual relationship and shall submit a supplemental verification confirming compliance with subdivision 3, clause (7), within 14 days of retaining the additional subcontractors. This requirement applies during the solicitation process and continues through the term of the awarded contract.
A. Withdrawal or Revision of Bids: Bids may not be withdrawn during the 60-day period immediately following the date of receipt of bids.
Bids may be withdrawn or revised prior to the scheduled time for opening without prejudice to themselves, provided request for such withdrawal is received by Kraus-Anderson, in writing, prior to the time proposals are due. After the time proposals are due, no proposal may be withdrawn.
B. Acceptance and Rejection of Bids: Kraus-Anderson Construction Company and the Owner expressly reserve the right to reject any and all bids and to waive irregularities and informality in any bid without explanation. Refer to Kraus-Anderson’s Instructions to Bidders and Kraus-Anderson’s Bid Form for additional requirements regarding requirements for Performance Bonds.
C. Basis of Award: Award of trade contracts and material contracts will be at the sole discretion of Owner and Kraus-Anderson Construction Company without explanation.
